New Delhi: With Russian President Vladimir Putin expected here in early December, a special Defence Acquisition Council (DAC) meeting chaired by Defence Minister Rajnath Singh to rework the Rs 5,124 crore Kalashnikov deal has been planned for Tuesday, 23rd of November.
Several minor changes that India and Russia have worked out in the Inter-Governmental Agreement (IGA) need to be officially cleared by the DAC, headed by Defence Minister Singh and including the Chief of Defence Staff, General Bipin Rawat, the three service chiefs and the defence secretary, Mr Ajay Kumar.
The Russian designed AK-203 will be made in a new factory in Uttar Pradesh and both countries have agreed on the deal in terms of numbers, price and process. The deal involves the manufacture of 6,01, 427 AK-203S over ten years in India for the armed forces.
The first 70,000 will include Russian made components as the transfer of technology slowly happens. These will be delivered to the army 32 months after the production process begins.
A newly created firm --Indo-Russian Private Limited-- will make the Kalashnikov assault rifles. The Indian Ordnance Factory Board will have 50.50 per cent ownership and the Russian ROE, the rest.
Only one other item is on the agenda. The DAC is expected to clear 2 GSAT-7 communication satellites for the Navy. These have been developed indigenously and the deal is worth about Rs 1,000 crore.

New Delhi: The much-awaited deal to manufacture AK-203 assault rifles in India, in partnership with Russia, was finally cleared Tuesday. The contract is set to be formally signed next month when Russian President Vladimir Putin is scheduled to visit India.
Sources in the defence and security establishment told ThePrint that the Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh, cleared all deviations in the deal, which has brought the cost down.
The DAC also accorded Acceptance of Necessity to a Rs 2,236 crore project of the Indian Air Force for a GSAT-7C satellite and ground hubs for real-time connectivity of Software Defined Radios (SDRs). The project envisages complete design, development and launching of the satellite in India.
As ThePrint reported in August 2020, India and Russia had finally come to an understanding about the cost and supply factor for the 7.62×39 mm chambered rifle, for which formal negotiations began in 2018.
The contract subsequently went for legal vetting and underwent more changes, which have now been cleared by the DAC.
Under the deal, the first 20,000 AK-203 rifles, which will be the mainstay of the armed forces, replacing the 5.56×45 mm INSAS (Indian Small Arms System), will be imported from Russia at a cost of about $1,100 (or Rs 80,000) per piece depending on the conversion rate.
Then, more than six lakh rifles are to be manufactured in India as part of a joint venture — Indo-Russia Rifles Private Limited — established between the Indian Ordnance Factory Board (OFB), Kalashnikov Concern, and Rosoboronexport, the Russian state agency for military exports.
While the OFB has a 50.5 per cent stake in the joint venture, Kalashnikov has 42 per cent and Rosoboronexport 7.5 per cent.
Deal hit by setbacks

They said the Russians have let go of royalty for each rifle manufactured in India, but Moscow will be paid for TOT.

SAluTe to the person who came up with this zoo of different ammo rifles, US army pays 700 dollars for m4a1 and we will be paying 1100 dollars for this shitty ak 103 with rails let alone ak15. Like damn we must be really stupid to have this deal. Dude just form a pact with sig, make both 762 and 556 variants of the same gun in India. Atleast we will be getting decent rifles unlike ak. Tell what is so special about ak 103 with rails that can't be implemented in TAR rifle, pay some Israelis, Americans or east Europeans for redesign of Trichy rifle and you have something better than this shitty ak deal. Trichy assault rifle in itself looks equal or better in build quality to ak 103.

It's the level of incompetence which hurts the most. Unable to select good rifles at reasonable prices, like sheesh boy......you smell like some corruption. Lol just see the latest make 2 project about laser beam riding manpads, they are asking for dimensions and weight which have not been achieved by any present system. Dude a single Google search would have helped the guy who made them but no we want weapons suited to stupid Indian needs, basically we want Unobtanium.
The sheer level of incompetence at higher levels not withstanding the fact that army still living in WW2 era mindset is frustrating.

We doing what paki are doing .
They too use two rifles , g3 and type 56 now they are replacing g3 with some other 7.62 51 mm rifle and replacing typw56 with ak 103.
We too discarded insas for sig 716 of 7.62 51 mm and ak 203 of 7.62 39 mm .
Just like pakistan , indian army is doing things

we going Paki way....our IA gernails should first focus on providing rail covers, foregrip, proper scope+RDS combo and proper training regimen for maximum utilisation of new sig 716i with focus being on long range marksman shot. Just ordering some rifle won't make you uber specialist in that. Our infantry modernisation is a big joke, with different bdu dresses seen everywhere, lol 
can't even get soldiers to wear standard combat dresses. Standard load carrier, standard dress, standard rifle, standard helmet, standard sights- soldiers be like Abe ye kya hota h.Every IA command misusing their funds, bringing equipments from everywhere, looks like army has given up on standardization. So we used type 56 , captured from pakistan .
Now we will ditch our zoo of Kalashnikov's and adopt ak 203 as standard issue .
I won't lie to you , around 2013 this tender for replacing insas was initiated , it was a mess and I still cannot comprehend how we reached where we are today .
Russia was not even in talks back then , now our standard issue will come from Russia , lol.

New Delhi: In a bid to provide a big boost to self-reliance in defence manufacturing in India, the Central government has approved a plan for the joint production of over five lakh AK-203 assault rifles with Russia in Korwa area of Uttar Pradesh’s Amethi, said the government sources on Saturday.
The decision comes ahead of Russian President Vladimir Putin’s visit to India on December 6 for an annual summit with Prime Minister Narendra Modi.
The 7.62 X 39mm caliber AK-203 rifles will replace in-service INSAS rifles inducted over three decades back. The modern version of the Russian-origin rifle has an effective range of 300 meters.
The high-powered rifles are lightweight, robust and easy to use modern assault rifles with proven technology that will enhance the combat potential of soldiers to adequately meet present and envisaged operational challenges, the sources noted.
Uttar Pradesh is on way to becoming a defence manufacturing hub of India, they said.
"It reflects the ever increasing paradigm shift in defence acquisition from buy (global) to Make in India. This endeavour will be done in partnership with Russia and reflects the deepening partnership between the two countries in the defence sector," the sources said.
The project will provide business opportunities to various MSMEs and other defence industries for the supply of raw material and components, which will lead to new employment opportunities. It will also enhance the operational effectiveness of the Indian Army in counterterrorism and counter insurgency operations, they said.
The project will be implemented by a special purpose joint venture, Indo-Russian Rifles Private Ltd (IRRPL). It has been created with erstwhile OFB [now Advanced Weapons and Equipment India Limited (AWEIL) and Munitions India Limited (MIL)] of India and Rosoboronexport (RoE) and concern Kalashnikov of Russia, they said

How many AK-203 we are finally planning?
First it was 7.5L, then it became 6.5L and now reports indicate 5L.
It seems that numbers are continiously reducing. Does this indicate CAPFs is not on board with this deal and would rather prefer TARs? Or it may be the case that Army itself wants more Sig-716s for its Iinfantry rather than AK-203?

Stamped sheet receiver only , russians have long stopped manufacturing milled receiver AKs.
On the other side we have OFB Trichy that's practically copy of bulgarian milled receiver AKs; so yeah.

sure why not bhaee all 7.62x39mm AKs are mostly compatible to each others,
5.45x39mm ones too,
It's just 5.56x45mm NATO AKs where there isn't much standardisation and magazines among different 5.56 AKs (or derivatives) may or may not be compatible to each other.
