NEW DELHI: In case of another 26/11-type attack by Pak-based terror groups, it would be difficult for India to show restraint, says Brussels-based think-tank International Crisis Group in its recent report while analysing US policy pertaining to terrorism in South Asia.

It says the two main anti-India groups that enjoy considerable patronage in Pakistan - Lashkar-e-Toiba and Jaish-e-Mohammad - also pose grave threat to the US.

"Though neither has formal links to al-Qaida, their fighters rub shoulders with other militants and global jihadis in Afghanistan and Pakistan. The gravest danger they pose for Pakistan and the US+ is another strike on India.

Prime Minister Narendra Modi's response to attacks last year on Indian forces in Kashmir suggests his reaction would be calibrated carefully, and public opinion would weigh only so far on that calculation.

But it would be difficult to show restraint in the event of an attack like the one which killed large numbers of civilians in Mumbai in 2008," it states.

Days after the attack on Army camp in Uri+ in September, Indian soldiers carried out a surgical strike across the LoC+ , destroying several terror launchpads and killing many terrorists.

The report titled 'Counterterrorism Pitfalls: What the US Fight against ISIS and al-Qaeda Should Avoid' states that the main challenge for the US is to persuade Pakistan's military establishment to push the Taliban toward talks and rein in anti-India groups.

"Inducements to military leaders, including strategic dialogue and extra aid in the early years of the Obama administration, did not shift its strategic calculation.

Wielding a larger stick, for which there is some support in Congress, would be a new tactic, though US military leaders would likely have little appetite to exert significant pressure on Pakistani counterparts.

The report says Pakistan's jihadi problem is largely of its own making and is "deeply entrenched". "That Afghan Taliban leaders who talk to the US or Afghan government without Pakistani blessings are promptly jailed or disappear showing how the military can clamp down," it says.
It says "Only a strategic rethink of relations with India would lead it to dismantle the LeT's and Jaish's infrastructure".

The Paki Army is caught between a rock and a hard place. If they take action against the terror groups freely operating on Paki soil, they would be a blow-back resulting in more attacks on Pak army installations and other vulnerable areas by these terrorists. As it is they've got their hands full with the TTP. They wouldn't want to get screwed by opening another front. There will be utter chaos in Pak which they know they won't be able to control.

Trust me on this, our present leadership be it PM or COAS have no guts or will to go to full pledge war with paksitan. Even 26/11 type attacks happen nothing of sort which we all are wanting to happen wouldn't happen. As usual our kadi ninda singh does kadi ninda, our pm sheds crocodile tears for killed people. Our COAs gives provocative speech to keep our jawans morale high. yeh gormint bikh chuki hain

With all due respect, solution to pakistan menace is full pledged war or do proxy war at large scale within pakistan. before that we should take off their nukes. I'm 34 years old M

Why should we want to fight with a begger? We have everything to loose and they have nothing to loose. A war with Pakistan will throw us 50 years back.
Other countries want us to go on war with Pakistan so that they can benefit from our misfortune.

It's not the war that people are disagreeing with... It's the aftermath...
once you roll the dice, results are not always predictable.. and more over we have enough jaichands within the country, who would want the country to return to pre-1990 economic stage..

Sir, your statement is incorrect.
For a short conflict Pakistan is a formidable foe. It's is a long drawn conflict where we have a decisive advantage.
As per several strategic thinkers and journals our military can't guarantee clean and swift victory against Pakistan in a short war. Heck we can't even guarantee localized conflict.
Once war start no one can predict anything or the course it (war) takes.

Fury sure. Action, little chance of that. A few cross border raids at best.

I wish DFI had an option to let us know age group and profession of people asking for war with pakistan at drop of every hat.
Surely you aren't suggesting that another 26/11 would be 'drop of every hat' type event.

all i am saying is circumstances of every event matters, we should not be in a "Go to full fledged war" mindset all the time..

if doing damage is the objective, it can be done in multiple ways. need not be a full fledged war..
i have said this last year also, pakis are busy shooting themselves in the foot why disturb them.
