As the country celebrates 65th Independence Day on August 15 it still does not have a National War Memorial to honour the sacrifices of the brave soldiers who laid down their lives to preserve this freedom.

Proposed design of the National War Memorial

As the country celebrates 65th Independence Day on August 15 it still does not have a National War Memorial to honour the sacrifices of the brave soldiers who laid down their lives to preserve this freedom.

The stalemate between the government and the armed forces over the venue and design of the war memorial continues and the project conceptualized in 1960's is still far from being materialized. According to sources the three services chiefs – Admiral Nirmal Verma, Air Chief Marshal NAK Browne and General Bikram Singh –met Defence Minister AK Antony last week to apprise about the forces' decision to have the memorial at India Gate, the structure constructed by the British as tribute to the soldiers who gave their life while fighting in the World War-I.

"After much deliberation, the Armed Forces have found that the 'chhatri' (Canopy) at the India Gate is the best suited place to get a National War Memorial – it is central and easily accessible," a senior armed forces official said.

The latest design by noted architect Charles Correa and supported by the three services includes a landscape memorial around the Canopy near India Gate on the Central Vista, with names of about 50,000 martyrs inscribed on it. Most portions of the marble slabs on which the names would be etched would actually be below ground level. They would be in a circle around the canopy next to the India Gate. People can walk along the slabs, pay their respects and move to India Gate.

The memorial will be dedicated to the Indian, soldiers, sailors and airmen who sacrificed their lives post-independence. So far India has faced six major war or conflicts and in 1947-48 Jammu and Kashmir Operation it lost over 1,100 soldiers, in 1962 nearly 3,250 soldiers died, in 1965 the number was 3,264, in Operation Pawan in Sri Lanka the number was 1,157 and in 1999 Kargil Conflict 522 soldiers were martyred.

The unexplained delay has been a cause of much discontent amongst the armed forces. A young officer whom I spoke to said: "It is very demoralizing to know that the soldier had to fight not only for pay and parity but also a memorial for its valiant martyrs. The delay is sadder considering that an imperial power paid tribute to Indian soldiers in the form of India Gate, but what have we as a country done to remember their sacrifices?" The lack of a National War Memorial means that on every Republic Day or Independence Day the Indian dignitaries pay homage at the "Tomb of Unknown Soldier" resurrected in the memory of soldier who died in World War-I.

The proposal has been in limbo for the last few decades even as the armed forces continue to hold presentations and meetings with various regulatory bodies like Delhi Urban Arts Commission, North Delhi Municipal Corporation, Central Vista Commission, Heritage Conservation Committee and the like. After haggling over the venue of the memorial, when the regulatory bodies objected to it being constructed around the canopy as it would spoil the ambience of the heritage site, the stalemate now is on the height of the walls surrounding it. While the armed forces want it to be 12-feet tall, the regulatory bodies have put their foot down that the wall should not be any taller than four feet.

After a strong worded letter from the Defence Minister, Prime Minister Manmohan Singh had set up a Group of Minister including Antony, the Urban Development Minister and the Finance Minister. The proposal to build a national war memorial was first mooted in the early 1960s but was shelved following India's defeat against China in 1962. The proposal gained momentum following the Kargil conflict in 1999.

If a war memorial is only going to end up as a symbol of our neglect and apathy or at times like this, a symbol of our mindlessness and a target for the anarchy in our country, then we are better off choosing the former. Build a memorial far away from the cities. The soldiers fighting for us would probably prefer apathy instead of hatred.

Finally, plans for National War Memorial approved: Defence Minister

New Delhi: The long-delayed national War Memorial for Indian soldiers, first proposed in the 60s, has been cleared by a group of ministers handled to manage the project. It will be constructed next to the India Gate in New Delhi, a location preferred by the armed forces.

Defence Minister AK Antony told reporters today, "Most hurdles for the construction of War Memorial has been cleared." While the armed forces wanted the war memorial to be built at India Gate at the centre of the capital, the Urban Development Ministry and other bodies like the New Delhi Municipal Corporation had objected, saying that the construction would mar the landscape that includes Rashtrapati Bhavan and the Indian Parliament. Urban Development Minister Jaipal Reddy was among the group of ministers who were appointed in 2009 to resolve differences of opinion. They have agreed that the layout of the memorial will be organic to the India Gate vista; it will surround the main canopy or chhattri at India Gate, and will list the names of thousands of soldiers who died in the line of duty.

The Union Cabinet is expected to formally approve the construction in the next few weeks.

Armed forces will now consult design experts to finalise the design.

Who will make it?
I believe Army should get it made only by the volunteers' effort, something like karseva. Things like these should not be given to contractors!

Sheila Dikshit opposes National War Memorial at India Gate

Chief Minister Sheila Dikshit has opposed a Group of Ministers' recommendation to set up the long-awaited National
War Memorial at the India Gate complex, saying it will affect the ambience of the area and restrict people's
movement at the popular hangout zone.
In separate letters to Defence Minister A.K. Antony, Home Minister Sushilkumar Shinde and Urban Development
Minister Kamal Nath, she said an alternative site should be found for the memorial.
In August, a GoM headed by Mr. Antony had recommended establishment of the National War Memorial at the
Princess Park complex near India Gate. A final decision in this regard would be taken by the Union Cabinet.
In her letters sent two days ago, Ms. Dikshit said India Gate is the only popular hangout place for people of the city
and coming up of the memorial there would restrict movement of people in the area due to security reasons, top
sources said.
She said setting up of the memorial would also affect the ambience of the area.
The armed forces have been demanding a war memorial in the national capital to honour their men who made
supreme sacrifice in various wars, conflicts and militancy-related incidents in Jammu and Kashmir and the
northeast.
The Defence Ministry has been pushing for construction of the memorial near India Gate which is a memorial for
soldiers killed in action during the First World War.
In view of the demand of the armed forces, the government had set up the GoM in 2009 which was headed by Pranab
Mukherjee before he became the President.
The Urban Development Ministry and the Delhi Urban Art Commission had objected to the memorial, saying it would
spoil the ambience at India Gate. Delhi government had conveyed its reservation to the proposal earlier also.
Shiela Dixit has opposed the construction of the National War Memorial at India Gate, If her proposal goes through History will take note of this day as the day India ceased to move towards superpower status for it teaches us that only those nations that have respected and celebrated above all the contribution of their warriors on the borders turn into the most formidable powers.
For too long now we have been misguided that we got our independence through Non- violence , the fact remains that it was a British government weakened by war and faced with mutiny in the British Indian Military that conceded our demands due to the latter two reasons not the former. If this is how a chief minister treats a war memorial proposal after witnessing 48,62,65,71,99 with her own eyes, we really have no hope when the dragon raises it's head again.

what saddens me even more is that the day she chose to make her misguided statement is the same day our boys in olive liberated east
Pakistan in 71.

Jai Hind!

Well neither NDA/BJP could construct War Memorial during their rule. Why selective bias ?

Delhi administration has long opposed construction of new War Memorial in vicinity of India Gate. Debate has been going on for years now.

I don't see reason to waste time on that single site itself. Why not scout remaining places in New Delhi ?

Yes. Shame on NDA for not being able to do that. But what is the excuse for the patriotic nationalistic secular Congress who has sat in Delhi Durbar for 55+ years for not being able to build a War Memorial?

Curses to the people whose inconvenience is being cited here. Those people are able to 'hangout' only because a brave soul made the supreme sacrifice so that these ungrateful people could live. Shame on the CM and shame on her subjects.

I believe their excuses are more or less similar.

A grand युद्ध स्मारक at India Gate or Krishna Menon Marg would be a great tribute to the अमर जवान. Its a must.
