NSF: Who's ahead in the new space race?

Evidently, two separate moon projects within a tense geopolitical context is emerging.

Looks like Russian space program does not have clear cut roadmap. After the space taxi services to ISS for decades in last few years nothing specific from their end. Also for an weird reason somehow ISRO and ROSCOSMOS does not enjoy the same relationship that ISRO has with NASA now. We never collaborated with Russian for joint mission, compared to that we have good projects with NASA like the NISAR.

Now the war also complicated their space industry.

Chandrayaan-2 was the closest we came to mirroring the NASA-ISRO partnership, however they were unable to fulfill expectations from their end:

One of the major reason for Chandrayaan-2 delays about 8-9 years was Russia alone, because they were unable to develop a lander.

ROSCOSMOS has heavily decayed. It is simply not the same agency that once operated when the Soviet Union existed. From what I understand Luna-25 is the first Russian spacecraft to have successfully exited the Earth's orbit ever since the collapse of the Soviet Union. Considering their glorious past in the Soviet Union (at least as far as the space program is concerned), I'm surprised that they have allowed themselves to regress this much. It's a shame to see that happen at a time when pretty much every other major power is planning on going full steam ahead with ambitious plans.

NASA's case is for recent years though. We have been exceptionally close to Europe since beginning of our space program.
