He is right. There is no way Indian budget can afford 42 Squadron by 2035. We have 2 lost decades starting from 2000.
Even if 114 Ac is approved, that would add only 6 squadron if it's 18, 7 if it's 16 per squadron.

We would have 15 Su 30MKI
2 Tejas Mk1
4 Tejas Mk1A
2 Mig29 (2 sq retired, 1 comes in +1)
2 M 2000
3 Jags.
If one adds 114MRCA it's 34.

Now here is the interesting part. If Mk2 development time is so short, MRCA will be cancelled, then there will 6-7 Sq of Mk2 Tejas in that timeframe again equalising 35 Sq strength.

India cannot afford to buy Mk2 and foreign fighter at the same time considering Amca development would be going on side by side. Plus TEDBF or import of 36 Naval fighters to replace 29k. That's a lot of money and India would need to spend 4-5B per year just for IAF alone for 10 years for capital acquisition.

If by miracle, economy starts growing at 10% consistently, and we have money, and we do MRCA and Mk2 at the same time, then we can reach 40 by 2035. I personally don't think we are going to raise first squadron of Amca before 2035.

IAF total modernization budget this financial year is $6.5 Billion. That is a bit more than the cost of the entire Tejas Mk1A order. Assuming that it does NOT grow in real terms and barely keeps pace with inflation, it should still be large enough for both Mk2 and MRCA, I think. Along with other acquisitions like Drones, Helicopters, SAMs, radars, IACCS, CIWS and other vehicles.

Are you sure? Indian armed forces total capital budget for purchasing new stuff is 71000 (9.5B) crores. Are you telling me 46000(6.5B) crores is earmarked for IAF alone? Not sure where you got this figure. No way.

Nah we dont want a zoo .
MRFA deal isnt reaching anywhere. 40 more Mk1a orders are ideal stop gap against retiring Mig21 and for 35 Sq minimum by 2035.
then 36 more Rafales after F4 evaluation and 6-9 MK2 sq as MRFA replacement.
Won't be enough India needs more than 250 aircraft Tejas won't be able to replace entire mig fleet

There are reports that, su30 mki upgrades cost 4B$ for 150 jets. Seems MRFA gone case! At most IAF may get 2 rafale sqs!
