Super Hornet Pitch is About More Than Planes

BANGALORE - Boeing executives are on hand at the biennial Aero India air show to plug the F/A-18 Super Hornet in the Indian Air Force's fighter competition.

But after singing the praises of the American multi-mission aircraft itself on Feb. 12, talk turned to Boeing's growing relationship with India - and how the Hornet fits into it.

"All taxpayers around the world want to see their tax dollars spent at home," said Bob Gower, vice president for the Hornet, Super Hornet and Growler programs. "We will bring products from home to India and from India back to the U.S."

Boeing began developing a relationship with Indian industry before the fighter competition, he said, and Hindustan Aeronautics Limited (HAL) is already manufacturing small items for U.S. Super Hornets, such as wiring harnesses. The Chicago-based aerospace giant has also been working more generally with HAL on Lean principals and other business practices.

"We had to learn how to work together first," Gower said. "Then we started small."

The offset program included in the Super Hornet proposal includes eventually building up to 85 percent of the planes in India, should Boeing win the estimated $10 to $12 billion fighter contract. Gower said he could not be more specific about what would be built where because negotiations have not yet gotten that far.

Boeing made its first Indian sale earlier this year with the P-8I surveillance aircraft. The $2.1 billion purchase was one of the biggest single deals India has made with a U.S. company.

Putin looks at Goa coast from MiG's Flight Simulator
Moscow (PTI): Russian Prime Minister Vladimir Putin refuelled mid-air and looked at the runway of Dabolim naval airbase on the Goa coast from the cockpit of MiG-29K fighter during his tour of the MiG manufacturing facility.

His visit on Wednesday at Russian Aircraft Corporation (RAC) MiG comes on the same day as Russia unveiled its latest MiG-35 medium multi-role combat aircraft (MMRCA) at Aero India-2009 air show at Yelahanka near Bangalore.

The Russian aviation major is involved in a cut-throat race with the US Boeing and Lockheed Martin's F-16 and F-18 along with Eurofighter, French Rafale and Swedish SAAB Grippen in the race for IAF's tender for 126 fighters.

Under the Gorshkov aircraft carrier deal, RAC MiG has developed the MiG-29K fighter for the Indian Navy, of which four have been already delivered to India and 16 more are to be handed over by the end of the year, 'Vesti' news channel reported.

Russia, which posses the training facility for pilots based on aircraft carriers, is already training 10 Indian naval pilots and 40 technicians for MiG-29K fighters to be deployed on Gorshkov re-incarnated as INS Vikramaditya.

Ahead of the Indian tender, Putin has vowed to help RAC MiG — a symbol of Russian military prowess, to overcome its current financial woes.

The top Contenders

The more than Rupees 42,000 crore tender for the 126 medium multi-role combat aircraft (MMRCA), which was floated in 2007, was sent out to six contenders. The trials are due in a couple of months. Competing for the world’s largest single tender defence contract are the two American giants, Boeing IDS, Lockheed Martin, Russia’s MiG- 35, French Dassault Aviation’s Rafale, Sweden’s Gripen of Saab and the European consortium’s EADS’ Eurofighter Typhoon aircraft. Suman Sharma examines the six contenders in fray.

The US giant Boeing Integrated Defence Systems (IDS)’ F/A-18E/F ‘Super Hornet’ is competing in the Rupees 42,000 crore MMRCA deal for the IAF. Already operational in the US Navy, the Super hornet has its twin engines from General Electric, the F414-GE-400, which have 22,000 pounds (98 Kn) of thrust per engine, making it 44,000 pounds (196 Kn) per aircraft.

Capable of day and night strikes with precision-guided weapons, anti air warfare, close air support, maritime strike, the Super hornet has a distinctive caret-shaped inlet to provide increased airflow and reduced radar signature.

It is highly departure resistant through its operational flight envelope and has a reconfigurable digital flight-control system.

The aircraft, with a decade-long operational history, is built by a team comprising US companies like Boeing, Northrop Grumman, GE Aircraft Engines and Raytheon,

The aircraft is also integrated with an active electronically scanned array (AESA) radar, as per the IAF requirements, along with an advanced targeting forward-looking infrared system and a multifunctional information distribution system.

The US-based Lockheed Martin Company which has fielded the F-16IN, ‘fighting falcon’ in the race, which offers the highest thrust engine in the competition through the General Electric F110-132A. It has 32,000 pounds of thrust with a record of safety, reliability, maintainability and durability. The F110 incorporates the latest technology, including full authority digital engine control, for maximum fuel efficiency and performance. According to the makers of the superjet, the F-16 is the most reliable, maintainable and safest multirole fighter in the world, based on more than 13 million flight hours in peacetime and combat operations. The support approach provided is the lowest life-cycle cost and operating within the existing IAF infrastructure. The F-16IN is a supersonic aircraft, as are other fourth generation fighters. When configured with no weapons, tanks or other stores that create drag, F-16s have a top speed of Mach 2.0. In the mach 1.1 realm, during test operations without engaging afterburner, the falcon cannot attain supercruise capability. However, as defined by the United States Air Force, “supercruise” is the capability to reach and maintain a minimum speed of Mach 1.5 (1.5 times the speed of sound) in a fully combat loaded aircraft without the use of afterburners. The 5th Generation Lockheed Martin F-22 is the only operational combat aircraft in the world today that has the ability to supercruise as defined by the USAF.

The special capability that the aircraft has on offer for the IAF is the Northrop Grumman APG-80 active electronically scanned array (AESA) radar which is the only AESA that is operational today with an international customer. This revolutionary all-weather, precision targeting sensor provides outstanding situational awareness and detection; ultrahighresolution synthetic aperture radar mapping, fully interleaved modes of operations with automatic terrain following; and air-to-air tracking of multiple targets. Other features are a modern, full-color, all-digital glass cockpit. The large color displays are capable of fusing data from on- and off-board sensors, advanced survivability features. The low radar signature of the F-16IN reduces detection by enemy radars. Its single-engine design has smaller infrared and visual signature than twin-engine fighters. The fusion of net-centric operations and onboard data provides a total battle space picture and optimizes mission accomplishment. The F-16 was the first multi-role fighter to incorporate a data link capability, and the IAF’s Operational Data Link (ODL) can be integrated onto the F-16IN when available, ensuring interoperability with other IAF aircraft.

Sweden’s Gripen International from Saab has offered the Indian Air Force, Gripen IN, for their MMRCA requirement, which is a new aircraft but been custom-made to suit the Indian requirements with its best and latest technologies from Sweden, Europe and the US.

Gripen IN is based on the newly launched Gripen NG, the next generation of Gripen, an enhanced version of the well proven Net Centric Warfare Gripen multi-role fighter, which has unbeatable low acquisition, operation and support costs. Gripen IN provides freedom of choice in weapons and sensors and an sustained sortie generation rate through high availability.

According to Gripen officials, all necessary technologies would be transferred to India to enable Indian industry and the IAF to build, operate and modify Gripen to meet all indigenous requirements over time. Gripen IN has huge future growth potential for India to harness to the maximum extent, ensuring that this fighter above all others, will stay in the lead as future technology brings yet greater effectiveness and firepower” he continued. Operational in the Swedish Air Force, the light weight single engine aircraft, is integrated with the latest generation of weapons system, with an open and flexible architecture providing ease of integration of new equipment, systems and weapons, including a fully integrated advanced sensors and weapon fusion, comprising an AESA radar IRST sensor.

Old faithful and a strong contender for the deal, Russia’s Rosoboronexport has fielded the single-engined MiG-35 in the fray. Mig-35 has a capability of ground target destruction with high precision weapons without entering the air defence zones at any time of the day and in any kind of weather condition. Equipped with state of the art avionics and advanced weapons, the aircraft has an edge in carrying out its various roles.


The RD-33MK engine, with its increased thrust power has a smokeless combustion chamber and a new electronic control system, thereby ensuring the aircraft a superiority in its ‘dogfight’ manouvres.

The airborne avionics of the aircraft are based on new generation technologies. The aircraft also has the multi-role radar with active phased array. Other unique features of the aircraft include increased quantity of detected, tracked and attacked targets, extended range of operating frequencies, extended detection range, high jamming protection and survivability. Capabilities like radio electronic reconnaissance and electronic counter measures, decoy dispensers to counteract the enemy in the radar and infrared ranges and optronic systems for detection of attacking missiles and laser emission, give the aircraft an edge over others. The Mig-35 allows installation onboard of new equipment and weapons of Russian and foreign origin upon customer’s request. The contenders have to fulfill the mandatory fifty percent offset obligation as per the tender, which makes it compulsory for the manufacturer to invest half the amount of the deal into Indian industries. The present scenario requires that the Government hastens the process and equips the IAF squadrons with the required numbers for multi-tasking like deep penetration strike, air superiority, air defence, reconnaissance and electronic warfare roles.

The twin-engined French Rafale from Dassault Aviation, is operational in the French Navy. The aircraft has a reduced radar signature measures and has classified stealth design features.

The final Tranche 1 capability already covers air-to-ground operations with Paveway II and GBU-10/16 Laser Guided Bombs plus conventional bombs and the gun. The aircraft has 13 hard points and is capable of carrying six air-to-air missiles in addition to air-to-surface weapons like the Paveway II or GBU-10/16, or external fuel tanks on seven further hard points.

not really sir, i think that the choice will be made depending on the needs and specifications of the indian air force,its of little significance what the other countries are doing.this has being stated by the air chief himself in aero india 09 when asked about the induction of f-16 in IAF as PAF also posses them.

I think the the Indian armed forces should depending on Russian soooo much. They were a good ally during the cold war but things have changed now. They overcharge us...then try to push off crap to us. In addition they hold us hostage for even more money. Screw Russia....lets go with either the rafale or the typhoon.

The IRST system with infra-red, TV and laser sighting equipment has been developed using the space technologies which were not applied previously in aviation. The system distinctive features are the increased range, detection, tracking, identification and lock-on of air, ground/surface targets in the forward and rear hemispheres, at day and night measuring the distance with laser range-finder as well as the formation of target designation and laser illumination of ground targets. The IRST system and new helmet-mounted target designation system are integrated into the armament control system. In addition to the built-in IRST system the MiG-35 aircraft is equipped with a podded one.

The MiG-35/MiG-35D aircraft is provided with a defense system including in particular:
– radio electronic reconnaissance and electronic counter measures;
– optronic systems for detection of attacking missiles and laser emission;
– decoy dispensers to counteract the enemy in the radar and infrared ranges.

In addition to the "A-A" and "A-S" class weapons applied on the MiG-29K/KUB and MiG-29M/M2 aircraft the advanced aircraft armament, which have not been offered earlier for export, is being included into the MiG-35/MiG-35D aircraft weapons. The long range weapons capable to attack targets without approaching the air defence zone are among them.

Avionics’ open architecture allows installation on aircraft of new equipment and weapons of Russian and foreign origin upon customer’s request.

Both the single and double seat versions of aircraft have the same airborne equipment and weapons as well as the high unification level of structure.

For the MiG-35/MiG-35D fighters the full set of training means was developed including the interactive computer-based training system and a number of simulators including the full-mission simulator with a motion system.

The basic version of the MiG-35/MiG-35D fighter is designed taking into account the international cooperation organization when developing new modifications of aircraft and during serial production.

MOSCOW, February 26 (RIA Novosti) - The president of Yemen said his country plans to buy a number of MiG-29 Fulcrum fighters and other military equipment from Russia, a newspaper reported on Thursday.

Ali Abdullah Salah, who is currently on a visit to Russia, met on Wednesday with President Dmitry Medvedev to discuss military and trade cooperation, as well as tackling piracy and terrorism.

"These [the MiG-29] are excellent aircraft. We have had them for a long time and several years ago we brought them to Russia and carried out their modernization program," the Yemeni president said in an interview published by Russia's Vremya Novostei newspaper.

"Suffice it to say that we are planning to acquire more of these aircraft and probably MiG-35 fighters as well. We are also in talks on the purchase of Russian helicopters and patrol boats," he added.

About 90% of the military hardware and aircraft used by the Yemeni Armed Forces were made in the Soviet Union. Yemeni Air Force currently has 44 MiG-29SMT and MiG-29UBT fighters in service.

Yemen and Russia are currently holding talks to reach an agreement on the maintenance of military hardware, component supplies and training of Yemeni military personnel in Russia.

According to Salah, he and his Russian counterpart discussed measures to counteract terrorism and anti-piracy efforts in the Gulf of Aden. The UN said Somali pirates carried out at least 120 attacks on ships in 2008, resulting in combined ransom payouts of around $150 million.

The Yemeni leader has proposed to set up a regional anti-piracy center in the port of Aden to coordinate the international efforts in fighting sea piracy off the Somali coast.

He also said Yemen will render all necessary assistance to Russian warships involved in the current anti-piracy operation in the Gulf of Aden.

Russia has already rotated a number of combat vessels among some 20 warships from the navies of 16 countries that are operating in the area.

At present, the Admiral Vinogradov destroyer from Russia's Pacific Fleet escorts commercial ships through the dangerous waters around the Horn of Africa.

my opinion is 55% chance for rafaele and 45% for SH there is still many skeptics in Indian government of US-India relations which may have peeked under Bush.

The SH is a Tried, Tested & Proven aircraft. ( no doubt on that )

Infact INDIA is the first country to be offered the SH. ( Recently Australia is also offered the same ) it is decades ahead of the Pakistani jets. ( sorry for the comparison but in case of eventualities we will have to face the F-16's, FC-1, mirage & JF-17 )

Our First line of attack will be Su-30MKi, either ways these pakistani jets do not matter, for by the time they know what hit them they will be toast.

THE growler lite would not generate much interest for india its just aimed to make some quick buck india should choose the best fighter that satisfies her needs.

where is why the growler lite is a buck maker.
Boeing, has developed an export version, nicknamed "Growler Lite". This model would not ship with its normal ALQ-99 radar jamming pod, because that technology is top secret. In place of ALQ-99, there would be the ALQ-218(V)2 radio frequency receiver (for eavesdropping) and the ALQ-227 communication countermeasures system (for messing with enemy comms). This would turn the EA-18G into an electronic monitoring system. Meanwhile, there are some radar jamming pods on the international market. What nations really require is jammers that will work against the neighbors they feel they might have to fight someday. The export EA-18G will also ship with a APG-79 phased array (AESA) radar, which also has some jamming capability (with the right software.)

What is the current status of the MMRCA bid regarding Gripen. There has been certain media speculation about the technical evaluation process.?

Eddy de la Motte, Director – Gripen International India : We are waiting to hear from the MOD as to the next step in the bidding process which is the flight trials for field evaluation. After we submitted the detailed response to the RFP last year, we have been asked to provide certain clarifications and we have held a couple of meeting with Indian authorities regarding the same.

Is there is any area where the Gripen aircraft falls short of the requirements in the RFP. Critics say that the Gripen fighter does not meet all the requirements of the IAF’s vision of a medium multi-role fighter.?

Eddy de la Motte, Director – Gripen International India : We meet or exceed all requirements as outlined in the RFP. We are fielding the Gripen.IN version for the IAF tender which is different from Gripen fighters fielded in other fighter procurement competitions elsewhere in the world. The version for India has been developed to have engines with 20% more thrust, an ASEA radar, 10 weapons hard-points against 8 in other versions, supercruise capability, 30% more fuel, infra red search and track (IRST) system besides new avionics systems and ultrafast data download and ethernet. We recently concluded the supersonic speed test which is a requirement of the IAF.

The Gripen has been one of the most successful fighter aircraft in terms of international sales. Most recently you won the Thailand order. Will this have a bearing on your bid for India in terms of after sales support.?

Eddy de la Motte, Director – Gripen International India : In several competitions, the Gripen has won against some of the aircraft being fielded for the Indian tender. For example, in the Thai Air Force tender, the other contenders were the Lockheed Martin F-16 and the Sukhoi Su-30. Customers have chosen Gripen as they have found this fighter to be superior to other contenders. The Thai order is very important to us as this is the first time we have won a competition in Asia. I cannot say at this stage if there will be synergies between the Thai and Indian orders as it depends upon the customer.

What will be your focus at Aero India. Will there be a flying display of the JAS 39 Gripen.?

Eddy de la Motte, Director – Gripen International India : We will not be bringing the aircraft for flying or static display at Aero India 2009 due to demands from other countries such as Switzerland and Brazil where evaluations for selecting a fighter aircraft are currently on. But we will have a full flight simulator and models of the aircraft and our staff will be present to answer questions from Indian Air Force and other visitors. There will also be other SAAB group companies such as SAAB Microwave, SAAB Systems and SAAB Avitronics.

Have you identified Indian partners for offset requirements should you win the Indian tender?

Eddy de la Motte, Director – Gripen International India : We are working with several Indian majors involved in Aerospace. We will have more information on this at Aero India. Specifically, we are setting up an Aeronautical design and development centre (ADDC), together with the Indian software company, TCS. The centre will operate as a design base for all aspects of aircraft design. It is planned to be made operational in a couple of months. This business will function regardless of whether we win the MMRCA tender or not. The ADDC will be a joint venture between the two partners and our share will as per the maximum allowable by the Indian government.

What is it that makes the Gripen stand out from other fighters in the Indian MMRCA competition?

Eddy de la Motte, Director – Gripen International India : The Gripen has a very short scramble and turnaround time. In response to a specific threat, the Gripen can be scrambled in a minute. It can be turned around in 10 minutes. I do not know of many other fighters which can match these timings. In addition , we are willing to provide complete transfer of technology which means the intellectual property behind the Gripen will be with the Indians and they could make future versions on their own if they wish. We offer complete independence regarding the type of weapons they wish to equip the Gripen with. This cannot be said of some of the other contenders where if you buy an American or French aircraft, then the weapons package will have to be from their preferred suppliers.
