The final tender (the request for proposal) for the purchase of 110 fighter aircraft for the Indian Air Force (IAF) can be expected only around mid-2019, a senior defence source said, confirming that the IAF was evaluating responses to its request for information from six global firms.

That is the exact time they said they could only decide on the +36 order for Rafale as well... coincidence?

RFP for MMRCA 2.0 only in 2019

“The bids received are quite exhaustive. They are being evaluated after which the service quality requirements for the new fighter will be issued by the IAF. The request for proposal is expected around mid-2019,” a source said.

The IAF will lower the specifications and will not be rigid to accommodate more aircraft in the short-list so as to avoid the repeat of the situation during the short-listing of the Medium Multi-Role Combat Aircraft when only two twin-engine jets qualified.

The procurement will be processed through the strategic partnership policy under the Defence Procurement Procedure.

The Defence Acquisition Council on Monday issued the guidelines for the implementation of the strategic partnership policy as well as project-specific guidelines for the naval utility helicopters.

The IAF issued the request for information for the purchase of 110 fighter aircraft on April 6.

Let me quote myself =>

If there is a contest, I still think it's just a delaying tactic of the PM, that's why he is already politicising it (we will need less time than UPA..., although they Already wasted 4 years, to land where they started).
Mid 2019 means, after the elections!

Actually all 3 European fighters had Russian Flanker and especially countering the Su 35 in mind. All 3 also come with the most advanced AAMs on the market today, just as all 3 would provide the most advanced EW around India.

But hasn't the IAF said for the umteenth time that it's not interested in the mig
No they and IN sent RFIs to the Russians too, even if they wouldn't want it, it's important to have them in the tender, to have leverage on western OEMs.

This can get interesting. Seems that HAL has two legs in the 110 fighter jet contest. Partners with two cold world rivals Boeing and MiG to compete for the Make in India deal.

While I do see a possibility of 36-54 more Rafales, I don't see how this new 2.0 deal goes to Dassault specially now with SH and Mig working with HAL. Public sector interests and HAL's push would be hard to avoid for any Govt.

Russian manufacturer MiG has said that it will partner with state owned Hindustan Aeronautics Limited (HAL) to make an offer and believes that it will be at least 20 percent more cost effective than any of its competitors.
The Russian aviation giant, which has been the largest supplier of fighter jets to India in the past, is offering its MiG 35 jet for an upcoming contest for 110 combat aircraft. While the fighter jet did not qualify in technical trials in a past contest for a medium combat jet by the Indian air force, its manufacturers say that they are offering a `completely new aircraft’ with an upgraded radar and `50 percent more combat potential’.
Revealing its Indian partner for the upcoming contest for the first time, senior executive of Russia’s United Aircraft Corporation Victor Chernov says that tying up with HAL will help it leverage existing production facilities in Nasik.

We have seen this in other tenders before too, where the aim of getting privat industry in, did not worked out. The LUH deal for Kamov 226 was a political deal by the NDA government and although they prefered Kamov to team up with an Indian privat partner, Kamov prefered HAL.
Now we have the possibility of another political deal with the US and Boeing already made their move and teamed up with HAL and Mahindra, to comply to the SPM and get their prefered partner HAL in too.
Mig might follow that example, but still need a privat partner too, but their chances are slim, since neither IAF nor IN are happy about the Mig 35 and because there is not much to gain for our industry.
