The Indian Air Force on Friday set in motion the process of acquiring a fleet of 110 fighter jets worth an estimated $15 billion, one of its largest orders in recent years, in a bid to shore up its fast-depleting squadron strength.

According to a statement on the defence ministry’s website, at least 85% of the jets have to be made in India, giving a big push to India’s “Make in India” programme.

The issue of the request for information (RFI) is the first step to acquiring the aircraft.



This will be followed by a request for proposal (RFP) or a formal tender, to be followed by evaluations, technical trials and commercial negotiations.

Leading military aircraft producers, including US firms Lockheed Martin and Boeing, Sweden’s Saab and France’s Dassault Aviation, are among those likely to vie for the mega deal. The deal could be worth as much as $15 billion, Bloomberg reported, quoting an analyst.

“The ministry of defence, government of India, intends to procure fighter aircraft for the Indian Air Force, which are to be made in India. The proposal is to procure approximately 110 fighter aircraft (about 75% single-seat and rest twin-seat),” the statement said.



“The procurement should have a maximum of 15% aircraft in flyaway state and the remaining 85% aircraft will have to be made in India” in collaboration with a strategic partner or an Indian production agency, the statement added.

In other words, the aircraft have to be jointly produced by a foreign aircraft maker along with an Indian company under the recently-launched strategic partnership model which aims to bring in high-end defence technology to India.

“The aircraft are intended as day-and-night-capable, all-weather, multi-role combat aircraft” which can be used for air defence, reconnaissance, maritime, electronic warfare as well as refuelling missions, the statement said.



The Indian Air Force has a sanctioned strength of 42 squadrons—required for a possible two-front war scenario, given India’s hostile relations with Pakistan and uncomfortable ties with China. But the strength is down to about 31 operational squadrons.

According to estimates, some 400 aircraft will be going out of service in the next decade. Many of these are the Russian-made MiG aircraft which have been the backbone of the Indian Air Force for decades.

“So this request for information, which is the first step in the acquisition of new fighter aircraft, comes at a critical time,” said a person familiar with developments.



The RFI comes in the backdrop of the ongoing procurement of Rafale fighter jets from France and a delayed induction of the home-made Light Combat Aircraft (LCA) Tejas.

India started looking for new warplanes in 2007, a search that ended with the government selecting Dassault Aviation for the supply of 126 Rafale jets for $11 billion. With talks stalling over price and quality guarantees, New Delhi scrapped the purchase in 2015. But in September 2016, India signed an €7.87 billion (around Rs59,000 crore) deal with the French government for purchase of 36 Rafale twin-engine fighter jets. The Indian Air Force was keen on a follow-on order of 36 additional Rafales but the government is yet to take a decision on it.

The Indian Air Force and navy require as many as 400 single- and double-engine combat aircraft, according to government figures.

India secretly supports Tejas project but if it out-out says that it is not open to foreign anymore then it will cause scrutiny on many of 'social issues' & sanctions.

So it plays up this drama as issuing proposals & documents keeps both Babus & Goras happy while it builds up its Defense Industrial base.

Fact is Half the Social Problems of India re Caused by Goras directly and half by economic impoverishment which is again Gora Saabs.

So in end We rise out of Ashes & they go back to Grave.

These inept idiots conducted MRCA tender 15 years. In the end they cancelled the MRCA tender.then they Went for G-G deal for 36 rafales.

These guys didnt learn anything from failed MRCA trial

@Samsung J7 nothing changes by writing " not this shit again " again n again. So stop showing ur frustation. MoD follows a painfully slow procurement process. Doesnt mean IAF or armed forces will stop buying hardware. MiG 21 s have to be retired. They have outlived their life. Similarly Jags and Mirages will also be obsolete in coming years. Most of the burden has come on Su30 MkIs because remaining fleet is becoming obsolete. So the procurement process must continue.

After the cancellation of SEF and go ahead given for MK-2. I won't even call it a conspiracy theory. Modi is going the Chanakyan way and hints are overwhelming.

If Rafale deal is any yardstick then surely 15 billion is too small an amount to buy 110 twin-engine jets. And GOI has already given go-ahead for Tejas MK-2 so no question about buying Gripen E. F-16, in any case, is too old to even consider.

So again hints are overwhelming. And Goras also know it. However such is the temptation that none will stop at giving it a try. Given the complexities of any such deal, the time taken to finally inking it won't be less than 5-7 years. By the time MK-2 would be getting close to IOC certification.

So needless to say where this is heading again.

First they cancelled the MMRCA causing grave concerns to our future combat aviation lineup and now since they have sensed that they will be thrown out in next general election so now we are seeing this new drama

Kind of remember 2003 where same drama was played by Vajpayee government when they went for MRCA deal and at that time tejas was an upcoming hit.. It has been more than 15 years and we are on the same boat.. Na tejas mila na MRCA deal ho payee

IMO the forces are as responsible for the mess as much as the Govt. Except navy both IaF and army are reluctant to put weight behind indian made products. Tejas is a replacement to Mig 21 s. IAF accepted it after a long process of summer and winter trials and still asked for improvements to be made before accepting it. Look at how USAF is supporting F35 even when it is far from expectations. IAF could have accepted Tejas and improved it along with using it in active role. Then there is a strong import lobby both within the millitary and MoD which wants vodka/ wine / whiskey to keep flowing unabated. Therefore such dramas/ circus will continue to be repeated.

Don't why this jerk making accusations in advance. Probably following his corrupt Mother's steps to keep Indian forces weak.

I don't know why people are reacting this way.

The requirement is always there and Tejas can not replace this class of Multirole jet. Previous government lead by Manmohan Singh did not let this deal happen by design.

(I am all for Tejas, actually love this jet and for sure know it will surprise the enemy).

I know how this is playing out. India already paid for the infrastructure for two Rafale bases. When France makes it's offer it will not have to include the infrastructure price as it has already been paid. The contenders will not have this price advantage and Rafale automatically becomes L1.

They don't know either. Making U turns from their own policies, giving lip service support to privat players, then cancel the tenders and divert orders to PSUs, political deals with no benefits for the forces...
...but then again, if you have 3 different DMs in years and procurement deals are made by the PMO bypassing MoD, you can't expect them to have any clue what they are doing.

Too slow, too late ... hoping this is just a smoke screen before 2019 elections. Then a quick G2G deal with France can be inked in a matter of months.
All this could had been avoided if Dassault had complied to the rules and 90 more Rafales would already be on order. But when ego comes in the way of common sense, things go wrong.

Loooooool what nonsense! Let's just ignore that this tender is not meant to provide fighters for the Rafale bases. Or that it includes licence production rights, which would be added to Rafales too. Let's forget that Rafale is one of the costliest fighters currently on the market per unit or per hour and that the SPM policy has a high priority on costs. Let's ignore IAF chief Dhanoas statements, that they give priority to fighters that can be procured in numbers and at lower operational costs...

...but yes the costs for the 2 bases makes Rafale L1. :biggrin2:
