NEW DELHI: With India pressing China to explain its reasons for the "technical hold" on designating Masood Azhar a global terrorist, China has responded by saying India should consult with Pakistan.

Speaking to TOI in Delhi, Liu Jinsong, charge d'affaires in the Chinese embassy in New Delhi reiterated the position. "China is against all forms of terrorism. We have put a technical hold, not a veto. It is not an issue between China and India. We would prefer that you talk to Pakistan."

Indian officials met Chinese counterparts in Beijing, New York and New Delhi as India tried to draw China out on its reasons.

India, sources said, was willing to delete details in the document to allow China to lift the "hold". In recent days, China has continued to justify its action.

In Beijing, the foreign ministry spokesperson also defended China's action."China always deals with the listing of 1267 committee based on facts and pursuant to UN Security Council resolutions and relevant rules in a fair manner," he said. This was in response to Indian permanent representative to the UN Syed Akbaruddin, slamming a "hidden veto" in the 1267 committee.

The Chinese foreign ministry said, "Both China and India fall victim to terrorism and share similar positions when it comes to combating terrorism."

Separately, however, India might be quietly upping the ante. A group of activists from the Washington-based World Uighur Congress will be visiting Dalai Lama in Dharamsala for an inter-ethnic, inter-faith dialogue organized by the spiritual leader.

They will join groups from around 15 countries in a US Institute of Peace program.

According to the think tank, "This dialogue will help them build practical skills and personal resilience they need to work against the tensions or violence in their homelands." India had denied a visit by Rebiya Kadeer, Uighur leader in 2009.

India has a list of other terror leaders who it wants to see listed as terrorists by the UNSC's 1267 committee. It's not clear how many of them will be blocked by China.

The next round of discussions between India and China are liable to be dominated by this incident.

NSA Ajit Doval is expected to have a strategic dialogue with state councillor Yang Jiechi in Beijing later this week where it will be raised again.

Great news if true indeed, Hope Rebiya Kadeer is able to visit India as well.

We have been defensive for so long, may be it is time we start playing in front foot on such issues..

Sino-Pak relations are as we know, deeper than the oceans, sweeter than honey, higher than the Himalayas, stronger than steel and and a relationship that transcends the love between Romeo and Juliet. You thus cannot expect the Chinese to go against the interests of its concubine, Pakistan!



After all, Pakistan is well on its way to becoming an autonomous region of China just like Tibet. It's just a matter of time.

India issues visa to Uyghur 'terrorist' Dolkun Isa; China angry


New Delhi/Beijing: India's move to grant visa to World Uyghur Congress (WUC) leaderDolkun Isa for a visit to the country has irked China.
WUC leaders will also attend a conference on democracy and China in Dharamsala during their visit.

“What I want to point out is that Dolkun is a terrorist in red notice of the Interpol and Chinese police. Bringing him to justice is due obligation of relevant countries,” Hua added.

New Delhi's decision to allow WUC leaders to visit India is being seen as a response to China's move to block a ban on Jaish-e-Muhammad (JeM) chief Maulana Masood Azhar at the United Nations.



Xinjiang, which has over 10 million Uyghur population of Turkik-origin Muslims, has been on the boil for several years over Uyghur protests against the large-scale settlements of Han Chinese from different parts of the country.

China blames East Turkistan Islamic Movement (ETIM), a militant Islamist group, for terrorist attacks in Xinjiang and other parts of the country.

Modi lost this battle. The bureaucrats who advised Modi to invite Uyghur leader failed to get all information on red corner alert on him, which had obtained years earlier. Somehow either Foreign Office or PM Modi's office did not know. The red corner alert would have been mandatory for any nation to find him travelling thru their country to arrest him and bring him to justice. That would have put India in a difficult situation. An invited guest would have yo be arrested and prosecuted or handed over to China.

The best thing to do for Modi was to climb down than to get into legal trouble internationally.

Modi lost this battle and Pakistan is happy that China did not have to trade any understanding on Masood to India.

far from it. issuing visa in full cognizance of his RCN was what actually meant to be sending the right message across. there was/is nothing else to be gained from it.
