Let us examine the possibilities:

1) He is exactly what he says he is: an ISI agent.

a) He genuinely wants to defect. In this case, check out all his info, get all the facts from him, and keep him under watch and useful to the state. If he is 100% genuine, he can be sent back to Pakistan under instruction to re-infiltrate and cause havoc.

b) He is pretending to defect, but it's in fact an ISI plot. This is a Chinese tactic known as the "battered body ruse" (well known in their historical novels). In this case, feed him false information while pretending to be convinced, and ensure that he finds a way to communicate with the ISI while in India. There are several ways to manipulate him.​

2) He is not an ISI agent, just a confused idiot. In this case, we can still use him to confuse the ISI. Get a random intelligence officer and give Porkis consular access to him (they won't know what he looks like). Much fun can be had!
