Obama bars U.S. aircraft from Moscow air show over crisis

President Barack Obama has banned U.S. Air Force planes from participating in MAKS-2009 air show in Russia citing the ongoing economic crisis, the show organizer said on Friday.
"Eight U.S. aircraft were originally set to be showcased at MAKS and two more to participate in demonstration flights. But the U.S. president's last-minute decision was not to send the planes, which is due to economic, rather than political, reasons," said Vladimir Borisov of the Aviasalon firm.
Earlier reports said over 711 companies, including 465 Russian firms, will participate in the biennial air show outside Moscow on August 18-23.
MAKS bills itself as "a demonstration of the advantages and development trends of Russian science and industry in such high-tech areas as aviation, space, missile engineering."
The United States dispatched nine Air Force planes to the previous show, including a B-52 Stratofortress which stirred intense interest, as well as F-15 Eagle and F-16 Falcon fighter jets that performed demonstration flights.
Borisov also said the A-380 airliner, the world's largest and most technologically advanced aircraft to date, would not be showcased either due to a busy schedule of test and routine flights.
Russia's Interior Ministry said on Friday the crisis would not affect the number of visitors to the show this year, with 100,000 tickets already sold and up to 220,000 visitors expected next Sunday alone.

Two Su-27's collide at MAKS airshow

Two SU-27 fighter jets have collided during a rehearsal flight in the sky ahead of Russia’s biggest air show MAKS 2009 held in Moscow region.
The jets of the “Russkiye vityazi” (“Russian knights”) team were performing a training flight preparing for the MAKS 2009 aviation show in the town of Zhukovsky.

Witnesses say that when the planes collided, the pilots ejected themselves from each of the aircraft, according to Ria Novosti news agency. One of the pilots has already been found alive. Reportedly the second one also survived.

The collision took place around five kilometers away from Zhukovsky air field. Rescue teams have been sent to the scene, helicopters are in the air searching for the second pilot.

A source in Moscow’s law enforcement agencies told Itar-Tass that both the planes fell down near the village of Rybaki in the Ramensky district. According to the source, there have been no victims or property damage in the village as a result of the collision.

Contracts for the supply of fighter aircraft "Sukhoi" totaling nearly 3 billion dollars will be the main result of opening August 18, MAKS-2009 air show.This will be the largest supply of aircraft for all post-Soviet period.

The current crisis is not the best time to enter into contracts for the supply of civil aircraft in the open Max, confessed to reporters, Minister of Trade and Industry Viktor Khristenko, but this year for the first time was able to negotiate with the military on the procurement of large quantities of aircraft, writes the newspaper "Vedomosti".

The first customer of modern Russian fighter Su-35 military aircraft will be Russia. State Contract for the supply of up to 2015, 48 Su-35 fighters, four Su-30M2 and 12 Su-27cm ready for signing during the MAKS-2009 air show in Zhukovsky, a newspaper said a senior Defense Ministry official.

This is confirmed by the manager of the Joint engine Corporation, a subsidiary of the factory which produces engines for the fighters, as well as the manager of the company manufacturing them airborne equipment. Official representatives of Sukhoy of Russia and the Air Force refused to comment, said the publication.

The cost of one Su-35 - more than 40 million dollars, and Su-27 and Su-30 - more than 30 million dollars, but also by machines will be purchased and additional equipment with weapons, so the total contract value will reach 3 billion dollars, the Center evaluates expert analysis Strategies and Technologies, Konstantin Makiyenko.

Fixed price for the Su-35 will be set shortly, but in general, with a preliminary estimate of the transaction in 3 billion dollars, led "Official" opinion of the Ministry of Defense officials.

On the possibility of an additional procurement for the Air Force "over 60" new fighter aviation production in Komsomolsk-on-Amur, where do Su-27/30 plan to collect the Su-35, Prime Minister Vladimir Putin said in May after a visit to that factory.

And in early July, already head the Air Force Zelina Alexander referred to the early signing of a five-year State Contract for the supply of two regiments of Su-35 (48 machines on the current state). The contract was prepared in record time, notes the official military.

UAC Will Present Its New Aircraft at the MAKS-2009 Airshow
UAC will present a number of new aircraft at the ninth International Aviation and Space Salon MAKS-2009 that will be held in Zhukovsky from August 18 to 23. New multifunctional 4++ generation fighters – Su-35 and MiG-35, Yak-130 combat trainer aircraft and the SSJ-100 regional passenger jet will be demonstrated on the ground and in the air.
Also, a number of serial production aircraft ready for service will be presented: An-148-100B – the first serially produced in Russia regional jet, Il-96-400T cargo aircraft and Tu-204-300A with VIP interiors.

Without doubt, the 2009 airshow will be memorized for its flying program display. According to the flight plan, on August 18 visitors will be able to see the following aircraft – Il-96-400T, SSJ-100, An-148-100B, individual pilotage by Yak-130, group V-type formation by SSJ-100, Su-35, Su-30MKI, MiG-35 and MiG-29M with consequent break-up. For the first time pair pilotage elements will be demonstrated by MiG-29M and Su-30MKI. Later in the day An-148-100B, MiG-29M, SSJ-100 and Su-30MKI crews will demonstrate their flying techniques.
During the August 19 and 20 business days visitors will be able to see flights by Tu-334-100, Yak-130, SSJ-100, An-148-100B, Su-29KS, Su-30MKI, MiG-29M and MiG-29SMT. During the public days – August 21-23 – the flying display will include flights by a large number of aircraft and helicopters of the Russian Air Force, pilotage groups and individual manufacturers.
Static display of the airshow will include a number of UAC aircraft – the civil SSJ-100, Tu-204-300A, Il-96-400T, An-148-100B and Tu-334-100; the military MiG-35D, MiG-29K, MiG-29SMT, MiG-29M with thrust vectoring, Su-35, Su-32, Su-30MK2, Su-30MKI and Yak-130; and, the transport Il-76MD-90.
As during the last show in 2007, UAC and its daughterly companies will present a single exposition display. Mliltary aviation will be presented in the F1 pavilion, while the passenger and cargo aircraft will occupy the F2 pavilion. MS-21 mainline aircraft in a newly developed livery will be one of the key elements of the display in F2.
During the airshow UAC and its daughterly companies will sign a number of contracts and agreements on both military and civil aircraft. Several announcements in regard to perspective programs are being prepared. The MAKS press centre will host press-events held by UAC’s subsidiaries. In addition to that, a number of UAC programs will be presented in the conference hall inside the F2 pavilion – Tu-204SM, Il-112V, Il-76, MTA, An-124 and An-148T.
During the fourth day of the airshow, on August 21, a second conference on “Human Resources for the Aircraft Building Industry” will be held in Zhukovsky.

R-77, R-73 Missile Upgrades Emerge

Russia’s leading guided-weapons manufacturer will wheel out revised–if long- touted–versions of its two key air-to-air missile products this month, as it tries to bolster its position in the export arena.
Tactical Missile Corp.–also known as TRV–will formally unveil its so-called RVV-SD and RVV-MD missiles for the first time at the Moscow air show later this month. The RVV-SD is an improved version of the R-77 (AA-Adder), while the RVV-MD is a variant of the R-73 (AA-11 Archer).
The radar-guided R-77 has been sold widely, with China and India placing significant orders for the weapon, as was the case for the R-73. The baseline R-77 was designed in the 1980s, with development complete by around 1994. India was the first export customer for the export variant, known as the RVVAE, with the final batch delivered in 2002.
A problem for the company was the lack of adequate funding during the 1990s and the first part of this decade to support further evolution of the R-77, either for the Russian air force or the export market. The basic version of the R-77 is not thought to have entered the Russian air force inventory in significant numbers.
Meanwhile, Western suppliers have been pushing into some traditionally Russian markets–while major customers such as India and China have been pursuing their own missile programs such as the Astra and the PL-12, respectively.
The RVV-SD and RVV-MD already appear to be part of Russia’s bid for India’s medium multirole combat aircraft competition. Both designations were included by MiG on a presentation covering MiG-35 Fulcrum armament during Air Show India in February.
The basic R-77 is known as the Article 170, and the RVV-SD includes the upgrades associated with the Article 170-1 designation. The 170-1 development has been underway for some time, and testing is believed to have been carried out. The RVV-SD is in effect the export variant of the 170-1.
According to information released by the company, the missile is 15 kg. (33 lb.) heavier than the basic R-77/RVVAE, weighing 190 kg. rather than 175 kg. Maximum range claimed is increased to 110 from 80 km. (68 from 50 mi.). The missile is also slightly longer at 3.71 meters (12 ft.), rather than the 3.6 meters of the basic variant.
The radar seeker has also probably been upgraded. Russian missile manufacturer Agat previously confirmed it was working on seeker upgrades for the R-77, implying that at least two projects were underway, one for export and one for the Russian air force.
Vympel–which originally designed the R-77, and is now part of TRV–is also working on a more extensive upgrade of the missile than the 170-1. This project is designated the Article 180, and is in effect a mid-life upgrade for the weapon. This is intended to provide a further improvement in range, with the design including a dual-pulse motor configuration. Moving from the R-77’s signature lattice fin configuration to a conventional fin is also part of this program.
The initial RVV-MD offering is likely no more than a stopgap to try to maintain its position, and to provide a credible radar-guided weapon to offer as part of fighter export packages and upgrade programs.
As for upgrades to the R-73, the RVV-SD variant appears to have a considerable amount in common with a development known as the K-74, which Vympel first discussed publicly in 1997. Both designations are associated with Archer variants with an improved seeker and an improved off-boresight limit. Data released by the company show the RVV-SD as 1 kg. heavier than the R-73 at 106 kg., and also slightly longer at 2.92 meters rather than 2.9 meters. The maximum launch range is also increased by 10 km.
As with the RVV-SD, the upgraded variant of the Archer is again a stop-gap to provide for the export arena–and possibly for the domestic customer– until a more capable short-range air-to-air missile is available. Vympel’s K-30 dogfight missile program is intended to provide an eventual successor to the Archer, and the program dates back to at least the 1990s. Development, again, has been hampered by a lack of sufficient resources.
Russian industry sources indicate that both the RVV-SD and RVV-MD will have folding fins to allow for internal carriage. This at least suggests the Russian air force may be keeping its options open should it acquire the domestic variants of these upgrades to include them in the weapons inventory of its fifth-generation fighter, known as PAK-FA. India is also “participating” in PAK-FA, and the internal carriage modification may also have been performed with this in mind.
As well as upgraded air-to-air systems, TRV will showcase an extended-range version of its Kh-35/3M-24 (AS-20 Kayak/SS-N-25 Switchblade) anti-ship missile. The Kh-35UE will have a maximum engagement range of 260 km., compared with the 130km. range for the basic Kh-35. Zvezda-Strela, the company which originally designed the Kh-35/3M-24, is also now part of TRV. In 1997, company literature discussed the 3M-24E1 variant of the missile as part of the Uranium anti-ship missile system for surface ships. This proposed version of the weapon had a claimed range of 250-300 km.

Mi-171 helicopter in VIP-version will be exhibited at MAKS-2009 air show. The helicopter is produced by Ulan-Ude Aviation Plant and operated by Russian company RusJet. Ulan-Ude Aviation plant is integrated into helicopter holding company Russian Helicopters JSC.

VIP-compartment of the helicopter developed in accordance with individual customer's design, provides all conditions for work and rest for nine passengers. The passenger cabin of Mi-171 helicopter has comfortable armchairs and sofas, folding tables. The VIP interior is furnished by high quality materials including genuine leather, veneer sheet of fine wood. The cabin is equipped with satellite communication system and system of multimedia entertainment (including audio and video systems). What to expect from MAKS 2009

The 8th international air show MAKS 2009 opens in Zhukovsky near Moscow on August 18. The show, popular amongst specialists and spectators alike, will provide a lot of pageantry despite the crisis.

Both military and civilian aircraft, including the latest French fighter jet Rafale, will take to the skies from the airfield of the Gromov Flight Research Institute. Flying aerobatic teams - Russia's Swifts, Russian Knights and Falcons of Russia, the Frecce Tricolori from Italy and the French Patrouille de France - will show their skills. In addition to the latest aircraft and helicopters, restored or rebuilt World War II models will also fly.

Most flights, however, will take place on the opening day, August 18, and during the last three days of the show - from August 21 to 23. On August 19 and 20, the so-called "business days", flying will be performed only from 2 p.m. to 5 p.m.

The hit of the show will be a large Russian Air Force contract for the purchase of combat planes, expected to be signed in the first days of the event.

The value of the contract stands at $3 billion and will cover 48 Su-35BM fighter jets, 4 Su-30M2 fighter jets and 12 Su-27SM fighter jets. The Su-35BMs and Su-30M2s are being produced for the first time and their deliveries will continue through 2015, while the Su-27SM is an upgrade of the basic model Su-27.

The upgrading of Su aircraft began in 2006. Currently, the Air Force has two air regiments (48 aircraft), equipped with upgraded fighters. Purchases of this type of aircraft will continue.

The Su-35BM, which is the latest state-of-the-art product of Sukhoi Company, will be demonstrated in flight for the first time. At the previous show, it was on static display. This airplane, similar to the basic Su-27, carries the latest onboard electronic equipment, and is powered by high-thrust and long-life engines, with the capacity to be armed with the most up-to-date weapons.

Russians will also see for the first time a civilian airliner, the Sukhoi Superjet, in flight. At the Paris show in Le Bourget in 2009, it was the main premiere. This short-haul airliner, a cooperative product of several countries, is to start service on international routes at the end of the year. More than 120 of them have already been ordered, while Sukhoi Civilian Aircraft expects to sell no less than 1,000.

At the same time, however, the fifth-generation fighter, being developed under the (PAK FA) Advanced Tactical Frontline Fighter program, will not be shown. It is expected to make its maiden flight in the fall of this year. Instead, MAKS organizers will demonstrate a forerunner, which served as a flying laboratory and a "technology test bed" for the 5G plane: the Su-47 Berkut fighter jet with a forward-swept wing, built in the 1990s.

The show will also feature other aerospace products: unmanned aerial vehicles, helicopters, missiles of different types, air defense systems, and components - from navigation systems to engines. More than 700 companies from 34 countries will display their wares at the show.

The show is not expected to beat records of attendance or sales - the global economic crisis has hit the aerospace industry badly, and it is at a low ebb in all countries now. Knowing this, however, is unlikely to prevent visitors from feeling the delight at the wonderful Moscow international air show.

The NIIP specialists emphasize that demonstrated AESA is manufactured on the domestic elements based on advanced Galium-Arsenide nano-size heterostructure technologies. The NIIP designers work on electronic scanning arrays (ESA) more than 40 years. Their first world ESA radar for fighter-interceptors was installed on the board of serial MiG-31 aircraft in 1981.

However, the represented model is far ahead of its ancestor in terms of detection capabilities , energy effectiveness, and modes of work . If comparing to passive ESA the advance of active ESA radars is lying in more effective realization of different “air-to-air” and “air-surface” modes, in its power, signal-noise factor, range of detection and so forth.

AESA advance contributes not only to the simultaneously detection of several aerial targets at maximum range (see-first-kill-first capability), but also, which is especially difficult, in targets tracking, disregarding of their maneuvers. If radar can continuously track the target, it is doomed.

AESA radars are more reliable than PESA because in case of one transmitting element failure the radar follows to work.

ONBOARD INTELLECT

It is intended to sharply increase the level of the automation of control systems for maximally unbound the pilot from the routine control functions, with concentrating on tactical missions solution. This is especially important for the one-sitting multifunctional combat aircraft.

On the prospective fighters, says Yuri Belyy (NIIP), it will no longer be just radar, but the integrated radio-electronic system, which includes radars in several wave bands, an identification system, electronic warfare (EW) and electronic intelligence (ELINT). According to him all this is connected into the united ideology, the united concept, and will give the “synergetic combat effect”.

NIIP's AESA emitting modules (MMICS) are made on basis of proved serial technology, being manufacturing on the automated producing lines. For this purpose the state ensured colossal technological rearmament of one of the Moscow enterprises - “Istok inc.” (Fryazevo, Moscow district). Two product lines are under building: the line, where chips themselves are done and an assembly-line, where these chips are assembled into the microcircuits, and then they are integrated into the elements of antenna. These are the specialized micro-chip of superhigh frequencies (SHF), the monolithic integrated circuits of SHF band (MMICs). The more numerous such elements, the more powerful the radar. The quantity of modules in the antenna can reach several thousand.

NIIP's director Yuri Belyy emphasized that this is maximally automated production, in which a human factor is almost excluded. Early there was no such technology in Russia. The equipment, which is not produced in our country, was imported from different states, including Japan. However, Yuri Ivanovich (Belyy) did not say, how many radars they have manufactured.

- Everything is done upon the specific orders, it explained. – We have the manufacturing capability of "Istok", NIIP and 'Ryazan instrument plant' (GRPZ). Now we are transferring all the there necessary documentation and technology. During this program the new production housing with the new equipment was built… “In principle we are ready to equip with our radars up to 50 aircrafts per year”, - said Yuri Belyy.

NIIP's chief said also, that they do AESAs not only for fighters, but for other military systems too. Current antenna phased arrays technology can become standard for different purposes. It can be used in all military services, including long range antiaircraft missile systems, which are now created by “Almaz-Antey” and medium distance 'Buk' AAMS. Maximal unification and serial volume will give huge cost effect. It's the way Americans go: they transfer their military technologies into to civil sector - into the systems of communications and navigation, in warning system of rail transport etc…

- Although, it's impossibly to install our products on each car, we still are going to interest the railroad manufacturers in installing our civil devices for increasing the safety of traffic. However, on that way we still meet many bureaucratic problems.

THE FUTURE BELONGS TO YOUTH

Young radio engineers and the designers, who came 4-5 years ago from different Russian technical universities, have made a bulk part of the work. 'Tikhomirov's NIIP' employs approximately 400 people under age 30. 30-40 young employees were involved in AESA development directly, and when need, they even stayed overnight like in war time…

There are young persons everywhere: on the stands, on assembling and control line… However the general director is not satisfied and think that the number of young employees is not enough. He decide to build a new housing quarter for the young specialists families.

At the MAKS -2009 air show, 'Tikhomirov NIIP' will demonstrate also an L- range AESA. It's intended for installation into the leading-edge slats of the fighter's wing. It is also made with use of the contemporary domestic hybrid integral technologies and provides electronic scanning in wide sector of angles in horizontal axis. In addition it has broadband capability. Like the X-band radar, this L-band radar was assembled in NIIP with help of unique laboratory equipment, which includes the last word of contemporary technology: radar anechoic chamber".

The Russian Air Force will reportedly award a $1.9 billion deal for 60 Sukhoi fighters at the MAKS 2009 air show this week outside Moscow. News of the blockbuster deal -- by Russian terms -- was overshadowed by a fatal mid-air collision during airshow warm-ups that killed Russian Knights commander Col Igor Tkachenko and put two other SU-27 pilots in the hospital. If true, the deal would require Sukhoi to deliver 12 new jets a year to the Russian air force through 2015. The order is reportedly for 48 SU-35s, 4 SU-30M2s and 12 SU-27Ms. Some may note a little skepticism that the Russian Air Force budget can support such a deal, or that Sukhoi can deliver on its promises. But the contract would be a huge sign of support from Moscow, even as its struggling aerospace industry attempts to compete for export orders in India, Alegeria and Eastern Europe.

MOSCOW, August 18 (RIA Novosti) - Russia's Defense Ministry and the Sukhoi aircraft maker signed on Tuesday a 80 billion ruble ($2.5 billion) contract, the Russian prime minister said.

Under the contract signed at the MAKS-2009 air show at Zhukovsky outside Moscow, the Russian Air Force will buy 48 Su-35S, 12 Su-27SM and four Su-30M2 fighter jets.

Vladimir Putin said the contract "sets a record in modern Russian history," adding that aircraft deliveries were to be completed by 2015.

He also said the Russian government would provide an additional $100 million to Sukhoi's capital from the federal budget.

The head of Vnesheconombank (VEB), Vladimir Dmitriyev, said the national development bank would grant Sukhoi a 3.5 billion-ruble ($109 million) loan to start production of Su-35 jets.

The Su-35 fighter, powered by two 117S engines with thrust vectoring, combines high maneuverability and the capability to effectively engage several targets simultaneously.

It is equipped with a 30-mm cannon with 150 rounds, and can carry up to eight metric tons of combat payload on 12 external mounts.

Russia's Air Force commander, Col. Gen. Alexander Zelin, said in July that up to three air regiments would be equipped with Su-35 fighters in the future.

Russia also plans to export at least 160 Su-35 fighters to several countries including India, Malaysia and Algeria.
