As @shade has said, Unix time starts from 1970. When a device is started for the first time and its date time is not set, the device uses the starting time of Unix, 1Jan,1970 as its current time and adds time from thereon.
When your DVR battery is going out, it resets the battery. When you restart the device, what you get is the initial time.

Not really. Many countries have been targeted on foreign soil.
When Pakis attack our embassies in Afghanistan, we know it was an attack of the Pigs, we do not necessarily find the Afghan security apparatus at fault, even though they are weak mostly. There are limitations to everything, not all attacks can be prevented.
Nonetheless, this should never recur. That is what is most important.
