^^ The above cartoon seems to be sympathising with those after whom the police is investigating like Rahul Bhatt, Emran Hasmi and the ilk. But its better that the police and investigative agencies be extra cautious and check all angles rather then regret later with another 26/11.

Anyway, my take is Bhatt is in serious trouble, he helped in 26/11. He becomes a terrorist helper and I am not convinced with 'met in gym' alibi. Who introduces a 'gym acquaitance' to family members, helps rent a house, gives introduction to bollywood starlets...etc?

5 Pak army officers linked to Headley, arrested

New York: Some serving and ex-military officers are among five people arrested in Pakistan in connection with the LeT plot to carry out a major terror attack in India using American national David Coleman Headley, a media report said on Thursday.

"Pakistani authorities had arrested as many as five other people in connection with the (Lashkar-e-Toiba) plot in recent weeks, including some former or current Pakistani military officials," the New York Times reported.

The paper quoted an official, who has been briefed on the investigation, as saying that those arrested remain in custody, but it was unclear what role they played in the expanding plot.

Headley, 49, and Tahawwur Hussain Rana, 48, who were arrested last month by FBI are accused of plotting terror attacks on behest of LeT against India and a Danish newspaper.

"The arrests of Headley and Rana have widened into a global terrorism inquiry that has led to arrests in Pakistan and implicated a former Pakistani military officer as a co-conspirator," the paper quoted officials as saying.

The American intelligence officials believe that some Pakistani military and intelligence officials even encourage terrorists to attack what they see as Pakistan's enemies, including targets in India, it said.

Headley and Rana were accused in the FBI complaints of reporting to Ilyas Kashmiri, a former Pakistani military officer who has become a militant commander associated with both al-Qaeda and Lashkar-e-Toiba.

The case is one of the first criminal cases in which the federal authorities seem to have directly linked terrorism suspects in the US to a former Pakistani military officer, though they have long suspected connections between extremists and many members of the Pakistani military, the paper said.

A spokesman for the Pakistani Embassy in Washington, however, declined to comment on the arrests, citing the continuing inquiry.

Headley, according to the FBI charge sheet, was being used by the Lashkar-e-Toiba (LeT) to target among others the National Defence College in New Delhi. The officials, who asked not to be identified because they were discussing a continuing inquiry, said that the FBI investigation has widened further in part because of the wealth of information supplied by Headley, the paper said.

The officials declined to name the other Pakistani military officer - who held the rank of colonel or brigadier general before leaving the army recently -- in the case, who is suspected as a co-conspirator, the NYT said.

"The officer was arrested earlier this past summer in Pakistan on unspecified charges and later released. However, another official said that the officer was discharged only after his associates pressured the Pakistani authorities to

free him," it said.

In the complaints against Headley and Rana, the officer is identified as an uncharged conspirator by the letters 'A' and 'B'. The complaints describe him as "associated with Kashmiri, as well as with Lashkar-e-Toiba."

Yea, DD, now we can even predict the paks games. They used to arrest some 'second-in-command of Taliban' when some big ameriki visits Pak, now they are arresting some PA minions before our PM visits US. Slight variation but the same old game and very predictable.

When Federal agents detained him at Chicago's O' Hare airport on October 3, just as he was to board a flight for Philadelphia, David Coleman David Coleman Headley is a US citizen whose father was a Pakistani and mother an American. He attended a military school in Pakistan in a place called Hasan Abdal till he was pulled out by his mother, Serrill Headley, who brought him to Philadelphia.

Headley, a Pakistan-born American national of mixed parentage, would have experienced a sense of shock. Not just at his detention, but at what he had thought was an elaborate cover, strewn with codes and dead ends, being blown moments before he was about to set out on his most important journey.

At the end of a flight that would eventually take him to Pakistan, he would have met up with Illyas Kashmiri, a highly-wanted jihadi with a $ 50 million-reward on his head. This was a rendezvous Headley had been looking forward to with barely-controlled anticipation. He would have also met a senior Lashkar-e-Toiba leader, widely thought to be Sajid Mir, who looks after the Lashkar's overseas operations, and had previously dispatched a French jihadi of Caribbean descent, Willy Brigitte, to target a nuclear plant in Australia in 2003. Mir is understood to have even met Richard Reid, the man who concealed explosives in his shoes in an attempt to set off a mid-air plane explosion. He failed, but the plot changed the rules of air travel drastically after that, with fliers being asked to take off their footwear thereon.

What Headley did not realise was that his terror links were by then fairly well known to FBI sleuths who were tracking him for more than a year. For, even while ensuring an elaborate cover, he had attracted the FBI's attention for more than one reason. In 2006, he suddenly dropped his original name Daood Ghilani - given by his Pakistani father - to embrace one derived from the side of his American mother. Obviously, this was done to dodge the profiling that Muslims have been subjected to in the US after 9/11.

The identity feint failed because Headley, quite uncharacteristically for someone drafted for a high-value mission by leaders of Lashkar, left holes in the cover for the FBI to develop an interest in him. He had no job except the one that he pretended to be doing for First World Immigration Service, a concern owned by fellow Lashkar jihadi Tahawwur Hussain Rana. His home, in fact, even his cell phone, was leased in the name of deceased persons. And, for more than a year, Headley had frequently left his Chicago home to make multiple trips to Pakistan, India, UAE and various other countries in Europe. His flights to Pakistan and from India invariably went through the UAE.
Their surveillance soon convinced the FBI that the job with First World was a poor alibi as Headley hardly did any work for Rana's concern . He travelled twice to Denmark to stake out the office of Danish newspaper Jyllands-Posten - which had enraged Muslims by publishing cartoons of Prophet Mohammad in 2005 - pretending to inquire how he was to place advertisements of a First World office planned in Copenhagen. A search of his luggage by the Customs and Border Patrol would reveal no documents needed to back up his claim of being on a genuine business trip.

Moreover, his multiple trips to Pakistan - a 'radioactive' entry on anyone's passport in terror-wary Western capitals - would itself have deepened the FBI's suspicions. These slip-ups and his contacts with Pakistan-based jihadis showed up in counter-terrorism intercepts that the FBI monitors so carefully, particularly telephone and email communication . Though Headley, Rana and their handlers used heavily-coded language, their allusions became apparent to operatives eavesdropping on the conversations. The references to "projects" (targets), "marriage" and "heart attack" (death of a militant), "investments" (targets), "business and action" (strikes), "doctor" (Rana or Kashmiri), and frequent use of the Islamic terms for reward (ajr), good deed (amal), oaths of allegiance (baaith) were dead giveaways.

On top of all this, he went and posted an angry message on a Yahoo! group called Abdalians - named after a military school in Hasan Abdual, Pakistan - calling for violence against Danish newspapers and others "slandering" Islam. This did not fit in with his new nomenclature. No wonder, by the time he returned to the US after his visit to Copenhagen , the FBI was firmly on his trail and had identified him as a Lashkar link and conduit to Kashmiri. Though Headley's involvement in a terror attack is not known - not as yet - he was regarded as a key player in the plan that was going on against Jyllands Posten.

Headley made optimum use of his English name and US passport, which helped dramatically lower his profile as a likely terrorist, while he was on the loose. His Caucasian appearance too helped a lot. On top of all this, his social skills allowed him to move into exclusive circles as his friendship with Rahul Bhatt would indicate. With all these advantages , plus his innate qualities as a meticulous planner, Headley became a key Lashkar operative for assaults on foreign targets. Before visiting the Jyllands Posten office, for instance, he had made a checklist of factors that would be vital for those launching an attack on the newspaper. The list he stored in his own email account mentioned "complete area coverage, counter surveillance (magic eye), lunch + coffee spots, security (armed?) zoom, foreman residence, entry and exist method in the house, uniform" .

Pakistani officials: 5 army officers detained for links to terror suspects

ISLAMABAD – Five Pakistani army officers have been detained for questioning over possible links to two U.S. terror suspects accused of plotting an armed attack on a Danish newspaper, intelligence officials said Tuesday.

The detentions underscore long-standing allegations that elements in Pakistan support a militant group known as Lashkar-e-Taiba, which is devoted to fighting the country's arch enemy, India.

The group is blamed for last year's terror attacks in Mumbai and other strikes in India in recent years.

Last month's arrests of David Coleman Headley and Tahawwur Hussain Rana in Chicago have cast a fresh spotlight on the group.

U.S. prosecutors said the two men were believed to be working with an unidentified senior member of the outfit and a senior al-Qaida operative.

Two Pakistani intelligence officials, speaking anonymously because they are not allowed to release their identity, said phone records showed the five Pakistani officers had contacted Headley and Rana.

They say the five include a retired brigadier general and two active lieutenant colonels, but did not provide more details.

Pakistani military officials could not immediately be reached for confirmation.
The FBI says Headley traveled to Pakistan this year and may have been headed there when he was arrested Oct. 3 at Chicago's O'Hare International Airport en route to Philadelphia.

Indian officials say Headley also may have been involved in planning the Mumbai terror attack, which occurred a year ago Thursday.

Headley, 49, and Rana, 48, are accused of plotting to kill one of the editors and a cartoonist at Danish paper Jyllands-Posten for publishing 12 cartoons in 2005 depicting the Prophet Muhammad, which ignited outrage in much of the Muslim world.

The FBI has said only that it has evidence Headley and Rana were in contact with the Pakistani group Lashkar-e-Taiba, which the Indian government blames for the Mumbai attacks that left 166 dead and 308 wounded. U.S. authorities say Headley was in contact with the group while he allegedly carried out reconnaissance this year near the newspaper offices in Copenhagen. They say Rana last year advised a member of the group on how to slip people into the U.S.

Headley is a U.S. citizen who changed his name from Daood Gilani in 2006 to get across international boundaries without too many questions at customs, according to an FBI affidavit.

He and Rana, a Pakistani immigrant to Canada who has lived in Chicago for a decade, are charged in criminal complaints with conspiring to provide material support to terrorism and providing material support to terrorism. They will not enter pleas until they are indicted.

Lashkar-e-Taiba, which means Army of the Pure, was established in the early 1990s to reclaim territories it views as Muslim land, primarily the Indian-controlled section of the disputed Himalayan territory of Kashmir. Analysts say it was largely a creation of Pakistani security agencies.

NEW DELHI: Investigations into the connections of jailed US-based Lashkar terrorist David Coleman Headley have reached Pakistan Prime Minister Yousuf Raza Gilani’s office.

Danyal Gilani, PRO in the PM’s office, confirmed on Saturday that he was Headley’s half-brother. Headley dumped his original name, Daood Gilani, to mask his antecedents as a drug smuggler and escape profiling as a Muslim.

The acknowledgement, reported by PTI from Islamabad, came in response to a report in TOI. However, Danyal distanced himself from Headley saying he had very “little contact” with Daood since 2002 when he began living in Islamabad after passing the civil service exam.

He also denied that his family was related to Pakistan PM or that Daood was present when Yousuf Gilani visited their house to condole the death of their father. Denying kinship with the Pakistan PM, Danyal Gilani said, “My ancestors migrated to Pakistan from Jastarwal in India’s Punjab state and Etawah while the PM’s family has been living in Multan for centuries. I last met Daood when he visited Pakistan a few days after my father’s death a year ago,” Danyal said, adding he was surprised when he got to know that Daood had become David Headley.

Seeking to de-emphasize the connection, the PRO said, “Being much younger to Daood, I have heard that he studied at the Hasan Abdal Cadet College for sometime and in the mid-1970s shifted to America to live with his mother. Since then, the family here only had occasional links with him. In fact, because of his involvement with issues related to drugs my father wanted the rest of the family to stay away from his influence.”

The confirmation ties in with the growing assessment here that Headley was chosen by US agencies to infiltrate the jehadi network in Pakistan because of his connections there. While his father Syed Salim Gilani was a known broadcaster who worked for Voice of America, Daood/Headley attended the well known Hasan Abdal Cadet College whose alumni include, besides army officers, diplomats.

Those who view Headley as an undercover US agent who went rogue, feel they also leaned on Tahawwur Hussain Rana, Headley’s accomplice, to plant the latter in LeT and HuJI. The choice of Rana was not random. He was like Headley, an alumnus of Hasan Abdal Cadet College and had, to boot, a track record of facilitating fake visas. The FBI affidavit against the duo in a Chicago court says when Rana approached Pakistan’s Consul General in Chicago, another Abdalian, for a five-year visa for Headley, he concealed from the diplomat the earlier identity of the latter. The affidavit says, “It is clear that Rana was attempting to deceive the Consul General into granting a visa for Headley without the Consul General knowing for whom the visa would be issued.”

Headley had come into contact with US authorities after he was busted on a drug trafficking charge in 1998. Because he “sang like a canary” to authorities, he served a minor sentence. But this was used against him to have him work as an “agent”.

Suspicion is growing that for the next few years, Gilani worked as a “double” agent. It stems from many reasons, including intriguing ease with which Headley could move in and out of Pakistan. In post 9/11 world, a Pakistan-origin man making frequent trips to Pakistan would have been marked by US tracking agencies, particularly if he was a US national. The fact that Headley managed to have a free run in this dangerous region without setting off alarm bells has been found by many to be odd.

They are not convinced by Headley’s explanation that identity switch helped him dodge surveillance. It is a common knowledge that in US agencies keep tons of data on drug offenders. A simple camouflage like change of name by a frequent flier to Pakistan and UAE could not have kept the over-cautious border and customs officials from putting out red flags. The ‘rogue agent’ school has been reinforced by FBI’s specific warning of the terror attack that Lashkar had planned on Mumbai in September 2008. That the FBI was bang on mark has been corroborated by Kasab who has said that the attack on Mumbai was planned for September, but had to be aborted. Besides the timing, what has also struck people here is the specificity in the FBI alert about targets. The warning mentioned hotels, especially Hotel Taj, among targets drawn by LeT.

It is suspected that he may have provided the jehadi squad of Lashkar with maps that helped them zero in on their targets with deadly precision on 26/11. What is also being discussed is the possibility that the “double agent” defected to the jehadi camp just afterwards. That is why the Americans could not sniff the 26/11 plot. Immediately afterwards, stung by the betrayal, they put Headley under surveillance leading to his arrest. That FBI which warned India of an imminent terror attack and helped unravel the conspiracy behind 26/11, has been cagey about giving Indian investigators access to Headley and Rana has also puzzled many.

Pakistan has always used it diplomatic missions especially agenst with diplomatic immunity to carry out it's nefarious activities.

This brings back memories of the IC 814 hijacking where Pakistani diplomatic staff were present at the airport and were reported to have supplied the weapons.
Any diplomatic mission of any country is a base for the spies. Remember how the erstwhile adversaries of the cold war used various means to bug each others embassies so as to be one up in the intelligence game.

Pakistan's Consul General in Chicago personally knew both David Coleman Headley and Tahawwur Hussain Rana, nabbed by the FBI for planning to carry out a major terror attack in India at the behest of LeT, the US authorities have claimed.

The FBI in its revised chargesheet filed before a Chicago court said the Consul General of Pakistan in Chicago personally knows both Rana and Headley alias 'Daood Gilani', as all three of them are from the same high school.

According to the website of the Pakistan Embassy, Dr Aman Rashid is the Consul General in Chicago.

"On or about September 25, 2009, Rana spoke by telephone with the Consul General at the Pakistani Consulate in Chicago in an effort to obtain a five-year visa for Headley to travel to Pakistan. It is clear from the email traffic unrelated to terrorist plotting that the Consul General knows Rana and Headley personally as all three attended the same high school," the FBI claimed.

However, the affidavit, a copy of which has been obtained by PTI, does not say anything if the Consul General was aware or had any inclination of the terrorist connection of Rana and Headley.

Rana (48) and Headley (49) are not only residents of Chicago, but was product of same military school in Karachi.

American national Headley, whose assistance was sought by Lashkar-e-Toiba in planning a major terror attack in India, was helped by his Pakistani-Canadian friend Rana to obtain a visa for Pakistan so that he can travel to NWFP for training and meeting the LeT leaders, federal prosecutors have charged.

The chargesheet also indicates that LeT was planning to use Headley for a major terrorist attack in India.

The transcripts of the taped conversations, both email and telephone, reveals that LeT was planning to use Headley for attack on a mysterious Indian actor 'Rahul' - which Indian intelligence agencies say could be a code message.

Headley stated that he intended to travel to Pakistan in early October to meet with an unidentified LeT Individual 'B' and (Ilyas) Kashmiri, the FBI told the court. It said Headley had already travelled to Pakistan from late January to early March of 2009, during which he visited FATA.

While it does not mention to which high schools the three were students, the FBI told the court that postings to a Yahoo group of graduates of a military school located in the Pakistani town of Hasan Abdal (a group that refers to itself as 'abdalians') reflected that both Headley and Rana have participated in the group and referred to their attendance at that school.

Cadet College Hasan Abdal is located in the Hasan Abdal - a historic city in northern Punjab of Pakistan, some 40 km north west of Rawalpindi. The town with a population of 50,000 is famous for Gurdwara Sri Panja Sahib, one of the most sacred places of Sikhism.

The affidavit says the Consul General knows Headley by a different name -- Daood Gilani.

In seeking a visa for Headley, Rana stated that he wished to obtain the visa for a white American named "Headley" who did not have any Pakistani background at all.

"When the Consul General suggested that Rana send his friend to the consulate, Rana explained that he had sent his friend elsewhere to take care of some unspecified business so that someone else would visit the Consulate," the FBI says.

"It is clear from the foregoing conversation that Rana was attempting to deceive the Consul General into granting a visa for Headley without the Consul General knowing for whom the visa would be issued," the FBI told the court.

Rana told the FBI that he was aware that Headley had been affiliated with LeT, he had received training from them and he had met Kashmiri, leader of Harkat-ul-Jihad-Islami.

Rana also said that he was aware that Headley communicated with LeT Individual 'B' and 'A'.

In Rana's chargesheet, the FBI named two LeT leaders, whose names have not been identified and are referred to as LeT Member 'A' and LeT Member 'B'. The FBI said the Government knows the identities of both the LeT leaders.

LeT Member 'A' is an individual with substantial influence and responsibility within Lashkar-e-Taiba, while Individual 'B' is associated with both LeT and Kashmiri.

The FBI alleged that Headley, Rana, Individual 'B' and LeT Member 'A' have frequently used coded language and changed their methods of communications in order to conceal the nature and content of their communications.
