Bureaucracy is pessimistic by nature. Armed forces myopic. Political class needs to strike balance between two for proper delivery. So transferring roles can be an issue.it should be better accomodation of both ideology by political class which we are seeing for some time. Not enough though.
Bureaucracy is pragmatic in nature than pessimistic. Bureaucrats are ready to suffer to meet the objectives. That "suffer" part may be anything from men to material to national cause.

Won't argue on this. I am saying what we can clearly see everyday. No bureaucrat wants to take risk and try to play as safe as possible. U might have some other experiences. I don't believe it can be changed in majority. Law of averages seems to push bureaucracy to pessimism.

My two cents on who’ll win the Malaysian RFI.

JF-17 Thunder Block-III

Advantages:
1. Cheapest
2. Has a good crash ratio of 4 crashes among 130+ in service
3. Has been produced a lot and has seen service with three countries
4. BVR Capable (Atleast on Paper).

Disadvantages:
1. Chinese aircraft (Malaysia needs aircrafts to defend against Chinese agression in South China sea).
2. Russian engines which are mediocre and are smokey and require more maintenance.
3. Weapons supplying country is China not Pakistan.

FA-50

Advantages:
1. Mass produced
2. Seen export to many countries already
3. Uses GE-404 engines same as Malaysian F-18 Hornets causing commonality in Parts.

Disadvantages:
1. Uses Israeli radar while Malaysia is a Muslim country.
2. Weapons are American except for A2G weaponry.
3. BVR incapable as of now

YAK-130

Advantages:
1. Very low cost
2. Requires less maintenance
3. Can be produced the fastest considering Russian aviation industrial capabilities
4. The most exported

Disadvantages:
1. BVR Incapable
2. Russia May side with China in event of Conflict causing damage to their fleet.
3. Least MTOW among all.

LCA Tejas MK1A

Advantages:
1. Less maintenance required
2. Will use Indian made avionics in export variant
3. Uses GE-F404 engines providing commonality with Malaysian F-18 Hornets
4. Will use Indian BVR missiles, and in future whole range of Indian weaponry including BrahMos providing one stop solution for all armament needs.
5. Has an accident free and glitch free record of flying since 2001.
6. Has the highest MTOW and payload carrying capacity.
7. HAL offers to set MRO facilities to Malaysia.
8. Has the most flexible weapon options.

Disadvantages
1. No prior exports
2. The least number built as of today (by the way total 123 are ordered BY Indian Airforce)
3. Expensive
4. Uses foreign weaponry as of now although it will change in future
5. Can’t run on Palm Oil ;)

Tejas MK1A will have Indian UTTAM AESA radar and ya weapons we will have to develop fast.

How long before Uttam comes on stream with enough modes to be acceptable?
MK1As will use UTTAM AESA Radars, 36 MK1As will use UTTAM while the rest will use Israeli radars.

Uttam isn't the good looking boy in the room ,but it's a good platform , in some modes ,it outperformed Israeli radar , it is being tested on tehas lsp , also uttam has a assured upgradation plan to gan trm , while ut us being planned to equip sukhoi for upgradation as russian radar are overweight , sukhoi can pack atleast 1600 module in it's nose cone .

Wish they consider a swashplate arrangement too , but that will require additional time , might be in future for amca.

What about the 5th gen Franco-German-Spanish FCAS? With increased power requirements from DEW/lasers and also having to process a lot more info in a even more contested battle space next gen fighters will have to produce more power & 2-3x more electrical power. What's the engine plan there? Esp. given the headwinds the project is suffering and DA has to go it alone like with the Rafale.

The 110kN engine IAF is looking at probably does not exist anywhere in the world right now (even the M88-4 falls short!)- but there's a decade to realize it. If both India and France badly need it for their respective stealth programs then it is likely to be well funded, arrive on time and meet/beat power expectations. Such commonality of purpose probably also bolsters Safran's case to partner with DRDO as opposed to RR for the Indian next generation jet engine program.
No real data about that futur engine, because the bird itself is not known.
The mock up is about a heavy fighter, so powerfull engines.
It will not be a M88 derivative (only for Prototyp) but a full new one, with variable cycle.

F 22 type fighter ?

Well french are most efficient and practical , no big claims , step by step upgradation , timeline might be a issue .
