Unsure about the basis of your confidence. Yes, I also hope they have arrived. Just perturbed by the lack of news.
Same questioned also asked at bharat rakshak (not by myself)

Again this confusion about numbers. Did we have 20 or 21 with the last lot of 3?

The main confusion doesn't came from this rafale but from have the currect number of rafale at 24 + 7 (formation) or 24 including 7 (formation). In the last case only 5 are to be deliver before the end of the year.

Safran, HAL sign MoU on Rafale Engine Manufacturing in India
India’s Hindustan Aeronautics Limited (HAL) and French Safran Aircraft Engines, signed a MoU (Memorandum of Understanding) to assemble and manufacture components for Smecma M88 engine that powers Rafale jets in India.

Under the terms of the MoU, HAL and Safran Aircraft Engines intend to explore opportunities to assemble the Safran M88 engine and manufacture components for the engine with HAL for additional batch of Rafale Aircraft for India and for any aircraft manufactured in India by HAL fitted with M88, Safran said in a statement.

The transfer of a significant amount of technology in the assembling/manufacturing programs is also contemplated. The MoU also encompasses collaboration between HAL and Safran Aircraft Engines for indigenization programs relating to design and development of high thrust engines of 110 kN power and above with transfer of key technology in the framework of this development.

“Safran is our key partner in respect of Engines in HA’Ls Helicopters like Chetak, Cheetal, Light Utility Helicopter, Light Combat Helicopter and Advanced Light Helicopter. HAL and Safran have successfully co-developed ‘Shakti’ Engine for Advanced Light Helicopters and Light Combat Helicopter. We have manufactured more than 450 Shakti engines in India at HAL Engine Division in Bangalore, which is testimony of success of our collaboration. Both HAL and Safran are keen to take this partnership to next level by exploring new avenues,” said Mr R. Madhavan, Chairman & Managing Director, HAL.

Both companies also teamed up in 2005 to create an equally-owned joint venture in Bengaluru which produces pipes for aero-engines.

If I remember well Indian Rafale are (or will be) fitted with a new IRST.
It's not impossible it is not ready so far and is replaced by a mock up nowadays the time the brand new one is on production.... just an hypothesis.

Indian Rafales do not come with an IRST yet. Its a dummy for now. There is a new IRST in development in France which will be added to the planes later on, both in French and Indian service. Probably as part of F4 upgrade. Older Rafales did come with an IRST but newer ones do not.

IAF to get HAMMER missiles; features and lethality of the medium-range air-to-ground weapon from France
Amid simmering border tension with China, the Indian Air Force (IAF) has decided to further boost the capabilities of its Rafael combat fighters, which are set to arrive from France soon, by equipping them with the deadly HAMMER missiles.

NEW DELHI: Amid simmering border tension with China, the Indian Air Force (IAF) has decided to further boost the capabilities of its Rafael combat fighters, which are set to arrive from France soon, by equipping them with the deadly HAMMER missiles.

HAMMER (Highly Agile Modular Munition Extended Range) is a medium-range air-to-ground weapon designed and manufactured for the French Air Force and Navy initially.

The HAMMERs would give India the capability to take out any bunkers or hardened shelters in any type of terrain including the mountainous locations such as Eastern Ladakh, according to the defence experts.

HAMMER – the new generation medium-range modular air-to-ground weapon had been designed and manufactured by Sagem (Safran group) for the French Air Force and Navy.

The AASM family of missiles was first unveiled during the Paris Air Show in June 2007. The weapon system was also exhibited during the International Defence Exhibition and Conference (IDEX) held in Abu Dhabi in February 2013.

Sagem demonstrated the AASM and missile guidance during the Paris Air Show in June 2013. The AASM HAMMER laser missile was exhibited during Defexpo held in New Delhi, India, in February 2014.

The standard AASM GPS/inertial version has been deployed onboard Rafale twin-jet, multi-role combat fighters of French Air Force and Navy since 2008 and 2010 respectively. Up to six HAMMER missiles can be carried by a Rafale fighter.

Design and features of HAMMER missile system

According to the airforce-technology.com, the AASM weapon system has a length of 3m and a weight of 330kg and has a range of over 60km at high altitudes and 15km at low altitudes. It has fire and forget capability and an extended stand-off capacity.

The interoperable missile has the ability to engage multiple targets simultaneously. It can also strike fixed or moving targets with high precision. The missile is maintenance-free and has low lifecycle costs.

The missile uses single, double or triple store adaptors and uses Sagem’s Hemispheric Resonating Gyro, inertial / GPS hybridisation and strap-down infrared imagers and associated algorithms for conventional deep strike missions.

AASM HAMMER guidance and navigation

The AASM HAMMER missile consists of a guidance kit and a range extension kit. The kits are fitted with Mk82 warheads including Smart Bomb Unit (SBU)-38, SBU-64 and SBU-54. The easy to use missile supports operations with 125kg, 250kg, 500kg and 1,000kg bomb bodies, and can be reprogrammed during the flight.

The basic version SBU-38 HAMMER is provided with hybrid INS/GPS guidance, while the SBU-54 version is equipped with INS/GPS/IR (infrared) guidance. The latest version SBU-64 uses INS/GPS/laser guidance.

The laser terminal guidance version can be deployed to engage moving targets, while the infrared terminal guidance version minimises target coordinate errors.

The combat-proven missile can operate in all weather conditions during the day and night. It has vertical strike capability and can support deep strikes, close air support, air interdiction, and SEAD-type or anti-ship combat missions.

The propulsion system is fitted at the rear of the missile and consists of a solid rocket motor and four winglets for flight control.

Imminent announcement for Indonesia:

"The contract for the Rafale acquisition (36 to 40 ?) is awaiting a (Indonesian) presidential decree, which will allow for the replenishment of Ministry of Defense budget lines to finance the purchase."

Good this complicates things massively for chinkies in South china sea. They don't have enough j20 to deploy against usa Japan's India and now Indonesia.

Indonesia seems very near a formal purchase of nearly 40 Rafale (the official Dassault information, in december, was for different deals between 24 and 48)

The defense minister would have inked the deal. Now we wait the President signature to engage the funds.

Rafale export has picked steam. 54 Egypt +24 qatar + 36 India + 12 Greece + 40 Indonesia

Almost 150 + rafale to be exported . Very good.

Yet a far cry from mirage 2000 figures. 600+ mirage 2000s were build Rafale will be lucky to cross 400 mark.

You forget :
-Switzerland (I think it will be a rafale win).
-Not a penny on Finland deal.
-at least 36 more for India, and probably more (I always said the final figure will be between 72 and 150).
-Greece : it's not 12, it's 18. And Greece is already thinking for some more (and don't speak of F35...)
- Morocco : They need to rely on 2 suppliers, the Mirage F1 are old, and they need something to oppose to Algerian Su30
- Malaysia...
- UAE (same thing than Morocco : 2 suppliers....)
- Croatia
etc....

And a last batch for France, 30 units minimum (and probably some more) for a total of 210+ for France.
