It's not Pak backed always. The seed of this is sown on India with the strange Sikh fascination of Hindus. Hindu nu bachaya si is a common thought in Punjab and is evident in the way they interact.

After going to foreign countries they grow wings and start feeling they might as well be independent, tribalism and all that.

First thing needed is to shear off the veneer of this Sikh superiority.
