so called Hindu nationalist Government in place, they are unable to speak anything about the rehabilitation of Hindus.
Leave alone settling other Hindus in Kashmir, there are about 2 million Hindu refugees from POK (out of which only 40k have received official refugee status documentation in India)
and 3+ million Kashmir Pandits, even if these are settled to their rightful place, then the situation will turn in our favor.

The compensation package for the Hindu refugees was announced by Prime Minister Narendra Modi last year, and it got the clearance from the Union Cabinet in December. These refugees migrated to Jammu and Kashmir in 1947, 1965 and 1971.

1,200,000 people from PoK staying in and around Jammu with no political status, nor with any promise from the State and Union governments on where they stand in the Kashmir conflict. It is unfortunate that this section has been left outside the purview of both the Round Table Conferences.

I hope there is a Hindu awakening along with the Hindu rise, otherwise 1000 sheep are no better than 100 sheep.

I remember Modi's very first Man Ki Baat where he told the story of a tiger cub which gets lost from the group and is adopted by a group of sheep. It grows up with them and learns to eat grass and yap like them. One day it sees a bigger tiger who takes him to the lake and shows him his reflection. That is when the cub realizes that he is a tiger too.

Hindus have been tied down with the mantra of secularism and tolerance, like lord Hanuman was tied down when he was a child. He needed to be reminded of his strength before he could do great things. Hindus are just like that. They get angry temporarily then calm down, whereas Muslims pass on the hate to their kids so their conflicts keep running for several generations. A puny Palestine holds global attention for decades while the ethnic cleansing of millions of our Kashmir Pandit issue is already forgotten by the mainstream.

A top Hizbul Mujahideen leader has threatened to behead separatist Hurriyat leaders for calling Kashmir a political struggle instead of a religious war for the creation of an "Islamic state".

The threat is believed to be the first against the Hurriyat leadership who are acknowledged to represent the political views of a section of Kashmiris and had earlier held talks with the state and central governments many times.

The message was delivered through a video clip which contained a montage of slides showing Islamic quotes about Islam and Sharia. The person who is heard in the clip is not shown. He did not identify himself but is believed to be of local Hizbul Mujahideen commander Zakir Musa.

Calling Hurriyat leaders "hypocrites, infidels, followers of evil", the militant warned to chop off their heads "if they create hurdles in the path of making Kashmir an Islamic state".

The militant also said the heads will be hanged in Lal Chowk in Srinagar, an area known as the nerve centre of anti-India protests. The clip appeared two days after militants suspected to be from the HM abducted and killed an army officer on leave in Shopian.

In a , hardline Hurriyat leader Syed Ali Shah Geelani and two moderates -- Mirwaiz Umar Farooq and Yasin Mallik -- had said the freedom struggle in Kashmir has nothing to do with ISIS or al Qaeda.

They said there was no role for these groups in "Kashmir's political struggle".

"Terrorism and freedom movement are polls apart," they said.

The video starts with a quote of a slain militant, Imam Anwar Al Awlaki, an American-born Muslim scholar and cleric who acted as spokesperson for al Qaeda.

"We just want to ask these hypocrites if Kashmir is a political issue (then) why are you raising slogans like 'Azadi ka matlab kya (What is the meaning of freedom). La Illaha Ilallah', 'Pakistan say rishta kya (With is the relation with Pakistan). La Illaha Ilallah'," the militant said, referring to the Hurriyat leaders' frequent use of the phrase, "There is no one but Allah".

"Why do you come and address people in mosques?", the leader said in the clip which first surfaced on social media and has been circulated throughout the valley and beyond.

Hindustan Times could not verify the authenticity of the clip.

However, police sources said the voice matched Musa's earlier video and audio clips.

Zakir Musa, who joined militancy after leaving his BTech course in Chandigarh, has been touted as the successor of militant commander Burhan Wani, whose killing last year sparked months-long streets protests in the valley.

Wani, son of a school headmaster, was the first militant to use social media to propagate messages.

The trend continued after his death though Kashmir experts believe "militants post Burhan lack his communication skills".

"Burhan sounded convincing, his messages had local appeal, Zakir lacks that," said a senior police officer from South Kashmir.

The clip, which has gone viral, has generated debate in Kashmir, with some calling it a handiwork of "Indian agencies". Many expressed shock over targeting senior separatist leaders.

Speaking to Hindustan Times, the spokesman for the Geelani-led Hurriyat Conference, Ayaz Akbar said, the organisation was "looking into the matter".

"However, we stand by our earlier statement that Kashmir is a political struggle and has nothing to do with religion," he added.

NEW DELHI: Away from the attention that Article 370 usually invites, a section of BJP sympathisers are steadily pushing the party's less-noticedpromise of altering Article 35Aof the Constitution, which empowers the J&K government to define "permanent residents" of the state.

The article enables the state to provide special rights and privileges that permanent residents can enjoy but has been criticised by BJP as a provision that encourages alienation, deepens the concept of a separate identity and creates a political gap between J&K and the rest of India.

Under the Article, state laws have barred non-residents from purchasing land in the state and the issue is in focus with a Kashmiri woman, Charu Wali Khan, recently filing a petition seeking changes in theconstitutional provision as she wanted succession rights though she is settled outside the state.

Responding to her plea, the Supreme Court sent notices to the Centre and state last month. The woman has argued that the state's laws, flowing from Article 35A, have disenfranchised her. Advocate General K Venugopaltold the bench of Chief Justice J S Khehar and Justice D Y Chandrachudthat the petition against Article 35A raised "very sensitive" questions that required a "larger debate".

The court referred the matter to a three-judge bench and has set a six-week deadline for final disposal. The bench is likely to deliver its verdict in September first week. Union minister Jitendra Singh said that since the matter was sub judice, one should wait for the court's verdict. He said the court verdict would be binding on all. State BJP leaders are vocal about their views as they strongly feel that Article 35A should be repealed.

"Article 35A is a constitutional mistake. It was incorporated through a presidential order and not through the parliamentary process,"claimedSurinder Amabardar, BJP MLC from the state. The Centre's stance seeking a "larger debate" set off alarm bells among a section of politicians in the Kashmir valley, prompting CMMehbooba Mufti's outburst during the Foundation Day celebrations of her PDP party. She asserted Article 35A should not be tinkered with, sayingthere would be no one to hold the tricolour if provisions regardingspecial status to J&K residents werealtered.

The latest ceasefire violation comes a day after the Pakistani troops killed an Army Major and three jawans in Keri sector of nearby Rajouri district.

Pakistani troops resorted to unprovoked firing along the Line of Control in Poonch district of Jammu and Kashmir on December 24, a day after a similar incident took the lives of four Army personnel in nearby Rajouri district.

The Pakistani troops started firing from heavy and light weapons from across the border, targeting forward posts and villages in Shahpur sector around 12.55 p.m., a police official said.

He said the Indian troops guarding the LoC retaliated effectively and that the firing between the two sides was going on when the last reports came in.

However, there is no immediate report of any casualty in the skirmishes, the official said.

The latest ceasefire violation comes a day after the Pakistani troops killed an Army Major and three jawans and injured another in Keri sector of nearby Rajouri district.

Jammu and Kashmir witnessed a total of 881 ceasefire violations this year, highest in the past seven years, along the LoC and the International Border (IB), resulting in the death of 34 persons.

According to officials, Pakistan has violated ceasefire along the LoC in Jammu and Kashmir 771 times till December 10, and 110 times along the IB till November-end this year.

Thirty persons — 14 Army personnel, 12 civilians and four BSF personnel — were killed in such incidents.


The truce between India and Pakistan along the International Border, Line of Control and the Actual Ground Position Line in Jammu and Kashmir came into force in November 2003.

A day after firing from Pakistani troops killed four Indian Army personnel along the Line of Control (LoC), the Congress said the NDA government must answer for the repeated border transgressions.

“This year alone, from January 1 to December 24, there have been 900 major attempts of infiltration from across the border,”said Congress leader Manish Tewari at a briefing on Sunday.

Of these 900 attempts by Pakistan, Mr. Tewari said, 780 were reported along the LoC and 120 along the International Border.

Pakistani troops fired on an Indian Army patrol on Saturday killing a Major and three soldiers in the Keri sector of Rajouri district.

“There were 583 major ceasefire violations between June and December 2014, 400 violations in 2015, 450 in 2016 and 900 this year. The Prime Minister points a finger at others, accuses people who have occupied top posts of committing treason but this government seems incapable of protecting our borders,” the former UPA Minister said.

Jammu and Kashmir police chief S P Vaid today downplayed reports that there has been a sharp spike in the number of young Kashmiris joining militant groups this year, saying militancy was not on the rise and the situation in the state was fast returning to normal.

PTI had reported yesterday that there has been a spike in the number of young Kashmiris joining militant groups this year, with the number crossing 100 for the first time since such data started being collated in 2010.

According to the reports of security agencies, 117 youths from across the Valley joined terror groups till November 30 this year.


Vaid, while responding to reporters on the sidelines of a function here, said, "It (the high number of youth joining militancy) is not based on facts. Militancy is not increasing and the reality is that the situation is fast returning to normal (in Kashmir)."


He evaded a question on the number of youths joining militant ranks.

Vaid said the parents of local militants are appealing to their wards to shun the path of violence and join the mainstream society.

"There is no fear prevailing in Jammu and Kashmir. Ask these girls who have come here from other parts of the country," he said, referring to the women players who participated in the first ever Chief Minister's T20 premier league which concluded at Parade ground today.

A senior security official had said yesterday that the figures of the police only take into account the cases registered in the police stations whereas the actual figures are always on the higher side as many parents do not report the matter to the law enforcing agencies due to fear.

Comparing the figures with previous years, 2017 has emerged as the year of highest recruitment of youth in various militant groups in the last seven years. Such data is available from 2010.

According to the data laid on the floor of Parliament in March this year, there has been a steady increase in the number of youth taking up arms in the Valley from 2014 onwards as compared to 2011, 2012, and 2013.

In 2010, 54 youths joined militancy while in 2011, the number came down to 23 and further dipped to 21 in 2012 and 16 in 2013.


In 2014, the number shot up to 53 and in 2015, it reached 66 before touching the highest mark of 88 in 2016, the data showed.

Dineshwar Sharma arrived in Kupwara Monday afternoon and began his meetings with various delegations, who had lined up at the government house in the frontier district of the Kashmir Valley.


Centre’s special envoy on Kashmir Dineshwar Sharma on Monday, for the first time, visited north Kashmir’s Kupwara district which frequently experiences cross-border tension as it is used by terrorists to infiltrate into the Valley. Sharma’s visit follows his tour of south Kashmir, the epicentre of homegrown militancy. He arrived in Kupwara this afternoon and began his meetings with various delegations, who had lined up at the government house in the frontier district of the Kashmir Valley, officials in Srinagar said.



Among the first to meet Sharma was the family of cab driver Asif Iqbal Bhat, who was allegedly killed by the Army earlier this month during an encounter. The family members, who were called by the district administration to meet Sharma, conveyed their anger over Bhat’s killing.


Bhat was seriously injured after being hit by a bullet in Thandipora in Kralpora area of the Kupwara district and was shifted to a hospital. He later succumbed to his injuries. Police has lodged an FIR in the Police Station Kralpora and an investigation has been launched. However, the Army has maintained that the deceased was caught in a cross-fire between troops and militants.


The other delegations apprised Sharma, the former Director of Intelligence Bureau, about the problems faced by them during heightened tension along the Line of Control or during a cordon off by security forces and search operations carried out by the Army.


Employment, lack of power supply and non-availability of food grains especially during the winter months also figured during the discussions with Sharma.


The Centre’s representative had announced earlier that he will be travelling to the Valley during the harsh winters. Tomorrow he is expected to meet people in Baramulla in north Kashmir. In the last week of November, Shrama, a 1979-batch IPS officer, had met people in Anantnag and Pulwama in south Kashmir.


Shrama is on his third visit to the Kashmir Valley after being appointed as the Centre’s representative for talks with various groups on Kashmir in October this year.

Jammu and Kashmir Forest Minister Lal Singh Monday said the central government is making efforts to restore normalcy in the state and anyone can talk to the Centre’s special representative Dineshwar Sharma about their problems. “In a democratic set up, the governments always try to make the situation peaceful to bring prosperity to the people and appointment of Sharma is in that direction,” Singh told reporters on the sidelines of a function here.

On the latest Kashmir visit of the Centre’s representative, he said a lot of people met Sharma and briefed him about their issues and problems. About reports that Sharma had a closed-door meeting with some separatist leaders in the past, Singh said there was no problem in meeting anyone.

“We have a democracy and not dictatorship. He can meet anyone but nothing is going to happen outside the framework of the Indian (constitution),” he said. The minister said the government was not afraid of Pakistan, terrorists or anyone. “Anti-national elements and those working against the country are being dealt with an iron hand,” he said.

Mohammad Tantray, top member of militant outfit Jaish-e-Mohammad (JeM), was killed by security forces in an overnight encounter in Pulwama district of Jammu and Kashmir on Tuesday, police said.

“One weapon was recovered from the encounter site. The operation is in progress,” said an Army spokesman.

At least three militants were suspected to have been trapped in Samboora on Monday evening.

“There was input about the presence of two to three militants near the national highway, planning to attack a security forces convoy. The body of one militant has been recovered so far,” Director General of Police S.P Vaid said.

The slain militant, according to police, was behind many attacks in the Valley.

All trains between Banihal-Srinagar have been suspended in south Kashmir. Internet service has also been snapped.

Accused in 2010 protests denied relief

In the sleepy town of Khrew in Pulwama, Murawat, 30, is busy in a door-to-door campaign to galvanise support for first-time protesters, who are facing charges for rioting in 2010.

He claims that around 62 people of Khrew, who were “first-time offenders”, have been dropped from Chief Minister Mehbooba Mufti’s amnesty scheme granted to 4,327 first-time stone-throwers recently.

“How is a first-time offender of 2010 different from [such an offender of] 2016? The Chief Minister has set a strange eligibility for dropping the cases. The fact remains we suffered more than anybody else. We have become nothing but a burden on our families,” Mr. Murawat told The Hindu.

Though 4,957 cases have been withdrawn in the past two years, hundreds in south Kashmir and Srinagar claim that despite being first-time offenders, their cases continue to drag on.

Mr. Murawat was arrested in August after a police station was set ablaze in clashes that left four civilians dead. “We were playing cricket when the incident took place. My friends Haroon Rashi, a mechanical engineer; Shahid Kamal, a post graduate and Mashooq Wani too are left without a future after the incident,” he added.

Besides charges of rioting, Mr. Murawat was also slapped with Section 307 — attempt to murder. “All protesters are slapped with Section 307 by the police but no evidence is produced later to prove the same. My request to the government is that if they find any other case against me, please keep me behind the bars,” said Mr. Murawat, who is leading a street protest on Tuesday in Srinagar.

Mr Murawat is also scheduled to meet the Centre’s Special Representative Dineshwar Sharma to raise the issue of first time offenders. “Mr. Sharma has given us appointment for this week. We have pinned our hopes on him,” he added.

Another accused, Nazeer Ahmad, who is now 48, claims he remains busy attending court proceedings in Pulwama though the year. “I borrow money at times to meet court expenses,” said Mr. Ahmad, a resident of Shar Shali Khrew. “Why is the government dragging the case against us? I have four children, including three daughters, to raise,” he said.

Around 62 residents of Khrew faces cases for the 2010 unrest and claim they are first-time accused and have no other cases against them.

The PDP-BJP government on November 29 announced the dropping of cases against 4,327 youth who are first-time accused, involved in 744 cases of disturbing law and order. Chief Minister Mehbooba Mufti said, “A process of review of cases against youth from 2008 to 2014 saw the release of 104 cases involving 634 youth.”

Though 4957 cases have been withdrawn in the past two years, hundreds in south Kashmir and Srinagar claim that despite being first-time offenders, their cases continue to drag on.

The 2010 unrest left over 113 civilians dead in street violence that disrupted the normal life for over five months.

Noor Mohammed Tantray, Called "merchant of death" by a special court in Delhi, Tantray was believed to be the brains behind several terror strikes, including the attack on the BSF camp outside the Srinagar airport on October 3 and on state minister Naeem Akhtars cavalcade in Tral on September 21 this year.

The end came during the intervening night of December 25 and 26 at Samboora in Pulwama district of South Kashmir, not far from his home in Tral.

The killing of the 47-year-old divisional commander, who was out on parole, is a "significant blow" to the terror group's operations in the Valley, officials said.

"We had missed him only by few minutes in the past and I was sure he would run out of luck soon as his height was his biggest disadvantage. With each passing day, the search narrowed," a senior police official, involved in the operations, said on condition of anonymity.

Tantray's limp also made it difficult for him to disappear into a crowd and police officials were sure they would be able to isolate him.

After escaping from the Aripal encounter -- in which three militants were killed -- at Tral in April this year, Tantray had been on the radar of the Special Unit of the Jammu and Kashmir Police.

Their efforts to track him down finally bore fruit on Christmas night when he was trapped in a house and could not escape. His two other accomplices, believed to be foreign militants, managed to flee, an official said.

Tantray, who spent eight years had intensified his activities .

A close aide of commander Ghazi Baba, who masterminded the 2001 attack on Parliament, Tantray was arrested from Delhis Sadar Bazar on August 31, 2003.

He was arrested along with four others and charged with conspiracy to carry out terror attacks in various parts of the national capital.

The five militants were arrested following an encounter in which two terrorists were killed. Besides arms and ammunition.

Then special POTA (Prevention of Terrorism Act) judge R K Gauba words proved prophetic when Tantray emerged as the most wanted militant in the Kashmir Valley after his release from jail, an official said.

He was sentenced to life imprisonment in 2011 in the case and shifted to Srinagar's Central Jail in 2015 before being released on parole. His parole was extended by the Jammu and Kashmir High Court same year.

While sentencing him along with others under the stringent anti-terror law in 2011, the judge had said the challenge posed by terrorism had to be met "head-on by a multi-prolonged strategy".

"India's war against terrorism is to be waged not only by security measures but also by all organs of the state, including the judiciary which must share the responsibility of dealing with such elements with an iron hand," he said.

Terming the five "merchants of death", the court had said the "foot soldiers of forces inimical to India and bent upon sabotaging the peace and tranquillity here, besides posing a serious threat to its unity, sovereignty and integrity, have to be neutralised".

The "merchants of death" had to be locked away for the rest of their lives "...in order that they are suitably defanged and blunted so as to be of no further use to the enemy", the judge had said in his seven-page order.

Tantray's terror graph validated the judge's words, said an official.

Tantray is believed to have provided logistical support to militants who stormed the Police Lines in Pulwama in August this year. Eight security personnel and three militants were killed in that attack.

He was allegedly involved in the JeM attack on the BSF camp, outside the Srinagar International Airport, on October 3, in which one BSF officer and three militants were killed.

Tantray was also found to be involved in the grenade attack on State PWD Minister Naeem Akhtars cavalcade in Tral on September 21.

Wanted militant Noor Mohammad Tantray was killed in an encounter in Samboora area of Pulwama district of Jammu and Kashmir, police said here on Tuesday.

Acting on a tip-off, a crack team of Jammu and Kashmir Police cordoned off a house where two JeM militants were believed to be holed up, the police said.

In the ensuing encounter, Tantray was killed whereas there was no information about the presence of the second militant, it said. Tantray was out on parole since 2015.

He was the mastermind of a suicide attack at Srinagar airport earlier this year. Hailing from Tral area of south Kashmir,

Tantray’s death is seen as a blow to the terror group as he was the key man in reviving the JeM in south and central Kashmir. PTI

After cross-LoC raid, forces on alert as they expect attack from neighbour

In the aftermath of the cross-border raid on a Pakistani post across the Line of Control (LoC) on Monday, the Army is bracing for counter attacks by Pakistan.

“After the raid became public, the Pakistan Army will be under pressure to prove themselves. We took revenge, they will try to take counter-revenge,” a defence source said on Wednesday.

The source said the Army was adequately prepared along the border even as the sides continued exchange of fire.

“After such incidents, everyone is on alert. Usually after a major incident, firing continues for 2-3 days before tapering off,” he stated.

The precautionary measures, include minimising outside movements and being in cover. “In this period, administrative movement is curtailed so that we don’t present larger and frequent targets,” the source observed.

However, Pakistan had denied any such raid taking place with spokesperson for the Pakistan Armed Forces Maj Gen Asif Ghafoor saying that, “Indian media’s claim is continuation of their self-defeating projections to satisfy domestic audience.”

On Monday evening, a small Indian Army team of Ghatak commandos carried out a local tactical- level raid on a temporary Pakistani post 250-300 metres inside the LoC in which at least three soldiers were killed and one injured.

This came two days after four Indian Army personnel of a patrol team were killed in a Pakistani ambush.

In addition, this time of the year is considered a sensitive period and there is a general alert at all installations. Intelligence inputs have also warned of possible suicide attacks on BSF and Army camps in Kashmir.

“We have sensitive dates and there are also internal alerts. This period from New Year to Republic Day is a longish period,” the source added.

Over 230% increase in ceasefire violations in 2017

Over 300 infiltrations were reported from the Line of Control (LoC) in Jammu and Kashmir in 2017, which was a four-year-high, according to figures available with the Home Ministry.

An official said this explained the over 230% increase in ceasefire violations along the LoC this year compared to 2016.

Till four years ago, the ceasefire violations along LoC stood at 153; this year it has increased to 820 (till December 15); last year it was 228. The increase also explains the 310 infiltration attempts from Pakistan,” a senior Home Ministry official said. Another official said there had been no let-up in the infiltration attempts even after the September 29, 2016 cross-LoC raid publicised by the government.

Asked to explain the rise in incidents along the LoC, MoS for Home Kiren Rijiju told The Hindu, “The increase suggests that Pakistan is frustrated and desperate. It is trying hard to help militants cross over to India.”





As per the data available with the Army, which is deployed along the LoC, at least 33 infiltration bids were foiled this year. The 740-km LoC is under the operational control of the Army and the 192-km International Boundary (IB) in Jammu is manned by the Border Security Force (BSF).

In 2014, when the NDA government came to power, the maximum cross-border firing took place along the densely populated border areas in Jammu region along the IB.

“In 2014, cross-border firing at IB stood at 430 and this year it came down to 110. We are seeing a reverse in the pattern as Pakistan has become desperate to push in terrorists through LoC. Any violence along the IB attracts international scrutiny as it is a settled boundary,” said the official.

The year also saw the record number of terrorists being killed in J&K even as the number of terror related incidents-335, were at a four-year-high.

On Wednesday, Minister of State for Home, Hansraj Gangaram Ahir said the incidents of stone-pelting against security forces in J&K had come down from 2,808 in 2016 to 1,198 till November this year. He said an adequate number of Central Armed Police Forces (CAPFs) personnel were deployed in J&K to assist the State government in maintaining public order.

Earlier government had informed the Lok Sabha that after the “surgical strikes” last year, there were 341 terror incidents in J&K from November 1, 2016, to October 31, 2017 in comparison to 311 such incidents in the corresponding period the previous year.

  • A huge cache of arms and explosives including an AK series rifle, grenades and IEDs was recovered from a militant hideout in the Reasi district of Jammu and Kashmir, an official said.

    The recovery included an AK-56 rifle, a pistol, 23 explosive sticks and two Improvised Explosive Devices (IEDs) weighing six kilograms each, Senior Superintendent of Police, Reasi, Tahir Sajad Bhat told PTI.

    He said the arms and explosives were recovered from the Shergari area of Chassana in a joint operation by Army and police last night.

    The other material recovered from the arms dump included two rounds of rocket-propelled grenade (RPG), one Illumination round, one .303 rifle with one magazine and 90 rounds, three grenades including two of Chinese make, one Under Barrel Grenade Launcher (UBGL) round, one AK magazine with 81 rounds, a radio set with Antenna, a pistol magazine and 67 PIKA rounds, the officer said.

    He said no one was arrested in connection with the recovery so far. Police have registered a case in this connection and further investigation is on, the SSP said.

    Public Relations Officer (Defence) Colonel N N Joshi said the recovery of war like stores will deal a severe blow to the nefarious designs of terrorists to revive militancy in the area.

    He said Trained sniffer dogs and metal detectors were used in the operation during which the hideout concealed in the rugged terrain along the Pir Panjal range was discovered.

    “The operation was launched after diligently developing the intelligence over a fortnight. The joint parties of Army and police cordoned off the area and carried out a meticulous search during which they succeeded in locating the hideout of terrorists, which was used during peak of militancy for sustenance,” Joshi said.

In October 2016, the state government had sacked its 12 employees for participating in anti-India protests. The sacked employees were among 150 government servants, including some gazetted officers, identified by the CID wing of the J&K Police for instigating violence or challenging the integrity of the nation on the social media.

The employees were identified after intelligence agencies kept a strict vigil on their posts on the social media during the unrest in the Valley following the killing of Hizbul Mujahideen commander Burhan Wani on July 8, 2016.

The J&K Government issued an order on Tuesday to set guidelines on the usage of social media by the government employees. Highly placed sources said the order was issued after getting feedback from various intelligence agencies. “Intelligence agencies have informed that a large number of government employees are propagating separatism and encouraging violence,” an intelligence officer in the J&K Police said.

“Even some employees are using official computers or laptops to preach secessionist ideology through social the media,” the officer said.

Sources said although the state government had blocked 125 Twitter accounts and 79 WhatsApp groups following the violence in 2016, more than 100 WhatsApp groups and 125 Facebook accounts with over 6,000 mobile phones were spitting venom against the country through the social media.

While setting the guidelines for its employees, the government has made it clear that “Employees should be aware that the law enforcement agencies will observe content and information made available by them through social media.

They should use their best judgement in posting material that is neither inappropriate nor harmful to the state.”

On April 26 this year, the state government had banned 22 social networking sites and applications, including Facebook, WhatsApp and Twitter, in Kashmir on the ground that they were being misused by anti-national and anti-social elements to fan trouble. However, the ban was lifted after a month on May 26 following opposition by the civil society and other groups.

    The three, arrested by the security forces in the district’s Kunzar area, include one Pakistani national and two locals. Some arms and ammunition were also recovered from them.

The Pakistani army today violated the ceasefire agreement twice in Poonch district and targeted Indian forward posts with automatic weapons and mortars.

The Indian troops retaliated the firing and no loss to life or property was reported till the firing of the report. Sources said at about 4.30 am, the Pakistan army resorted to firing with small and automatic weapons in the Digwar sub-sector in Poonch district.

“The firing was retaliated effectively and the exchange of fire continued till 7am,” the sources said. They said at about 4 pm again, the Pakistani troops resorted to unprovoked heavy mortar shelling and firing on Indian forward posts in the Khari Karmara sector in Poonch district. The Indian troops retaliated the firing.

After the killing of four Indian soldiers in the Keri sector in Rajouri district on December 23, it was the fourth truce violation by the Pakistan army. Yesterday, the Pakistani troops violated the ceasefire agreement in the Baba Khori area in the Nowshera sub-division in Rajouri district.

On December 24, they targeted Indian forward posts in the Bandichehiyan sub-sector in Poonch district and later in the evening resorted to mortar shelling in the Balakot sector of Mendhar tehsil.

As the year comes to an end, it will be remembered for the government’s hard and soft approach towards militancy in the Valley. Among calls for amnesty, the Valley saw the highest number of militant and civilian casualties in anti-militancy operations in the past four years.

With the killing of 210 militants, most of them in the Valley’s hinterland, the security agencies hoped that ‘Operation All-out’ against the ultras would push militancy to its brink.

During anti-insurgency operations, security forces killed operational chiefs of all militant outfits, but Zakir Musa, the operational chief of the Ansar Ghazwat-ul-Hind — the self-claimed offshoot of the Al-Qaeda in Kashmir, survived the onslaught.

Going after the top commanders, who the police believed were responsible for reviving militancy in Kashmir, the security forces managed to kill the longest-surviving local militants — Qayoom Najar, Yasin Itoo, Noor Trali and Bashir Lashkari. They also killed the mastermind of the Amarnath yatra attack in south Kashmir, Abu Ismail, two nephews of Zaki-ur-Rehman Lakhvi and Lashkar-e-Toiba operational chiefs Abu Dujana and Mehmood Bhai in a series of counter-insurgency operations across Kashmir.

The killing of 210 militants, which was the highest in the past four years, however, came at a cost. Over 40 civilians were also killed this year during anti-militancy operations by security forces.

While the security forces followed the ‘iron-fist’ policy for the militants, they also adopted the ‘velvet glove’ approach while dealing with civilians and new local recruits in militant ranks.

At least five local militants surrendered before security forces, prominent among them footballer-turned-LeT militant Majid Khan.

Security agencies believed Majid Khan’s return was a major success as they feared he would have become another poster boy of militancy like slain Hizbul Mujahideen commander Burhan Wani. Taking a softer approach, the state government recently decided to withdraw cases against first-time stone throwers.

With violence in Valley seeing no end, the Centre responded with the appointment of a special representative for Jammu and Kashmir, Dineshwar Sharma, to initiate dialogue with all stakeholders in the state.

Against the backdrop of ‘Operation All-out’, an increased number of local youths joined militant ranks this year. Over 120 local youths from various districts of Kashmir joined militancy, keeping the number of active militants static despite a large number of them being killed in encounters with security forces. The militants also hit back killing around 30 policemen this year, which is the highest in the last two decades. Besides, six political workers and four bank guards were also killed by militants this year.

At the year is coming to a close, the number of militants remains the same, nearly 200, as it was in January when security forces launched ‘Operation All-out’.

Longest-surviving ultras killed

Going after the top commanders, who the police believed were responsible for reviving militancy in Kashmir, the security forces managed to kill the longest-surviving local militants — Qayoom Najar, Yasin Itoo, Noor Trali and Bashir Lashkari. They also killed the mastermind of the Amarnath yatra attack in south Kashmir, Abu Ismail, two nephews of Zaki-ur-Rehman Lakhvi and Lashkar-e-Toiba operational chiefs Abu Dujana and Mehmood Bhai in a series of counter-insurgency operations across Kashmir.

Security forces had information about an impending strike by militants in Kashmir in the past two-three days, director general of police S P Vaid said on Sunday, hours after a CRPF camp in Pulwama district was attacked.

Four troopers were killed and two injured in the suicide attack on the CRPF training camp by two Pakistan-based Jaish-e-Mohammed militants earlier in the day.

Terming the attack as unfortunate, Vaid said as long as Pakistan keeps sending militants, security forces and people of Kashmir will continue to go through this.

“There was an input in the last two-three days. They (militants) were trying. They probably could not get a place and time earlier. So, they struck last night,” Vaid told reporters at a press conference in Srinagar.

He was outlining the achievements of Jammu and Kashmir police in 2017, and said that almost the entire militant leadership was eliminated in Operation All Out in which 206 local and foreign militants were killed in 2017.

However, challenges will remain as long as “our neighbour keeps sending people” here, he said.

While 75 police, army and other security forces’ personnel were killed in various violence related incidents, as many as 24 civilians also lost their lives during gun battles between security forces and militants.

Vaid said that of the 206 total militants killed this year, 40% (85) were locals. In November, police had said that 66 of the total foreign militants were killed on LoC while infiltrating.

Three more youths shunned the path of militancy in Kashmir on Tuesday, according to the police.

“Another three young boys in the Valley came back home in response to the call of their families. God bless them,” said Director General of Police, J&K, S.P. Vaid.

A total of 10 armed militants have shunned the path of violence to return home in the past few months.

“The return of youths is a big success for the people. It’s Pakistan that is creating trouble here,” said Mr. Vaid.

Besides those giving up arms, according to the police, “67 youths were counselled against joining militancy in 2017.”

The police attribute the change of heart among youths in militant ranks to recruit Majid Khan, 22, returning home in November last year.

Pursuing a new strategy, the police have decided to hide the identities of those who return “to allow them to resume normal life without any media trial or hassles.”

Security agencies in Kashmir are actively pursing a soft policy towards local militants by offering them a surrender option even during encounters. Last year, Chief Minister Mehbooba Mufti doubled the reward money for those who get militants to surrender.
