In a move that will further deepen India-Israel strategic cooperation, Rafael of Israel and India’s Kalyani Group are forming a manufacturing Joint Venture (JV) to produce Spike Anti-Tank Guided Missiles (ATGM) in India and Bharat Dynamics Limited (BDL) will be the system integrator, informed sources told The Hindu.

Spike is a third generation, fire-and-forget, man-portable, anti-tank missile. In all, about 40,000 missiles are required to equip the Army’s 382 infantry battalions and 44 mechanised regiments.

In October last year the Defence Acquisition Council chaired by then Defence Minister Arun Jaitley had cleared the Spike ATGM deal worth Rs. 3,200 crore deal for 8,000 plus missiles, 300 plus launchers and requisite transfer of technology to an Indian firm. The U.S. had lobbied hard for its Javelin missiles with offer of joint development and production of next generations missiles for use by both countries.

The companies are in talks with the Telangana government to procure land to set up a manufacturing facility in Hyderabad as BDL’s missile unit is located there. The JV will conform to the Foreign Direct Investment guidelines with 51% ownership held by the Kalyani Group.

Sources said the plan was to start production in about two years.

I think spike is heavier, but they don't want to be dependent on USA. A hillary presidency will have attempted 'sexual' revolution in India.

Also spike is better in rough terrain as it can be redirected & also doesn't need line of sight.

Other thing is that USA is an expeditionary force with shortage of manpower.

We have no such thing, & no problem with having dedicated 2-3 man at teams instead of simply one guy as part of standard 15-20 man squad (section)

For urban combat, & knocking down walls let's be honest you knock down walls when you want to save civvies. Not bakistanis

India Readies $3 Billion Defence Deals with Israel; Fresh Push to Buy 'Litening-4', 'Spice 250' Bombs & Spike ATGM


NEW DELHI: India is close to concluding a clutch of bilateral military deals and projects with Israel, collectively worth around $3 billion, ahead of PM Narendra Modi's first visit to the country later this year.
At least three deals with Tel Aviv are headed to the Cabinet Committee on Security (CCS) for the final nod, which will consolidate Israel's position as one of the top three arms suppliers to India, defence ministry sources said on Monday.

The main pact concerns the Rs 10,000-crore joint development of a medium-range surface-to-air missile system for Indian Army. The deal is undergoing financial vetting after conclusion of final contract negotiations. India is readying a slew of military deals with Israel worth $3 billion before Prime Minister Narendra Modi visits Tel Aviv this year.

The pacts include the acquisition of 164 laser-designation pods or 'Litening-4' for IAF fighters like Sukhoi 30-MKIs and Jaguars as well as 250 advanced 'Spice' precision stand-off bombs capable of taking out fortified enemy underground command centres."It should be cleared by the CCS within a month or so," said an MoD source.

Some headway has been made over the stalled negotiations for an initial Rs 3,200 crore contract for 321 'Spike' anti-tank guided missile (ATGM) systems and 8,356 missiles. "There was a major difference (of opinion) in the ATGM project cost between the Israeli commercial bid and the much-lower price benchmarking done by the MoD. Over 20 contract negotiation committee meetings have been held till now... the effort now is to close the gap," said the source.



The Army desperately needs third-generation ATGMs, with a strike range of over 2.5-km and fire-and-forget capabilities, to equip all its 382 infantry battalions and 44 mechanised infantry units.

In October 2014, the Modi government had selected the Israeli Spike ATGM over the US Javelin missile system, but the actual contract has been hanging fire since then. The project involves an initial off the-shelf induction, followed by large-scale indigenous manufacture by Bharat Dynamics Ltd (BDL) to equip the 1.18-million strong Army.

The proposed MR-SAM project between DRDO and Israeli Aerospace Industries (IAI), too, will be huge. The initial order is for one MRSAM regiment, with 16 firing units along with their multifunction surveillance and threat tracking radars as well as weapon control systems. But the SAM systems are also to be subsequently produced in bulk by BDL, in keeping with the similar ongoing DRDO-IAI projects worth around Rs 13,000 crore for Navy and IAF.

Baba kalyani is a man of vision. He ventured into Gun. He is venturing into Aero engine now. He into anti tank missile also. He is making light weight gun also. The has made ultra light 105 mm gun also and that to in just 9 maohts, He is a big fan of Make in India. He said that he is very sorry as country do not make Aero engines. He said that his group want to venture in Aero engine and now the group has made some coloboration with some foreign company to make small aero engine.

It is very important that these kind of private players enter into more and more JVs so that high tech defense stuff can be manufactured in country. This will open many new avenues in defense sectors. This will gradually eliminate the country's dependence on other countries. Once are sufficiently competent than we can produce here and export. I can draw a parallel between defense sectors and Automobile. Initially some company collaborated and transfer the technology. Than they started outsourcing the parts. Than they put up their plant. Noe they have started designing and R & D here. We are now a big exporters of car. I can see the same things happening in defense as well. Soon we are going to be a hub of low and medium tech defense stuff before we become the hub of high tech items such as fighter planes etc.

what is the speed of spike missile?
These are basic subsonic (180 m/s) anti-tank missiles with a range of ~1km. Speed is not the top criteria here. There isn't enough flight time for it to pick up much speed anyway. The average target is 500m away, which means a flight time of just 3 seconds.

Yes and this is the reason that the israeli cannon launched missile found unfit for indian army and they have to develop CLGM. It is slow and it can be used against the target as far as 500 m.

Kalyani Rafael Advanced Systems ( KRAS), a joint venture between Kalyani Strategic Systems Ltd, and Israel'sRafael Advanced Defence Systems on Thursday inaugurated its facility here for manufacturing the Spike anti-tank guided missile (ATGM) Spike and other defence products.

The facility, the first in the private sector to manufacture missiles, plans to start production in few weeks.

Baba N. Kalyani, chairman, Kalyani Group told reporters that they were waiting for orders from the Indian Army, which he said would be in thousands.


He said they so far invested Rs 60 crore to Rs 70 crore and would be adding a similar additional amount once orders start coming in.

Rafael President and CEO Yoav Har-Even said the company has so far invested $70 million.

Termed as the largest yet FDI in defence, Kalyani holds 51 per cent in the JV while Rafael holds 49 per cent.

Kalyani said the product would have 90 per cent localisation as they developed sub-contractors and supply system.

The facility will provide direct employment to 500 people and indirect employment through vendors and suppliers to 2,000 to 3,000 people.

Now this is interesting, Israeli companies are taking a different approach to US and Russian companies, they aren't simply waiting around for a large defence deal from India to set up production in India, they are going ahead with the expectation of future orders but also fitting India into their production chain anyway so as to streamline their business as a whole. Another example of this is the Punj Lloyd-IWI tie up.

The Americans and Russians will only offer one-off local production/assembly deals tied to specific defence deals ie "you buy the F-16 first then we'll see about setting up assembly plants in India".
