article is trying to hint at 2 things primarily:
one, paint japanese as the aggressors with their new approach, export of arms being one, though i am surprised the author hasnt mentioned the joint naval exercises, and strategic dialogue india-US-japan are having. the attempt here is to point out the change to the pacifist japanese that they take a note of the change and force a drawback on this new initiative.
the other, play the fears of past to the neighbours, and shout, japanese are coming back to get you again.
the more interesting and unconscious message is, china is pretty bothered about the new assertive japan, which seeks to play a more dominant role in the region and that wont be good news to the hegemonic ideals of the chinese.
