Government is working but the speed is slow even the most important and the biggest national waterway 1 also not fully operational and there are 111 declared National Waterways
you have any comparative analysis to prove "speed is slow", considering National waterways act was passed in 2016.

when did feasibility studies start?
when did feasibility studies end ?
when was detailed project reports submitted?
what was the scope of work in DPR?
when were loan approvals acquired?
when were tenders issued?
when did work start?
when did work end?
if there were delays, where were the delays?

when developing a new industry(like inland waterways), GoI is not the only stake holder in the industry.

ministry of ports, shipping and waterways has given its consent for the construction of a jetty at Balughat in Saran district and another at Bhagalpur district. Cargo terminals will also come up at both places.
We already have inland waterway terminals in Varanasi and Sahibganj
Haldia Terminal in Bengal is almost complete
Beside that there is an old terminal in patna too

Global Inland Waterways Vessel Market to cross $2.2 Trillion by 2024: Global Market Insights, Inc.
Setting up shipbuilding industries alongside river Ganga (NW1) and promoting research and innovation could help us Earn a lot of money by exporting vessels

In the financial year of 2020, over nine million metric tons of cargo was transported on national waterway-1. In that year, the cargo volume increased by over 25 percent, compared to the preceding year. This increase in traffic was due to the Indo- Bangladesh protocol route traffic. Majorly building material was transported using this route.

Reviving the rich ‘River Economy’ of Uttar Pradesh

After cleaning the rivers with a lot of hard work and determination, CM Yogi is all set to use them to revive the ‘River Economy’ of the state to break the landlock.

About 1500 kilometer long waterway from Varanasi to Haldia Bengal is operational. It is the only national waterway in India. This route has proved its utility during the dreadful Corona period. It was one of the safest and most useful ways for the export of vegetables and fruits on a large scale.

Now, the Yogi government will use this route for transportation of coal, food, grains, cement, edible oil, and large cargo. The plans are in place to use other rivers also to create such waterways.

No matter how narrow it gets Ganga is always wider than Suez or Panama Canal
The Width of river Ganga ranges from 1.6 to 8km
the Suez canal consisted of a channel barely 8 metres (26 feet) deep, 22 metres (72 feet) wide at the bottom, and 61 to 91 metres (200 to 300 feet) wide at the surface.
River Ganga is narrow in Uttarakhand and Some parts of Uttar Pradesh but After Kanpur it starts getting Big entering Bihar more rivers join Ganga like Koshi , Gandak etc and it becomes gigantic it expands further in west Bengal and Bangladesh
Actually it is not Ganga. Its a canal of Ganga diverted after Farakka. Which later joins Hoogly river. I have not followed entire course of canal.
Is there enough water. I believe it is.

You are really going bonker , the level of chinese construction us not similar to mumbai even ,they are just rampage in it , also who will visit bihar or bengal or up , what will they set up there , give a detailed info ,you want the growth but nothing comes out of thin air , rhese tall building and all are fascinating enough but whether they are required or not us another point , why build ghost cities , or even better ,you want that we fuck other program and invest tons of money in this waterways glittering cities , that's not the way mate , ut never worked out like that . How will you bring investment here , as a company don't come alone it requires other player in affinity , otherwise they will be commiting suicide , water ways will develop but going all bonker on any topic you read is totally not fine , something require time to work out .

It's not a bad plan but a long term plan ,you want major investment but industry are not willing to , either you throw heaps of money to them for satisfying your desire for these projects , or you go long term with a proper vision .

Analyse it .

If we cannot make such cities , ports and industrial clusters alongside river Ganga and Brahmaputra then we should stop tallking about competing with China
China transports 47% of their freight using inland waterways they have strategically developed this economic belt along river Yangtze to bring down the transportation cost that’s why their products are cheap
Economy of China is 16 trillion dollar already and here we are tallking whether India can become 5 trillion dollar economy or not
Btw if we can not compete with China then we should atleast try to compete with Bangladesh because even Bangladesh transports 35% of their freight using inland waterways we transport only 3% of our freight using inland waterways

But WHAT WILL YOU TRANPORT, NAME THE COMMODITY, our industrial cluster are located differently , you require time to get industry along water ways , first ask bihar to lure industry

Industries follow waterways and not the other way around , developing the infrastructure is the first step
industries will mushroom along waterways like it happened in China and USA and European Union
Even Vietnam has very good and sophisticated network of inland waterways for freight transportation
