Usually with these NOTAMs, the earlier limit is closer to the actual launch date, than the later one. So August 4th ( or very soon after) is more likely to be the day of launch, than say August 25th-30th. JMO
Slowly it will move to Aug 15, to mark the Independence day
Just check the forecast on BOB. Till 7th it is showing thunderstorm. Only after 8th we are getting few hours of clear sky.

NOTAM gets cancelled to facilitate the flyover of flights thru that area. You don't keep a commercial air space closed for no reason.
A new NOTAM, this time from 7th August to 10th for SSLV. August 15 launch can be ruled out now.

And a minimum of 110 tonnes, could be 120 or 130 tonnes( different media reports). Somewhere in that range. Hope there will soon be revelations about the new designs, new/modified subsystems in the vehicle.
