@Swesh I just read the book "From Fishing hamlet to red planet"
1.The author said that they designed Mk-3 from day 1 keeping human spaceflight in mind and hence they capped the 1st stage acceleration below 4G.
2. Also do you know why VSSC said that they can develop a L220 (4 vikas engine core) but not L110 ?

Congratulations my friend you are on right track for about reading books the book is about situations in 1970-2000 when India was not in good terms with usa many programs were blocked by us things changed after break through in india usa realtions . Russia help were extensively sought in that time many priority were changed after 2001 faliure of Russian cryogenic stage. So shif to l110 happened at that time

1. They are exactly going through same way they predicted by many independent analysist recommend that sce200 enable launcher would have been best for HSP program 4 ton capacity is quiet tight constrian for hsp

I can't understand why ISRO said that they can't develop L110 at that time, when they themselves said they could develop a L220

4 Ton is for GTO and for LEO it is 8 tons and it is good enough for HSF

Nope life support system would be just basic system moreover they will eventually shift to sce200 due to payload due to requirment of human space flight since 4 ton to grow is insufficient for space travel

Read line carefully
Due to the assumed constraint on the time available for the development of the vehicle, both the L110 and indigenous CS were considered non-viable. Accordingly, non-cryogenic options with solid boosters came into prominent focus once again. The candidate configuration finding place in a draft project report of 1988 is as follows:

Leo is not space my friend it's just to experiment basic hsf

Ehh?? Even ISS and Chinese Space station are in 400KM LEO, Gaganyaan will also be going to same orbit, then how it's different

Anything above Carmen line is generally accepted as Space. Carmen line can be any where from 70KM to 100-120KM from Surface.
So 300-400 LEO orbit and indeed well inside space.
I was literally saying ki mk3 has just enough capacity for experimental human spaceflight not sustained that mean gaganyaan itself is just 15-20 days experiment even then many required module for hsf is not worked out

They will have to eventually shift to sce200 hsf capacity . They delayed sce200 for gaganyaan that is literally a treagedy

No, the gap between production capabilities of India and them was always this much. It's India who used to launch small PSLVs instead of MSLVs and HLVs.
Budget constraints I guess since hlv has been in books for arround a decade....

Making an HLV MLV takes much more time than a small medium SLV. That's what I'm saying if ISRO will try to fly more GSLV & LVM3 instead of PSLV, it's launch frequency will reduce naturally.

It is foolish to simply expanding the budget in space program without considering the demand of economy and technologies.

Check the below chart of Chinese launch frequency since 1970, you can see it has been growing closely with Chinese economy:
