Depends. We have now started using start/stop of 4th state to insert satellites into different orbits. This is a capability we are using commercially only now. (MIRV :p)

Earlier they said late 2021,
If target's set for 2020, all other exploration missions except Chandrayaan - 2 & Aditya L1 will be slated to be later. Gaganyaan will be awesome in itself though.

At least 3 more Indian Satellites are yet there which will be launched by foreign rockets. Though GSLV Mk3 will improve self dependency to a great degree, its capacity should be boosted to 6 tonnes to GTO at least because most advanced satellites we make weigh more than 5 tonnes.
Then one day HSLV will take over ..
