For planetry missions , ISRO need to have dedicated team. This required different science and engineering. Look at NASA they have dedicated team for these missions.
As ISRO chief once said ,planetary missions are time pass missions as of now, but eventually they will have dedicated teams & missions doing real science, shukrayaan-1 will be the starting point for that

Thats why we know what happened to CY2.

In 2-3 years pvt players will take over commercial launches , then what ISRO will do.

ISRO must stick to science.

We are also preparing parallel for the landing demonstration of the reusable launch vehicle. Currently, the teams are at the landing site at Chitradurga. We are hopeful that everything will be fine in a few days & we'll be able to do the landing demonstration: ISRO chief

No, they need a decade minimum to come up with mature PSLV-G class rockets to take over commercial market. ISRO will shift to research strictly thereafter only.

ISRO is more than a scientific organization, it's a strategic agency.
Indian nation does forsee a long term space policy which aims to use space for India's use than distributing knowledge to world.

So as @Vamsi told, interplanetary missions will remain time pass until India has operational human spaceflight capabilities and dated plans to land on any planet.
