News is about ISRO building the plant for ITPF facility, not about the tanks.

Right, so ISRO was making these tanks in house( or with industry help) but did not produce many of them. Only when needed. The way it is written sounds like they have been imported all along, which can't be right.

Yeah, this is ISRO's own facility, but would be maintained and operated by some 3rd party.
