4 Ton is for GTO and for LEO it is 8 tons and it is good enough for HSF1. They are exactly going through same way they predicted by many independent analysist recommend that sce200 enable launcher would have been best for HSP program 4 ton capacity is quiet tight constrian for hsp

No, the gap between production capabilities of India and them was always this much. It's India who used to launch small PSLVs instead of MSLVs and HLVs.Well look at the launch rates of US and China even Ariana. ISRO has fallen way behind. India needs to put some serious gas to its space programs.
