Yeah. China is planning to have a Moon Rocket by 2030, its for that.
Don't think there is any program to have those large forging machines in India yet, sadly. Lets see if a requirement comes up from DRDO/ISRO in 5 years or so.

if we really plan for manned moon mission ,we don't require a 10m diameter rocket.We can do the same with 5 SC400 core boosters.But if we want a reusable LV like starship then we must need a 10m dia LV

The thing about manned space exploration beyond Van Allen Radiation Belt is that for such an endeavor to be sustainable, we need a reusable Moon Rocket like the Starship and Superheavy Stack. If the goal is just a token manned mission for flag-waving on Moon, then yeah, currently planned ISRO rockets might be sufficient, though barely so.

On another site devoted to space activities, it is projected that that PSLV C-52 with RISAT-1A will be launched only in January 2022! Any truth to this? It was generally accepted that there will be at least one ISRO launch by year end, even in October or latest by November. Which would be PSLV with RISAT-1A. Has anything changed. Just a few weeks ago, ISRO was talking about 3 missions before the end of the year. Now nothing at all?

Nice. I thought it was 4 meters 'cause of GSLV. BTW, any idea what kind of diameter a stage with a 4/5 SCE-200 engine cluster will be?

Found it. Its 5 meters. Not sure if this pic has been posted here before:-

• Looks like the plans to have SC-400 as boosters in SHLV have been replaced by SC-120 as boosters. This is a downer. The former could have given us 42-43 tons to LEO capability, allowing us to conduct an early Manned Moon Mission without having to develop a 100 ton to LEO class rocket. But I guess, 23 ton to LEO is suitable for space station modules.
• Payload capacity to GTO is also not being worked on, sadly. Just 7.5 tons is too low. We'll achieve 6 tons with GSLV Mk-III itself. Americans, Europeans and Chinese can launch 11-14 tons to GTO, although Americans have only ever used such capacity for their superheavy spy satellites like the KH series. Europeans use this to launch two GEO sats in one launch.
• Focus on reusability of SC-400 stage is good.

News on RLV final config:-

• See the payload capacity? Its 11.25 tons to LEO!
• And its fully reusable, booster and RLV. Just C-32 stage is expended item here.
• This will be a big boon to our Space Station. RLV can become the supply vehicle for our Space Station and it will have double the payload capacity compared to the single-use supply vehicles used by the ISS and the Chinese Space Station.
• Add to that if SHLV is also partially reusable, that should decrease the time we need to build our Space Station.
• If we can have these rockets and the space station modules ready by 2030, we can reduce the current 20 year gap between the Chinese and Indian human spaceflight programs down to just 10 years.
• Meanwhile, this year Chinese are preparing to send a crew for a 180 day stay at their new Space Station. They'll be on the Moon by 2032.
• Hopefully after the success of Gaganyaan and SCE-200, ISRO gets some confidence to think of developing a 100 ton to LEO Moon rocket, especially now that the 42 ton to LEO rocket design has been junked.

I was going through the old reports of RLV-TD, in 2019 there were reports that they will be carrying out the LEX in 2020 and then it was moved to this year but now there's no news on this, what's the current update? Last news or report that I could find mentions that HAL has delivered ISRO the landing gears for RLV but that's it.

A bit sad that SSLV launch got pushed back to atlest q2 of next year but it is what it is.

With ISRO (or any Indian Govt-run organization for that matter) delays are the norm and something happening on time & on schedule is an exceedingly rare occurrence.
