What was that unusual fire seen coming out of the upper stage of PSLV ??

Where? Can you post a picture?

Watch between 49 M - 50 M after the lift off.

See around 49.35M a whirlwind type could be seen circling around upper stage of the rocket. Seconds later they clearly look like flames emanating from the top of the rocket . I've not seen anything of that sort before.

This is what you are talking about right?

That is actually nothing to be worried about, it is just water vapour thats condensed on the surface being shaken off. See here for more:

India earned 40 mn euro launching foreign satellites | Business Standard News

India has earned around 40 million euros launching 15 foreign satellites from 2011 till date, Science and Technology Minister Jitendra Singh said Wednesday.

In a written reply to a question in the Lok Sabha, Jitendra Singh - who is also minister for Earth sciences, department of atomic energy and department of space, said the Indian Space Research Organisation (ISRO) launched 15 foreign satellites and 14 Indian satellites during fiscal years 2011-2014 and in this fiscal.

He said the revenue earned through launch of foreign satellites was 39.82 million euros.

Jitendra Singh also said the department of space has laid down the future space programme till 2020.

The plan envisages development of advanced launch vehicle systems, thematic earth observational satellites with improved resolution, high-power, high-throughput communication satellites, microwave multi-spectral remote sensing satellites, weather and climate studies, constellation of satellites for regional navigation, development of critical technologies for human spaceflight and satellites for space science and planetary exploration purposes.

He said India has spent Rs.349.9 crore on its Mars Orbiter Mission till March 31, of the total project outlay of Rs.450 crore. The Mars Orbiter was launched Nov 5, 2013.

THIRUVANANTHAPURAM: With big missions lined up for the immediate future, units of the Indian Space Research Organisation (ISRO) in Thiruvananthapuram have received ample attention in the Union Budget presented on Thursday. The Vikram Sarabhai Space Centre (VSSC) at Thumba, the lead centre of the space agency for the development of launch vehicles and sounding rockets, has received an allocation of Rs 988.67 crore, including plan outlay of Rs 692.01 crore. The total allocation for VSSC has gone up from Rs 711 crore in the 2013-14 budget. The ISRO Inertial Systems Unit (IISU) at Vattiyoorkavu has received an allocation of Rs 76.88 crore, while the Liquid Propulsion Systems Centre (LPSC), one of which is situated at Valiyamala in the district, has been earmarked Rs 278.05 crore, including the plan outlay of Rs 210 crore. The Indian Institute of Space Science and Technology (IIST), the academy at Valiyamala established by ISRO in 2007 to mould space scientists, has received an allocation of Rs 122.50 crore. Busy months lie ahead for ISRO as the list of missions planned include the experimental flight of the Geosynchronous Satellite Launch Vehicle Mk-III (GSLV Mk- III), the heftiest rocket to be built in the country to date. The units in Thiruvananthapuram have a key role to play in all these missions. The GSLV Mk-III project has been allocated Rs 180 crore. The total allocation for the Department of Space in the budget is Rs 7,238 crore, up from Rs 5,172 crore in the previous budget.

is the human landing moon mission that much imp? is it just to prove a point that we have arrived? if the aim is to collect samples we can always do it by an unmaned 4×4 vehicle.

wont it be better to reallocate these funds in stars wars kinda antimissile technology or nuclear mated missiles on satellites.
this is the near future. and us.china.russ have already started working on it.

It's manned space flight to LEO not Moon that was planned by ISRO but not approved by GoI.
