No, it was known. For example, Kristallnacht, which saw killings as well was very well documented by foreign journalists.

Even at start of war, many countries including the USA refused to take in Jewish refugees. In 1932, a ship full of Jews were turned away by USA, Canada and other countries

The West knew about the persecution and genocide, they didn't care.
