Terrorists groups are not their only enemies. If US power wanes in the middle east, or the wokes get enough pull in the US to subvert their support away, Israel will again have to deal with nation states like Egypt and Syria who might try their luck again, in addition to terrorist groups. The combined numerical count on their opposing side is simply massive. The IDF will have to prepare for mobiliing and fully kitting out 500k soldiers in an emergency. And their artillery needs to more than double. Even their quick response heloborne forces need to more than double given how much slaughter can happen on their civilians from just a few hours of infiltration in a few areas.For the past several years, especially after their war with Lebanon they realized even after putting in so much resources they destroyed a good percentage of Lebanon but couldn't do considerable harm to Hezbollah's fighting capabilities. And that is why they went for disproportionate response options such as airforce and special forces units. I still don't think they would go in for a full ground assault they know Hamas has been waiting for years for the IDF to do so, and the presence of excessive tunnel network (of which most would still be intact) and tonnes of rubble around it is a perfect situation for a defending guerrilla force.
It's a lot to expect of such a tiny country, but such is their existential threat environment.
BTW, I think the entire idea of a ground invasion of Gaza is a bad idea. No use in having IDF troops die in the thousands over an unachievable objective of pacifying gaza. Gazans will always be rabid terrorists, civilians and hamas alike. The appropriate response to this terrorist attack is to go after all the hamas leadership sitting abroad, especially in Qatar and Turkey. It seems the US is stopping Mossad from doing its thing for it's own retarded burger logic.
