"Control" is a 2-way street. No matter how oppressive a government or a ruling establishment is, the people will still cooperate in some or the other manner if said government at least pretends to care about the people and if the other options are plain inferior.How big is Gaza anyway? Why can't Israel control it the way we do wrt to Kashmir. Looks like we are much better in controlling our internal states unlike Israel.
Despite cutting off the internet in Kashmir, the GOI continues providing basic services and doesn't really restrict the movement of people. Kashmiri citizens are as free to avail benefits from schemes available to farmers and food rationing to people below the poverty line as any citizen from UP or Assam or Kerala. Meanwhile, Palestinians aren't allowed to use any highways but the ones built to connect towns with Gaza or West Bank but can't venture into Israel without a permit (whose criteria are quite vague) while the Israelis can use whichever they want. As a result, that greatly undermines the ability of Palestinians to seek education, healthcare or jobs in Israel proper which is where most of the development is.
The options Kashmiris have other than integrating within India are also very inferior. Average Pakis can barely afford electricity bills and atta while Palestinians can at least delude themselves into thinking they can be better off because other Arabs like Saudis, Emiratis, Qataris, and Omanis are filthy rich.
