wtfIDF already uses these for detecting tunnels at border. these are for ground vehicles or drones flying very close to ground . it will work with satellites or hight flying aircraft ?if lead lined than even more better , because the lead lined tunnels against the background will be easily distinguishable
ground penetrating radars are there using uavs and aircrafts , sats with other tech should be there too
there is another device which i will not mention, drdo is working on it , developed prototypes too (Israelis will have them too Imo) should be useful to detect large tunnels or networks , though additional sensors like GPR might be needed to confirm the data from same.
i suspect drdo is developing that device to detect porky hidden underground WMD sites, civilian use is also there
