I really don't think so. The US, for once, has pulled up it's sleeve and is doing everything they can to attract semiconductor manufacturing and research to be done in the US, and if not the US maybe friendly countries or countries that they have strategic ties with. I frankly think this ship sailed the minute Trump started the trade war with China, which even the current US government and bureaucrats also by and large follow. Plus, I don't think they can stop the Chinese from trading with Iranians even if the US does that because the very reason why China is diversifying oil supply as much as it can is because they want to make sure that all their supply infrastructure doesn't get blockaded at the same time. It makes no sense for China to agree since it can potentially compromise their energy security.

ground penetrating radars are there using uavs and aircrafts , sats with other tech should be there too

there is another device which i will not mention, drdo is working on it , developed prototypes too (Israelis will have them too Imo) should be useful to detect large tunnels or networks , though additional sensors like GPR might be needed to confirm the data from same.

i suspect drdo is developing that device to detect porky hidden underground WMD sites, civilian use is also there
