We have pralay prithivi series for that also the older agni variants are going to be used towards critical installations as their primary roles are taken by the newer missiles.

Unguided rockets cannot be used to take down military installations far away. Unguided rockets like smerch are used to flush out an area close by and that is their job you need targeted rockets for HVT's to get proper results.
