Kafir is substituted by " heathen" with even more cruel punishments for them.

to give one example, when muslims occupied spain, they never slaughtered whole christian population and even kept intact the churches ( of course some acts of vandalism was there ) but when christians became dominant, they burnt nealy all mosques and killed or drove away all muslims ( that is why you see so blue eyed muslims in algeria as many whites were zealous muslims)

so islamic treatment of kafirs is much better than christian treatment of heathens.

I really doubt this news is true. No one can give this kind of fatwa. The news also mentioned Shayekh Arifi in which case Shaykh never said anything of the sort. The media retracted it later, but the way they were so quick in circulating this highlights just how much they hate Islam since they didn't even bother to verify such slander. And before that we had the alleged Egyptian fatwa mess about how it's allowed for men to engage in acts with their wives even hours after her death. And this was proven to be false later as well. They never learn.
