ISIS and Al Qaeda trying to hire Indians living abroad, says IB director Asif Ibrahim : North, News - India Today

Islamic State (IS) and Al Qaeda are hiring. Having failed to make a dent in India, they are now targeting Indians living abroad. Youths of Indian origin living outside the country have already joined the IS, and intelligence agencies are alarmed at this growing trend.

"The Indian diaspora has become increasingly vulnerable to elements having allegiance to terror groups," said Director of Intelligence Bureau Asif Ibrahim, describing global jehadi groups as a serious security challenge for India.

"Vulnerable groups and fringe elements from over 80 countries have gone to the region (Iraq-Syria) to participate in the conflict," Ibrahim added while addressing a conference of the top brass of police and security establishment in Guwahati on Sunday.

Ibrahim said even a splinter group of home grown Indian Mujahideen operating in the Af-Pak region has announced its support to the ISIS and to bolster its flagging image Al Qaeda has announced the formation of its Indian sub-continent wing specifically targeting India.

"The rapid territorial gain and the influence of caliphate on the one hand glamourises the image of the group (Islamic State) while on the other it enhances its capability," Ibrahim said at the DG-IG conference attended by Prime Minister Narendra Modi, Home Minister Rajnath Singh and several chief ministers.

Indian agencies believe global jehadi groups have had no major impact on Indian Muslims apart from a few stray incidents like four youths from Kalyan joining the Islamic State.

"Unlike many western countries, local interventions and timely counselling have proved adequate deterrence for potential recruits. Prominent Muslim sections, organisations, seminaries and clerics in India have not only rejected the declaration of caliphate and the Islamic State, but also declared these activities un-Islamic," he said.

Arif Majeed, who till now was believed to have been killed while fighting for the Islamic State, was arrested on Friday hours after he landed in Mumbai after surviving bullet injuries in Iraq.

In May this year, four youths from Kalyan-Shaheen Tanki, Fahad Shaikh and Aman Tandel besides Arif-had left India to visit holy places in West Asia, but they disappeared soon after and since then were suspected to have joined the Sunni extremist group. Ibrahim also said there is an imminent danger of more Indian youths moving to conflict zones if these four emerge as role models.

The Islamic State and the Al Qaeda have been carrying out religious propaganda to attract people to join jehad. In fact, the four Kalyan youth who joined the Islamic State were also radicalised through a website.

"Involvement of community leaders in counter-radicalisation initiatives and the need to articulate against jehadi propaganda was highlighted in the deliberations," Ibrahim said.

The IB director said Pakistan and Pakistan-sponsored groups like Lashkar-e-Taiba and Jaish-e-Mohammad have been trying to organise violent attacks on India. He said the detection of Jamaat-ul-Mujahideen Bangladesh (JMB) in West Bengal's Burdwan has reflected the first brazen attempt by the group to establish a base in India.

Ibrahim also said that in the last couple years, security forces have been successful in neutralising a series of Indian Mujahideen modules in the country with the arrest of several of its leaders.

Why can't he simply say "Secular people from Kerala, Hyderabad living in Gulf"?
