India and Maldives conduct joint surveillance operation

http://minivannews.com/news-in-brief/india-and-maldives-conduct-joint-surveillance-operation-14863

By JJ Robinson | January 9th, 2011 | Category: News in Brief | 1 Comment »

India and the Maldives have begun an operation to conduct surveillance of the Maldives' Exclusive Economic Zone (EEZ), using Maldives National Defence Force (MNDF) coastguard vessels and Indian navy aircraft.

The joint surveillance operation comes after several boatloads of Somali castaways were rescued in the Maldives last year. One of the dinghies contained a spent bullet shell.

No suspicious activities have been detected since the launch of the operation on Thursday, the MNDF said.

IRGC to Stage Joint Drills with Persian Gulf Littoral States

http://english.farsnews.com/newstext.php?nn=8910181189

TEHRAN (FNA)- A senior commander of the Islamic Revolution Guards Corps called for robust interactions among the regional states, the Islamic countries in particular, and announced that the IRGC is due to hold joint military exercises with the Persian Gulf littoral states in the near future.

"The Islamic Revolution Guards Corps has invited the regional states to joint military exercises to establish durable security and boost unity and interaction among the Persian Gulf states," Commander of the IRGC Naval Forces Rear Admiral Ali Fadavi said on Saturday.

Fadavi added that the invitations have been warmly welcomed by the regional states.

"We will witness increased cooperation and military drills among the countries which share common interests in the Persian Gulf in the near future," he continued.

"The issue will give this waning to the enemies of the region's security and interests that they have no place in the region," Fadavi reiterated.

He further described the Persian Gulf neighboring countries as "members of a single family", adding that the power and strength of each member will empower the other members.

"Therefore, Iran's power and strength promotes the power of the Persian Gulf region and ensures durable security in this vital world energy corridor," he noted.

In December, the IRGC Navy dispatched a fleet of warships to Qatar as part of the two countries' plans for expanding defense ties and cooperation.

"The measure was actually adopted in response to the participation of a number of Qatari military commanders in Payambar-e Azam (The Great Messenger) 5 regional drills of the IRGC and it will pave the ground for boosting mutual cooperation," Lieutenant Commander of the IRGC Naval Forces Alireza Tangsiri said at the time.

The IRGC was appointed to defend the Persian Gulf security in 2008. The Iranian army has been tasked with controlling the Sea of Oman and the Caspian Sea, while the full responsibility for defending the Persian Gulf security has been entrusted to the IRGC.

The Iranian Army Navy and the Islamic Revolution Guards Corps Navy have tight cooperation in controlling the country's waterways and protecting Iran's interests inside territorial waters and in the high seas.

Iran's naval power has even been acknowledged even by the foes. In a Sep. 11, 2008 report, the Washington Institute for the Near East Policy said that in the two decades since the Iraqi imposed war on Iran, the Islamic Republic has excelled in naval capabilities and is able to wage unique asymmetric warfare against larger naval forces.

According to the report, Iran's Navy has been transformed into a highly motivated, well-equipped, and well-financed force and is effectively in control of the world's oil lifeline, the Strait of Hormuz.

Japanese, US forces hold war games in Japan simulating missile attacks, full-scale invasion

http://www.google.com/hostednews/ca...qM5h3aMTnv3pKOr_834vFMj88LzBLHg?docId=5775058

By Eric Talmadge (CP) – 22 hours ago

CAMP KENGUN, Japan — Several thousand American and Japanese troops simulated missile attacks, guerrilla warfare and a full-scale invasion of Japan as part of a major war games that began Thursday.

The exercises, called "Yama Sakura," involve about 1,500 U.S. troops and 4,500 Japanese military personnel. Yama Sakura, being held on the southwestern island of Kyushu, is the biggest annual joint manoeuvr held with Japan's army.

Lt. Gen. Shunzo Kizaki, the commander of the Japanese troops in the exercises, said they involve simulations of ballistic missile attacks, special forces warfare and an invasion of Japan's southernmost main island. He said further details are classified.

Yama Sakura, a command post exercise, is mostly done around computer simulations conducted at established bases, rather than real-world deployment of troops.

Kizaki said the exercises — which run through Feb. 3 — are not directed at any particular threat, but contribute to Japan's overall ability to deter an attack and defend its territory.

Japan has grown increasingly concerned about its defences in its southwest, and particularly around the Okinawan islands, because of a number of incursions into its sea lanes by Chinese warships, including the movement of a Chinese flotilla through the Miyako Strait last April.

In response, the government has announced that it will bolster its monitoring capabilities in the region, and is reportedly considering boosting its submarine fleet.

Japan is also concerned over possible aggression from neighbouring North Korea.

Lt. Gen. Benjamin Mixon, commander of the U.S. Army Pacific, said the exercises are designed to enhance the troops' ability to fight together, and demonstrate the U.S. resolve to support the security interests of Washington's allies.

"Many countries throughout the region face increasing security challenges and transnational threats," he said.

Under a mutual security treaty, about 50,000 U.S. troops are deployed throughout Japan, including major Air Force, Marine and Navy units. The U.S. Army component is smaller, but trains intensely with its Japanese counterpart.

US, Thai Marines join for Cobra Gold 2011 field training exercises opening ceremony
http://www.dvidshub.net/news/65026/...011-field-training-exercises-opening-ceremony

BAN CHAN KREM, Kingdom of Thailand – Marines and sailors from the Ground Combat Element of 3rd Marine Expeditionary Brigade Forward, III Marine Expeditionary Force, along with Royal Thailand Marines gathered at a newly constructed firing range here for the opening ceremonies of the field training exercises for Cobra Gold 2011.

The GCE, headquartered out of Ban Chan Krem, consist of Marines and sailors from 4th Marine Regiment, 3rd Marine Division, III Marine Expeditionary Force; Combat Assault Battalion, 3rd MarDiv; 3rd Reconnaissance Battalion, 3rd MarDiv; and Combat Logistics Regiment 35, 3rd Marine Logistics Group, III MEF.

U.S. Marine Col. Stephen M. Neary, commanding officer of the GCE, along with his Thai counterpart, Royal Thai Marine Col. Sittinan Ronnarong, addressed the troops during the field training exercises opening ceremony on the importance of partner nation interoperability and joint training.

"It's great to be in Thailand participating in the 30th anniversary of Cobra Gold," said Neary. "Here at [Ban Chan Krem], the [GCE] is honored to be in the Kingdom of Thailand with [one of the] U.S.' oldest ally dating back to 1833."

The commanders addressed their troops from a hill overlooking a training area that only six days ago had been untamed wilderness. Heavy equipment operators with CAB leveled the ground before working parties pulled from 4th Marines and CAB finished constructing the ranges in a six-day period.

Before CAB and 4th Marines built the ranges, there was nothing at the site except the brush and hills that make up the rest of Ban Chan Krem, according to Cpl. Daniel D. Comparetto, a heavy equipment operator with Combat Engineers Company, CAB.

The area will be used for a seven-day training evolution that will see U.S., Thai and Republic of Korea Marines train with a new skill set each day. The training will include two combined units mixing Marines from different countries together for joint training.

"We will accomplish this [training] by conducting live-fire training, executing a combat life saving package, urban operations training and a staff planning exercise for a humanitarian assistance, disaster relief problem," said Neary. "Our live fire training will consist of enhanced marksmanship training, a machine gun shoot and the employment of Marine air."

The training here will also include training with various weapons systems and tactics, which familiarizes the Marines with their counterparts operating procedures.

"They will get a pretty good grasp of the weapons systems," said Cpl. Patrick Rodriguez, a MK19 Automatic grenade launcher instructor at the new range.

"Throughout the exercise we will focus on building relationships with our Thai and Korean Marine brothers, working on multinational solutions to common problems," said Neary.

The 3rd MEB GCE, Aviation Combat Element and Logistics Combat Element will participate in joint training throughout Thailand during Cobra Gold 2011, including a mock amphibious assault at Hat Yao, a helicopter raid at Samesan and humanitarian assistance and community relations projects at various locations.

In addition to the field training exercise, Cobra Gold 2011 has a staff exercise and numerous humanitarian civic assistance program projects throughout Thailand. Cobra Gold 2011 is a regularly scheduled joint and combined exercise in the continuing series of U.S.-Thai military exercises designed to ensure regional peace bY strengthening the bonds between the seven particpating nations: Thailand, Republic of Singapore, Japan, Republic of Indonesia, Republic of Korea, Malaysia and the U.S.

Kiev hosts war games drills

KIEV, Ukraine, Feb. 4 (UPI) -- The Ukrainian and U.S. militaries agreed to carry out joint exercises on Ukrainian soil, the head of the Ukrainian military announced.

Washington and Kiev agreed to carry out war games maneuvers after Ukrainian officials met in Brussels with U.S. Navy Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, in January.

Col. Gen. Hryhoriy Pedchenko, the chief of the Ukrainian armed forces, said both sides would conduct at least five sets of drills in Ukrainian territory.

He said the war games are to involve U.S. and Ukrainian forces but Kiev also extended invitations to the military leaders of Poland, Slovakia, Hungary, Romania and Russia.

"By conducting war games, Ukraine is planning to broaden its cooperation with a number of countries, not only with the United States," he said in a statement.

The goal of the exercises, dubbed Sea Breeze and Rapid Trident, are intended to improve the regional level of confidence, the Ukrainian colonel added.

Vessels with the NATO alliance began arriving in this week at Ukrainian ports to take part in the two-week period of military drills.

Ukrainian lawmakers voted against international military exercises in 2009 but reversed course in 2010. Ukraine has hosted Sea Breeze drills since 1997.

East Africa: EASF Prepares for Joint Military Exercises in Sudan
http://allafrica.com/stories/201102100146.html

Delegates from member states of the Eastern Africa Standby Force (EASF) are meeting in Bujumbura, Burundi, in an Initial Planning Conference (IPC) for a Command Post Exercise (CPX) to be conducted in Sudan, this year.

The week-long meeting is scheduled to end Friday.

"The aim of the IPC is to develop the key exercise documents and to mobilize member states contributions to the training audience and exercise control staff," Army and Defence Spokesman, Lt. Col. Jill Rutaremara, said.

Participants include military, police and civilian delegates from each of the EASF member states; the EASF Coordination Mechanism Staff and members of the Planning Element based in Nairobi, Kenya.

There are also development partners' representatives who offer technical and financial support to the EASF, according to Rutaremara.

The Bujumbura meeting follows a decision of the Council of Ministers of the EASF who met in Bujumbura from December 3-4, last year, and approved the EASF Calendar of Activities.

EASF member states include Burundi, Comoros, Djibouti, Ethiopia, Eritrea, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Tanzania and Uganda

It is composed of standby multidisciplinary contingents, with civilian, police and military components in their countries of origin and ready for rapid deployment at appropriate notice.

The EASF is part of the African Standby Force (ASF) which falls under the African Union (AU).

Its establishment, in 2004, followed the ratification of the AU Peace and Security Protocol in 2002.

The objective of the EASF is to carry out, in a timely manner, the functions of maintenance of peace and security, as mandated by the AU Peace and Security Council.

Japan to take part in India-U.S. naval exercises again
http://www.thehindu.com/news/national/article1459041.ece

Sandeep Dikshit
Share · print · T+ The Malabar series will be held in April off the Okinawa coast

The Japanese Navy will take part, for the second year running, in the joint naval exercises by India and the United States. These will be held off the Okinawa coast, which has the highest concentration of U.S. Marines in the region.

The Malabar series of exercises, from April 2 to 10, will include Japanese ships, in keeping with the growing proximity, in a wide variety of spheres, between New Delhi and Tokyo, said government sources.

India had stopped involving more countries in the Indo-U.S. exercises after China, in 2007, sent demarches to all the participants of a five-nation naval exercise held in the Bay of Bengal. With last year's Japanese participation raising no political storm, India was once again agreeable to the idea of allowing the Japanese Maritime Self Defence Force to participate.

The sources said that as India was keen, following the acquisition of marine heavy-lift capabilities, to engage with the U.S. Marines, the Pentagon agreed to have one such exercise off Okinawa.

The sources also pointed to the presence of the Chief of Staff of the Japanese Ground Self Defence Force, General Yoshifumi Hibako in the country and to the recent visits to Japan made by the Indian Chiefs of the Navy and the Air Force.

"We have had all the three service chiefs meeting each other in six months."

Japanese interest in developing a robust defence cooperative arrangement with India comes even as a National Defence Programme Guidelines, released recently, mentions three countries as rising powers. Japan has a tense relationship with China and is still negotiating a peace treaty with Russia. India is the only country with which it does not have security issues.

"It is extremely difficult for countries to individually deal with global security challenges such as access to seas, outer space and cyber space. With India, we are looking for more maritime cooperation, which, needless to say, Japan requires, as it is a trading nation. Humanitarian assistance and disaster relief is the other area," said the sources.

Framed after a gap of seven years and a failed attempt by the former Prime Minister, Yukio Hatoyama, the guidelines bring India into sharp focus. After mentioning the U.S. and the Association of Southwest Asian Nations (ASEAN), its traditional parameters, the guidelines state that Japan must increase its cooperation with India and other countries that share the common interest of enhancing the security of maritime navigation from Africa to the Middle East to East Asia. By entering into a closer bilateral security relationship, India could, in future, get access to platforms and technologies that Japan had made its priorities in the defence arena, such as maritime patrol, air defence, response to ballistic missiles, transportation and command communications.

The sources also drew attention to the greater importance to be given to India — as was reflected in two key speeches, made by Japanese Prime Minister Naoto Kan, on diplomacy, and Minister for Foreign Affairs Seiji Maehara's address to the Diet. In Mr. Kan's speech, India figured in four out of Japan's five foreign policy pillars while in Mr. Maehara's address, India, though mentioned, was ranked below several other countries with whom Japan wants to strengthen relations.

The previous attempt to institutionalise a U.S. allies-plus India naval exercises had been abandoned after it drew fire from China. In 2007, a massive Malabar series exercise was held in the Bay of Bengal with the participation of the navies of India, the U.S., Singapore, Australia and Japan. The Left parties held demonstrations on the eastern coast. The issuance of demarches by China to all participants saw Australia, then under the Prime Ministership of Kevin Rudd, breaking ranks. This was followed by other countries also agreeing to go slow on the concept. But the uproar saw Defence Minister A.K. Antony denying any move towards creating a military bloc. "It's only an exercise," he had said.

According to the U.S. Navy, the aim of the exercise is to "strengthen the stability of the Pacific Region," but India denies this, deeming it simply as a learning exercise for the Indian Navy. The Navy will concentrate on aspects such as anti-submarine warfare, surface warfare, air defence, live-fire gunnery training, and visit, board, search and seizure (VBSS) operations, maintain the sources.

Italian air force trains in Israel

The Italian air force will continue to use facilities in Israel to train its pilots for desert combat and to defend themselves against surface-launched threats, according to Israeli sources.

With the Italian air force's continued deployment in Afghanistan, it believes Israel offers the best training for the environment it will encounter.

The Israeli air force has gained vast experience in defending its aircraft against surface-to-air threats and is now sharing this with the Italian service.

In December 2010 Italian air force Panavia Tornado fighters were deployed to the Israeli air force Uvda airbase in southern Israel.

The Tornados flew against an "enemy" Israeli Lockheed Martin F-16, but mainly trained in avoidance tactics from surface-launched threats.

Special flares were used to simulate surface-to-air missile launches to train pilots in the use of countermeasures or to perform avoidance manoeuvres.

Last year the Israeli service deployed its fighters to an Italian air force base in Sardinia for training and has previously trained with the Greek service.
