Automatic Weather Stations in North-Eastern States


India Meteorological Department (IMD) has installed modern Automatic Weather Stations (AWS) in North Eastern States of India.


In order to enhance the Weather & Climate services of the NE region, an activity namely, ‘Integrated Meteorological Services for the North-East (NE) region’ has been initiated by the Ministry of Earth Sciences (MoES) under the Central Sector scheme Atmosphere & Climate Research-Modeling Observing Systems & Services (ACROSS). Under the activity, entire observational network in the NE region will be augmented to improve the weather & forecasting skills over the region by commissioning of state of art systems like 8 X-Band Doppler Weather Radars, GPS sonde systems, Snow Gauges, and augmentation of Automatic Weather Stations, Automatic Rain Gauges etc. This will include setting of observational network required for meeting aviation & other requirements through commissioning of Automated Weather Observing System/Heliport Automated Weather Observing System (AWOS/HAWOS), setting up/upgradation of Meteorological Centres (MCs) and other facilities over the region.


Augmentation of the observational network will help fill the data gap areas in the region, leading to better accuracy of forecasts and consequent precision in Climate monitoring, analysis and climate prediction.

Indian Army inaugurates first solar energy harnessing plant of 56 KVA in North Sikkim


Indian Army in its quest for harnessing renewable energy for its troops inaugurated the First Green Solar Energy harnessing plant of 56 KVA using Vanadium based battery technology in North Sikkim, at an altitude of 16000 ft.

Assam: Rupsi Airport in Dhubri becomes operational after 38 years, Flybig flight lands


The Rupsi Airport in Assam’s Dhubri district became operational after 38 years on Saturday with the landing of the inaugural Flybig flight at the airport from Guwahati Airport.


The news has been confirmed by the Rupsi Airport authority.


While sharing a picture of the inaugural flight on its Twitter handle, Rupsi Airport authority wrote: “The Historic Moment is here- Welcoming first commercial flight at #Rupsi Airport by @flybigairlines. Water cannon salute was accorded to inaugural flight today by #Airport authorities. The maiden flight arrived from Guwahati #Assam.”

ADB, India sign agreement to support preparation of road upgradation project in Sikkim

The Asian Development Bank and the Government of India today signed a $2.5 million project readiness financing (PRF) loan to support project preparation and design activities to upgrade major district roads in Sikkim that will help improve connectivity to important towns, rural areas, and pilgrimage and tourist destinations in the northeastern state.


The signatories to the PRF for the proposed Sikkim Major District Road Upgradation Project were Shri Rajat Kumar Mishra, Additional Secretary, Department of Economic Affairs in the Ministry of Finance, who signed for the Government of India, and Mr. Takeo Konishi, Country Director of ADB’s India Resident Mission who signed for ADB.


After signing the loan agreement, Shri Mishra said that the PRF will support the state government’s priority in improving road connectivity in the hill state through planning and designing of major district and other roads and bridges that will help boost the state’s economy and improve accessibility for people in remote villages.


“The PRF project aims to ensure implementation readiness through feasibility studies, preparing detailed engineering designs of selected subprojects and building capacity of state agencies so that the ensuing project gets completed in a timely manner,” said Mr. Konishi. “It will also help incorporate elements of road safety, maintenance, and climate adaptation and mitigation in the ensuing project for long-term sustainability of created assets,” Mr Konishi added.


Sikkim’s road network requires upgradation to all-weather roads as frequent landslides and erosion damage roads and disrupt intra-state connectivity. The PRF will help the state upgrade identified major district and other roads to improve linkages to the national and state highway network connecting important towns and commercial centers.


Some of the priority roads identified for upgradation are included in the state’s master plan for transport management that was formulated with ADB technical assistance in 2012. The ADB-funded North Eastern State Roads Investment Program launched in 2011 had earlier supported road improvements in Sikkim.


ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 68 members—49 from the region.

Raksha Mantri Shri Rajnath Singh dedicated to the nation 12 roads, built by Border Roads Organisation (BRO) in the Northern and Eastern border areas on June 17, 2021, in the presence of Chief Minister of Assam Dr Himanta Biswa Sarma, Chief Minister of Arunachal Pradesh Shri Pema Khandu, Union Minister of State (Independent Charge) for Youth Affairs & Sports, Minority Affairs and AYUSH (Independent Charge) Shri Kiren Rijiju and Chief of Defence Staff General Bipin Rawat. Minister of State (Independent Charge) for Development of North Eastern Region & Minister of State, PMO, Dr Jitendra Singh was among the dignitaries who attended the event virtually.





At an event organised in Lakhimpur district of Assam, the Raksha Mantri e-inaugurated a 20-km long double lane Kimin-Potin road, along with nine other roads in Arunachal Pradesh and one each in the Union Territories of Ladakh and Jammu & Kashmir. The roads have been constructed under ‘Arunank’, ‘Vartak’, ‘Brahmank’, ‘Udayak’, ‘Himank’ and ‘Sampark’ projects of BRO.





Speaking on the occasion, Shri Rajnath Singh lauded BRO for its contribution in infrastructure development of remote border areas of the country, especially amid the COVID-19 restrictions. He said the roads inaugurated today hold strategic and socio-economic importance as they will play an important role in strengthening national security as well as promoting development of the North-East region. “These roads will be helpful in fulfilling the needs of our Armed Forces and transporting necessities like medicines and ration to remote areas,” he said.





The Raksha Mantri added that these road projects are part of the ‘Act East Policy’ of the Government wherein special emphasis is being laid on the overall development of the border areas. He reiterated the resolve of the Government, under the leadership of Prime Minister Shri Narendra Modi, for the development of North-east, describing the region as the gateway to not only the overall development of the country, but also to the nation’s relations with East Asian countries.





Shri Rajnath Singh paid tribute to the soldiers who showed exemplary courage during the Galwan Valley incident last year and made the supreme sacrifice in the service of the nation. He said India is a peace-loving nation but its response to aggression has been resolute.





The Raksha Mantri also touched upon some of the major reforms undertaken by the Government, including appointment of Chief of Defence Staff, measures to boost self-reliance in defence manufacturing and Corporatisation of Ordnance Factory Board (OFB). These reforms are proving to be a game changer in the military preparedness in the rapidly changing times, he said.





Shri Rajnath Singh underlined the constant efforts of the Government to make India self-reliant in defence manufacturing under the ‘AatmaNirbhar Bharat’ envisioned by the Prime Minister. “We are actively working towards making India a defence manufacturing hub. Self-reliance in defence production will reduce our dependence on imports, increase exports and strengthen our economy,” he said.





In his address, DG Border Roads Lt Gen Rajeev Chaudhry gave a brief overview of the achievements of BRO and reiterated the commitment of the organisation towards infrastructural development of border areas.

NESAC will transform Shillong into the “Space Tech capital of the east”: Union Minister Shri G. Kishan Reddy

Shri G Kishan Reddy, Union Minister of Culture, Tourism and Development of North East Region said that NESAC (North Eastern Space Applications Centre) has enabled the States to address issues and challenges of North Eastern region with the support of space technology. “The organisation can also provide the required strategic inputs for the entire region for its overall development and strategic planning”, he said.





Speaking at the NESAC Society Meeting, held today at NESAC, Shillong, Shri Kishan Reddy informed that between 2014 and 2021, the assets of NESAC almost tripled from Rs 41.6 crores to Rs 112 crores. And this is a clear example of the Prime Minister’s commitment and his mantra, “Sabka Saath, Sab Ka Vikas, Sab ka Vishwas” being implemented on the ground. Activities of NESAC are focused on the practical applications of space technology in agriculture, and allied fields like silk farming where it can help in early detection of diseases, etc, he added.


“As all of us know, Shillong is called the ‘Scotland of the East’ due to its scenic beauty. However, with the efforts of NESAC, I am sure it will soon be known as the ‘Space Tech Capital of the East,’ the Union Minister said. He further stated that it was Prime Minister Narendra Modi’s vision that all the states of the North Eastern region have the same opportunities as other states to develop on part with the rest of India.


Acknowledging NESAC’s achievements, the Union Minister said that the Center has helped preserve forests by assessing forest fires and protecting endangered wildlife such as rhinos by studying the changing land cover. It is also noteworthy that NESAC has used satellite communication for telemedicine, and tele-education and about 1000 programs are conducted each year, he added. This apart, NESAC has helped to address the unpredictability of mother nature through weather prediction, and forecasting thunderstorms, lightning, and providing early flood warning and provides urban planning support and States can leverage on this to assess traffic congestion, property encroachments, and the mapping of utilities and assets, he said.





Recently, with support from NEC, NESAC has released North Eastern Spatial Data Repository (NeSDR) with about 950 datasets. These datasets are related to infrastructure, land and water resources, assets & utilities, terrain, disaster management support inputs and action plan inputs to empower developmental planning and monitoring activities in NE region. All the States are to take advantage of this data sets by signing MoUs with NESAC for specific activities such as detecting encroachments, and epidemic planning. ‘’We must also effectively use the facility of NESAC for promotion of culture and tourism as well, which has lots of potential in the region. As India celebrates 75 years of Independence, I invite the Chief Ministers of North eastern states to collaborate, co-ordinate and celebrate our freedom through ‘Azadi ka Amrut Mahotsav’ events. These events should concentrate on the overall development of the region,” said shri Kishan Reddy.





Extending his appreciation to NESAC for undertaking crucial projects and working under the able guidance of Shri Amit Shah ji, the Union Minister said, “As Amit Shah ji is the President of the NESAC Society and the Chairman of the North Eastern Council (NEC), I am confident that NESAC would expand its foot print and prove to be a model of development for other States as well, as it paves way for holistic development of the region.”


The Union Minister for DoNER then joined the Hon'ble Union Home Minister, Shri Amit Shah Ji at the foundation stone laying ceremony for Multi-purpose Convention Centre cum Space Exhibition Facility of NESAC.

North Eastern Space Applications Centre (NESAC) was established as a joint initiative of Department of Space (DOS) and the North Eastern Council (NEC) and came into being on 5th of September, 2000. The Centre helps in augmenting the developmental process in the region by providing the advanced space technology support.

Railway Projects in North Eastern Region

As on 01.04.2021, 20 Projects costing Rs.74,485 crore for 2,011 km length falling fully/partly in North Eastern Region are under different stage of planning/ approval/ execution, out of which 321 km length has been commissioned and an expenditure of Rs. 26,874 crore incurred upto March, 2021. These include-


  • 14 New Line Projects covering a length of 1,181 km at a cost of

Rs 56,553 crore, out of which 253 km length has been commissioned and an expenditure of Rs 23,994 crore incurred upto March, 2021.


  • 6 Doubling Projects covering a length of 830 km at a cost of

Rs 17,932 crore, out of which 68 km length has been commissioned and an expenditure of Rs 2,880 crore incurred upto March, 2021.


During 2014-21, 1356 km projects (270 km of New Line, 972 km of Gauge Conversion and 114 km of Doubling) falling fully/partly in North Eastern Region have been commissioned at an average rate


193.71 km per year, which is 94% more than average commissioning during 2009-14 (66.6 km/year).


For financial year 2021-22, total Budget outlay of Rs 6,913 crore has been provided for infrastructure and safety works falling fully/ partly in North Eastern Region, which is 226% more with respect to average annual budget outlay of 2009-14 (Rs 2,122 crore/year). Average annual Budget allocation for these projects during 2014-19 has been enhanced to Rs 5,531 crore per year from Rs 2,122 crore per year during 2009-14, which is 161% more than average annual budget outlay of 2009-14 and budget outlay of Rs 4,669 crore was provided for these projects for financial year 2020-21 which is 120% more than average annual budget outlay of 2009-14.


Funds are allotted project-wise on yearly basis, based on requirement projected by the Zonal Railways depending upon progress of the work subject to availability of funds.

Civil Aviation Minister Shri Jyotiraditya Scindia seeks personal intervention of Chief Ministers of 5 states in expediting development of airports

Shri Jyotiraditya M. Scindia, has written to the Chief Ministers of Andhra Pradesh, Arunachal Pradesh, Assam, Bihar and Chhattisgarh, requesting their personal intervention to instruct the concerned officers to initiate action for expediting the various matters like land allocation, deposition of funds with Regional Air Connectivity Fund Trust (RACFT), VGF support for International UDAN operations etc. for strengthening of aviation infrastructure in the respective states. AAI has embarked upon development and expansion of airports in the country at a cost of Rs. 20,000 Crore in the next 4-5 years in order to meet the growing passenger demand in the country.


In the letter written to Chief Minister of Andhra Pradesh Shri Y.S. Jagan Mohan Reddy, Shri Scindia has mentioned that the State Government has already handed over the quantum of land in most of the airports. However, some portion of lands viz 14.31 acre at Tirupati required for extension of runway and other operational requirements, 10.25 acre at Rajahmundry for construction of residential colony and 50 acre at Kadapa for extension of runway and Approach Lighting System are yet to be handed over to AAI by the State Government. In addition to that, the Minister highlighted that the diversion of Eluru canal needs to be undertaken by the State Government for extension of runway upto 4000 m at Vijaywada airport along with approach lighting system. Further, the Minister observed that an amount of Rs.14.64 Crore needs to be deposited with Regional Air Connectivity Fund Trust (RACFT) at the earliest by the Andhra Pradesh Government (20% of VGF share for UDAN flights till 31.07.2021 in the State). The Minister stated, “State Govt may give their consent to provide 100% VGF support for International UDAN operations (Vishakhapatnam - Dubai). On receipt of the consent of the State Government for 100% VGF support, routes will be put to bidding for the airlines.”


Similarly, the Shri Scindia has written to Chief Minister of Arunachal Pradesh seeking his intervention in land acquisition for various aviation sector projects which includes land requirements of 5.5 acre for installation of Non-Directional Beacon (NDB) and Doppler Very High Frequency Omni Range (DVOR) protection area and construction of Residential Colony for airport staff at Tezu Airport. Another 70 acres at Dirang, 34.3 acres at Daporijo, 2.3 acres at Passighat, 7 acres at Along and 10.6 acres at Ziro. He said that the State Government needs to immediately operationalize heliports at Daparizo, Itanagar, Tuting, Walong, Yinghiong and Ziro, for which Budget of Rs. 8.44 crores per heliport has already been allocated by this Ministry under Regional Connectivity Scheme (RCS)- UDAN (Ude Desh ka Aam Nagrik).


Civil Aviation Minister Shri Scindia has also written to Assam Chief Minister Shri Himanta Biswa Sarma drawing his attention to matter of land requirements of 78.5 acres at Dibrugarh Airport, 109 acres at Lilabari Airport, 116,5 acre at Silchar Airport & 50 acres at Jorhat Airport. He mentioned that the land required at Dibrugarh Airport will be utilized for future expansion of the Airport and necessary runway strip, while that at Lilabari Airport will be used for construction of Isolation bay, necessary runway strip and development of a new Aviation Manpower Training Institute. The land requested at Silchar Airport will be used to develop city side infrastructure and land at Jorhat Airport will be used for development of a New Civil Endlave. Out of the total projected land only 8.5 acre of land has been handed over at Dibrugarh Airport, and rest of the land parcels are yet to be handed over by the State Government.


Shri Scindia has written to the Bihar Chief Minister Shri Nitish Kumar, underscoring the land requirements of 49.5 acre at Patna airport for runway extension, Parallel taxi track, Doppler Very High Frequency Omni Range (DVOR) equipment, Isolation Bay and Glide Path, 50 acre at Purnia Airport for development of New Civil Enclave, 121 acre at Raxaul to develop the airport for ATR-72 type of Aircraft, 475 acre at Muzaffarpur airport to develop it for operation of A-320 type of aircraft, 78 acre at Darbhanga for development of new civil enclave along with CAT I approach light system. He said that Bihar should also take into consideration the scope for international connectivity and consequently viability of operation of a wide body aircraft. Ministry has requested the State Government to consider the provision of 100% VGF support for commencing International UDAN operations from Patna and Gaya (Gaya - Bangkok, Gaya - Kathmandu, Gaya - Yangon, Patna - Kathmandu & Patna - Dubai). On receipt of the consent of the State Govt for 100% VGF support, routes will be put for bidding for the airlines.


While writing to the Chhattisgarh Chief Minister Shri Bhupesh Baghel, Shri Scindia highlighted the matters related to land requirement of 569 acre at Raigarh for development of the airport to make it suitable for operations of ATR72/Q400 type of aircraft in Phase-l and AB-320 type of Aircraft in Phase-II. Further, the Minister observed that restoration of airport land in favour of AAI by the State Govt. is also pending at the end of the State Govt. In addition, the Minister mentioned that an amount of Rs.0.60 Crore needs to be deposited with Regional Air Connectivity Fund Trust (RACFT) at the earliest by the State Govt. as 20% of Viability Gap Funding (VGF) share for Ude Desh ka Aaam Nagrik (UDAN) flights till 31.07.2021 in the State. He also urged the Chief Minister to intervene and expedite the development of Ambikapur airport for 3C operations under Regional Connectivity Scheme (RCS) - UDAN operations for which a budget of Rs. 90 Crore has been allocated.

The Northeast Frontier Railways (NFR) has already connected Assam’s main city Guwahati (adjoining capital Dispur), Tripura capital Agartala and Arunachal Pradesh’s Naharlagun (adjacent to capital city Itanagar).

Union Finance Minister Nirmala Sitharaman Announces a new 3 km long four-lane bridge on Brahmaputra River in Kamrup District
Union Finance Minister Smt. Nirmala Sitharaman today announced in Guwahati that Government of India has approved the construction of a 3 km long 4-lane bridge on Brahmaputra river in Kamrup district. The bridge will be constructed at an estimated total cost of Rs 3094 crores, said the Finance Minister. Smt. Sithraman added that the bridge will facilitate direct connectivity to the internationally renowned silk town of Sualkuchi and the industrial region of Amingaon with Guwahati and the International airport. The bridge will decongest the city of Guwahati and increase transport efficiency thus helping in cutting down travel time for daily commutators from the adjoining districts of Nalbari and Barpeta travelling to Guwahati, she said.

Smt. Sitharaman also said that the project will also help in river bank erosion and bring about improving transportation efficiency towards economic development of the state.


The Union Finance Minister made this announcement while launching the RTPS(Right to Public services) Portal here today. This portal seeks to improve access in the delivery of selected public services in Assam. Launching the portal the minister said that the initiatives that have been undertaken by the government in Assam has given a good push to various infrastructure related activities. It is very impressive to see the pace in which the developmental projects are moving in the state, she said. She appreciated the state government for the overall, holistic, inclusive and developmental approach for the growth of the State.


The FinanceMinister also inaugurated the Excise and tax portal of the Government of Assam, as part of the ASPIRe project, which is funded by the World Bank. This project will also benefit the citizens of Assam through efficient processes and better service delivery provided by public institutions and enhanced transparency.


Gracing the occasion, the Chief minister of Assam Shri Himanta Biswa Sarma said that his government is working to bring about fast, effective and resilient reform in governance and initiatives are being taken by the government to provide services at the doorstep of the people. Terming the launching of the RTPS as the shining moment in the history of public services in the state he said that the dream of this government is to complete every project on time.


Earlier today, the Union Finance Minister Smt. Sitharaman inspected the New Development Bank (NDB) assisted Guwahati-North Guwahati bridge project.


The Union Finance Minister Smt. Sitharaman also took part in the Bhumi Pujan ceremony of 120 MW Lower Kopili Hydro Electric Project at Longku, Dima Hasao today.


This project will add to Assam’s power generation capacity from clean hydroelectric source and improve electricity availability. Further, it is hoped that affordable and clean electricity facilitated through the project will help improve living conditions, promote business expansion, and increase employment opportunities in Assam.


In another event Smt. Sitharaman laid foundation stone of upgradation work of 90km road from Haflong Tiniali to Lower Haflong, under the Asian Development Bank aided Assam Road Network Improvement Project (ARNIP) in Dima Hasao.


The estimated cost of the project is $375 million, which includes $300 million assistance from Asian Development Bank. The project includes improvement and upgradation of about 313km State Highways and Major District Roads & road safety improvement of 200km. The improved road infrastructure will facilitate tourist footfall in the region and drive economic growth.

Railways complete electrification work of total 649 Route Kilometers from Katihar to Guwahati over Northeast Frontier Railway

Traction change at New Jalpaiguri, New Coochbehar to be done away with, enhancing mobility of the trains

Indian Railways has embarked upon an ambition plan of electrification of its complete Broad Gauge network by 2023-24 which would not only result in a better fuel energy usage resulting in increased throughput, reduced fuel expenditure but also savings in precious foreign exchange.


In this series, Northeast Frontier Railway (NFR) has successfully completed the Electrification work of total 649 Route Kilometer (RKM)/ 1294 Tonne Kilometer (TKM) of High-Density Network (HDN) from Katihar to Guwahati. This great feat will now connect all major cities of the country with Guwahati on seamless Electric Traction. This is yet another effort by NFR for capital connectivity by Green Transportation.


The final leg of HDN on NF Railway of 107 RKM/273 TKM was successfully inspected by Commission of Railway Safety (CRS) NF circle from 7th Oct to 9th Oct 2021. In addition to this, passenger trains with higher speed & heavier goods trains can be run.


Apart from saving foreign exchange reserves spent on HSD Oil and providing greener transportation in north east, railway electrification up to Guwahati shall lead to likely saving of foreign exchange spent on HSD Oil of about Rs 300 Cr per annum. HSD Oil consumption will reduce by about 3400 KL per month. Due to seamless train operation, traction change at New Jalpaiguri, New Coochbehar will now be done away with, enhancing mobility of the trains. Running time between Guwahati to Katihar / Malda Town is likely to reduce by up to 2 hours as trains can now move at higher speed due to better acceleration/ deceleration. Line capacity enhancement of up to 10-15% shall lead to reducing level of saturation on many of the sections on the NF Railway allowing more coaching trains to run.


With Electrification heavier goods trains can be run at higher speed. NF Railway has difficult terrain with a large number of graded sections, curves, bridges. Electric traction shall eliminate need for multi diesel locos as higher HP electric engines can maintain higher speed in gradient section. Additional Rajdhani express trains can now be introduced for NE states like Manipur, Mizoram, Meghalaya, Nagaland and Sikkim.


Electrification of this section shall improve operational efficiency and shall lead to large saving on fuel for power cars (About Rs 10 Cr on the electrified route itself). 15 pairs of existing trains originating/terminating at KYQ/GHY can run with an additional passenger coach by eliminating one power car, thus improving passenger throughput. Electrification will lead to better maintenance as faster trains shall lead to more time for maintenance blocks.

Lower Kopili project has been in pipeline since late 90's. Only now it has gained momentum. Shows the pathetic state of governance we had been.
Lower Subansiri, thanks to Chinese hand is suffering a lot as of now. Issues still not resolved for it.
