You have a problem in Understanding my post. Please trace back and see in what context it is written. Chinese always stress on numerical superiority without considering the potential of weapon. I thought the union budget for 2018 was 360 Billion dollars. State budget prepare there own budget , so does municipality. Naturally later too doesn't count but saying union budget includes state budget is absurd...

Obviously not.. Both have different collection and spending .. Thats why there's VAT( SGST) etc for states and income tax is collected in national reciepts, CGST.
Some part of state reciepts are funded by central exp, generally less than 10% for normal ones, and a lot more for ones like J&K.

I think this Vikrant will be delivered later than China's 4th aircraft carrier (3rd self made) .

Because the power system of Vikrant is wrong, it may take a long time to add or replace the engine.
