Indian aircraft carrier training facility to open soon | Russia & India Report

A training facility for naval pilots to practice aircraft carrier operations is set to open in India's coastal Goa region later this month, the head of the Russian company overseeing the project said Monday.

The site is based on a Russian facility under construction near the Black Sea town of Yeysk that was planned to open last year but has suffered undisclosed delays.

"The Indian NITKA facility will be officially operational in early February. The takeoff system is in place, and the Indian pilots are already flying there," Sergei Vlasov, head of the St. Petersburg-based Nevskoe Design Bureau said in an exclusive interview with RIA Novosti.

The facility will train Indian naval aviators who will later be stationed on India's first large aircraft carrier, the Russian-built INS Vikramaditya, delivered to the country last month.

The Russian facility is known to feature a takeoff ramp and arrestor cables to enable naval aviators to practice high-precision and high-acceleration takeoffs and landings.

It was not immediately clear whether the Indian facility replicated all of those systems.

Computer simulator training of carrier-based aircraft began in Goa in 2007.

Indian naval aviators have also recently trained in the United States. The first Indian pilot to complete US carrier qualifications did so in 2007, the US Navy said.

NEW DELHI, February 07. /ITAR-TASS/. A MIG-29KUB fighter piloted by an Indian pilot has made the first-ever landing on the deck of the Indian aircraft carrier Vikramaditya, a spokesman for Russia's United Shipbuilding Corporation told Itar-Tass Friday.

"The landing of a two-seat sea-based MIG-29K jet was accomplished successfully," he said. "The second pilot was a Russian officer."

INS Vikramaditya - the former Russian aircraft-carrying cruiser Admiral Gorshkov - arrived at the Indian Navy base of Karwar at the beginning of January. Under the terms of a package intergovernmental agreement signed in 2004 in New Delhi, Russia handed the hull of the ship to India for free on the condition that the Indian authorities would do the upgrading of the aircraft carrier at the Sevmash shipyard in the Arkhangelsk region and would fit it out with an aircraft detachment of Russian manufacture.

Upon the completion of the ship's technological overhaul, its water displacement totals 45,000 tons and the length reaches 283.5 meters, while the maximum while the maximum width is 59.8 meters.

The upgraded Vikramaditya has an up-to-date flight deck, a ramp for assisting the takeoffs, navigational and radar systems, as well as other specialized equipment and aggregates.

The ship has a capacity to carry 30 aircraft, including the MIG-29K fighters and Ka-27/Ka-31 helicopters.

First Indian MiG-29 Fighter Jet Lands on Vikramaditya

MOSCOW, February 7 (RIA Novosti) – An Indian MiG-29 naval jet landed on a refitted former Soviet aircraft carrier Friday, marking the first such operation since the ship was delivered by Russia to the south Asian nation earlier this year.

"An exciting event took place today – the first landing of an [Indian] MiG-29 piloted by an Indian pilot on the Vikramaditya," Russia's United Shipbuilding Corporation vice president Igor Ponomarev told reporters at the ongoing DEFEXPO-2014 exhibition in New Delhi.

The Vikramaditya, formerly known as the Admiral Gorshkov, was handed over to the Indian navy on November 16 at the Semvash shipbuilder and arrived at a naval base in Kanwar in the beginning of January.

The process of the ship's official commissioning will take between three and four months, according to the Indian navy. A team of Russian specialists arrived onboard the ship and will stay in India for a year to fix any possible glitches if needed.

The Indian Navy commissioned its first squadron of MiG-29K/KUB carrier-based fighters in 2013.

Mikoyan MiG-29K

The squadron, dubbed the "Black Panthers," comprises 12 single-seat MiG-29Ks and four two-seat MiG-29KUBs, which Russia supplied under a 2004 contract with the Indian Defense Ministry.

The aircraft have until now been stationed at an airbase in Dabolim, in the state of Goa on India's west coast.

In January 2010, New Delhi and Moscow signed a deal worth $1.2 billion for the delivery of an additional 29 MiG-29Ks to the Indian navy.

The Vikramaditya is expected to carry up to 24 MiG-29K/KUB fighter jets.

India has built with Russia's assistance a training facility for naval pilots to practice aircraft carrier operations.

The facility, known as NITKA, features a takeoff ramp and arrestor cables to enable naval aviators to practice high-precision and high-acceleration takeoffs and landings.

India's largest and most-expensive warship, the INS Vikramaditya, faced embarrassing glitches during its home-bound voyage from the north Russian shipyard of Sevmash to the Karwar naval base in Karnataka, causing jitters in the defence ministry.

The $2.33 billion ( Rs. 13,980 crore) aircraft carrier, bought second-hand from Russia and delivered five years behind schedule, reportedly suffered a boiler breakdown during its 42-day journey, compromising the warship's ability to cut through choppy seas at a top speed of up to 56 kmph, a navy source said. The vessel has a history of boiler problems with 2012 sea trials failing due to a design problem in the ship's boilers.

Moreover, the tanker accompanying the 44,500-tonne aircraft carrier failed to carry out a refuelling mission near the Portuguese coast, raising doubts about the navy's ability to replenish warships on the high seas.

A senior defence ministry official confirmed to HT that the warship faced technical problems during its homeward journey and the navy would be asked to submit a detailed report on the incidents.


The details have hit the navy at a time when it is trying to defend its safety record with the last six months witnessing 10 accidents, some of which have been overlooked by the navy as 'non-incidents'.

Top navy officials, however, denied that the warship had encountered any significant difficulties, an assertion dismissed by the defence ministry. "One of the eight boilers on the warship malfunctioned. But the vessel can sustain itself at sea even if only four boilers are working," the navy source said.


"INS Deepak, the tanker, was unable to refuel the carrier off the Portuguese coast as the seas were very rough. The task was aborted till conditions were favourable," the source added.

The INS Vikramaditya underwent a thorough examination of its boilers on reaching Karwar, an activity that top officials described as "routine maintenance work."


This is only the latest controversy to hit the troubled aircraft carrier, supposed to be a gift from Russia with India paying only for the refurbishments. The original $947 million ( Rs. 5,682 crore) deal, however, turned sour with multiple delays in delivery and a steep increase in price. The warship was finally delivered last year, five years behind schedule, with the Comptroller and Auditor General criticising the government for paying nearly 60% more than the cost of a brand-new aircraft carrier.

Navy chief Admiral DK Joshi met defence minister AK Antony on Monday and reportedly explained the force's view on the reported glitches faced by the INS Vikramaditya during its home-bound journey from Russia to the Karwar naval base.

The meeting comes a day after HT reported that the $2.33 billion (Rs 13,980 crore) aircraft carrier faced embarrassing glitches during its 42-day long voyage, leaving the defence ministry worried. INS Vikramaditya, India largest and most-expensive warship, was bought second-hand from Russia and delivered five years behind schedule.

A defence ministry official said the navy chief informed Antony that the 44,500-tonne warship had no major issues during its journey from the Russian port of Sevmash to Karwar, and was seaworthy.

The aircraft carrier had reportedly suffered a boiler breakdown, compromising its ability to negotiate choppy seas. The tanker accompanying the warship had also failed in a refueling mission off the Portuguese coast, as reported by HT on Monday.

A navy official on Monday said it was not uncommon for a ship of that size to encounter some difficulties during a 14,800-km journey.

The defence ministry is also livid about reports that some crew members on board the ships that escorted INS Vikramaditya may have posed a security risk by uploading the warship's pictures on social media. Location-based apps on the market could broadcast deployment patterns if crews upload photos on to Facebook, using smart phones.

This is only the latest controversy to hit INS Vikramaditya, which was plagued by multiple delays in delivery and spiralling costs. A CAG estimate criticised the government for spending 60% more on a second-hand warship than it would have on a brand-new one.

In recent months, the Navy's safety record has been called into question with 10 accidents in the last six months. Antony had asked the navy last week to clean up its act, saying he wasn't satisfied with the force's functioning. "I cannot give the navy a 100% satisfaction certificate. Even one accident is a serious matter," Antony had said.

India proposed that Russian military shipyard Sevmash in the northern Russian city of Severodvinsk should double from 20 to 40 years the warranty period for maintenance of aircraft carrier Vikramaditya (former Russian missile cruiser Admiral Gorshkov), the press service of the Russian shipyard, where the warship was refurbished, told Itar-Tass on Thursday after a meeting of representatives of two countries over the warranty period for the aircraft carrier and her maintenance in the post-warranty period.

The meeting was held in the Joint Staff of Indian Navy in New Delhi.

"The meeting highlighted debates over terms of service life of the warship," the press service said. "Her service life makes 20 years under the contract. However, India is confident that this service life may be extended to 40 years," the press service reported.

Indian partners proposed to Sevmash to do all works for maintenance of the aircraft carrier jointly. Required infrastructure was created for basing aircraft carrier Vikramaditya at a naval base in Karwar. "In March chief executives of the enterprise will arrive in India again, they will discuss cooperation between Indian and Russian specialists," the Sevmash press service said.

The Vikramaditya was handed over to Indian Navy on November 16, 2013 at Sevmash. On November 26, the aircraft carrier unmoored from the shipyard and headed for the Indian naval base. The warship arrived in Karwar on January 7.

Seventy-five specialists of Sevmash warranty service team are maintaining the warship in India.

India Proposes Joint Maintenance of Aircraft Carrier With Russia | Defense | RIA Novosti

MOSCOW, February 13 (RIA Novosti) – India has proposed servicing a Russian-built aircraft carrier delivered to the country last month together with Russia's Sevmash shipyard over the next 40 years, the shipbuilder said Thursday.

Sevmash said the current servicing contract is for 20 years, but that Indian naval officials have proposed to extend that timeframe.

"Our Indian partners have proposed to conduct all service work on the ship together with Sevmash," the White Sea-based shipbuilder said.

The Vikramaditya was ceremonially handed over to India in November, but only departed from Russia in December, and arrived safely at its new home port Karwar last month.

Sevmash representatives are scheduled to visit India next month as part of an intergovernmental military cooperation commission.

The two countries have longstanding military ties and, among other projects, have cooperated on the supersonic BrahMos cruise missile and the fifth-generation PAK-FA jet fighter still under development.

PM to Sail INS Vikramaditya - The New Indian Express

India's largest warship, INS Vikramaditya, which arrived in India from Russia last month, is being readied by the Navy for Prime Minister Manmohan Singh's day at sea soon.

At present, the Navy is readying the 45,000-tonne Kiev class warship by integrating its naval combat jets, MiG-29K and squadrons so that it could be presented with full complement of prowess to the Prime Minister. Singh will be on a day-long sailing visit to Vikramaditya soon, preferably before the next general elections schedule for the Lok Sabha is announced by the Election Commission.

Defence Minister A K Antony will be accompanying Singh on board the warship along with Navy Chief Admiral D K Joshi and Western Naval Commander Vice-Admiral Shekhar Sinha, who is the seniormost naval combat aviator at present. Vikramaditya had done a 42-day non-stop voyage from Russia's Sevmash shipyard, where it had gone through a refit, after its commissioning on November 16 last and had reached Karwar in Karnataka's coast last month.

Bangalore: India is all set to launch its first Shore-Based Test Facility (SBTF) for flight-testing various naval fighters that would mandatorily operate from aircraft carriers. Defence Minister A K Antony will lead a top-level delegation to Naval Air Station INS Hansa in Goa on March 1 for the inauguration the state-of-the-art facility. The Indian SBTF is being billed as the only third such facility in the world, after the United States and Ukraine, built at a cost of around Rs 400 crore.
An official in the Ministry of Defence confirmed to Express on Monday that, the ski-jump part of the facility was fully ready and certified in 2013, after which the MiG-29K fighters have undertaken a number of take-off trials successfully. The aircraft takes off from a ramp built at 14 degrees angle, while it catches an arrester hook (that reduces the speed to zero, within 100 meters), after touchdown.
The SBTF replicates a static model of the Indigenous Aircraft Carrier (IAC), currently being built at the Cochin Shipyard. "The pilot is being assisted by an optical landing system, arrester hook system and TV monitoring system. All these features are being currently being used by the MiG-29Ks. The lighting system on SBTF for night operations is also ready," the official said.
He said the primary objective of the SBTF was for certification of the Light Combat Aircraft (LCA) naval variant for ship-borne operations. "It is mandatory for the LCA naval variant to prove the carrier compatibility test on SBTF. Today, the facility is aiding the MiG-29K pilots, before they commence operations on INS Vikramaditya in Karwar," he said.
The design consultancy and supply of specialized equipment for SBTF were done by the JSC Rosoboronexport, Russia. The Aeronautical Development Agency (ADA), Indian Navy, Goa Shipyard Ltd, R&D Engineers (Pune) and Chief Construction Engineer (R&D West), Pune, executed various structural and installation works. "Once the LCA naval variants start flying at SBTF, then plans are afoot to have a telemetry ground station for flight operations, to be set up by Bangalore-based National Flight Test Centre," the official said.
ADA sources said that the naval prototype (NP-1) of LCA started flight trials regularly at HAL airport thrashing out most of the undercarriage issues. The NP-1 is expected to start trials from SBTF by May this year.

Long Voyage Reveals Some Vikramaditya Problems

India's new aircraft carrier arrived from the Russian shipyard on January 7th after a 39 day journey. This was the first long range (15,000 kilometers) cruise for the Vikramaditya and was not without incident. One of the eight steam boilers failed and the carrier proved unable to refuel at sea. The Indians feel they can deal with both problems.
