What you need is public anti loitering laws to prevent people from sleeping on footwalks and constant maintenance cleaning crews. Equip the crews with automatic cleaning sweeping machines and provide them with police escort so they will sweep the footwalks on a massive scale and the homeless people will find somewhere else to stay. Of course cities need to provide homeless shelters and areas where migrants can stay. The rule would be no tents or permanent structures.
