These are the current planned corridors for high speed rail in India.

The plan goes all the way to 2051.
South will get a line only in 2041.

It says we will build only 2 corridors in 2031 to 2041.

Is this too long/ cautious?

Or is this only a preliminary estimate subject to change with the speed at which Mumbai Ahmedabad corridor is completed?
There are multiple reasons for this slow start.

One is viability

This is a completely new project. How this project will deliver, how people will respond to it and what challanges needs to overcome in context of India is yet to be seen.

Second is indigenization.

Lot of equipment for bullet train is still being imported from foreign countries. The goal of gov is not only to build high speed rail corridors but also to absorb this technology and slowly become Atmanirbhar in high speed rail.

Another reason is money.

Bullet train lines are very expensive to build and maintain to build rapidly we will need to pour lot of money into this project which is difficult, because we are also overhauling traditional railway tracks, upgrading british era stations, building dedicated freight corridors, electrifying lines, modernising coaches, building semi-high speed trains, connecting north east, kashmir rail link, chardham rail, etc.

There is so much investment that is needed in traditional railway infrastructure that building high speed rail within a short timeframe is difficult.

Read this news item to get a picture of why we need to plan high speed corridor in a logical manner.

We are supposed to build a corridor to Varanasi saying its for tourism.

I do understand that it's an element of eastern industrial corridor, but building a corridor connecting already present industrial and economic hubs like southern capitals should get priority.

Here you are talking about semi high speed trains and the map you shared is for high speed corridor.

IR is already working on incrementing the whole network to semi high speed trains.

More than skyline what matters is what's inside and below the ground.

Storm drainage, serwer system, underground cable as well as configuration access point are a must have for such cities.

After that comes the planning and infra part.

Historical sites must be prerved and renovated, open spaces and water bodies must be preserved unless no other option is there.

Primary road's must be made with future traffic in mind accompanied by traffic signalling, footpaths, pedestrian crossing/Underpass, Overpass, parking etc.

Ya'll Nibbiars Jewar airport terminal smaller than expected 60 million plus annual capacity. The design is sadly ugliest. The Zurich constraints has rejected the Yogis plea to increase the airport capacity due to the financial sound and will not includes the indic elements in the design as asked by the CM. Two runways initial. If required additional runways are provisioned.

Well the Zurich based constratium didn't gone with the Yogis plans. Apparently it looks like that.
