The Zurich constraints has rejected the Yogis plea to increase the airport capacity due to the financial sound and will not includes the indic elements in the design as asked by the CM. Two runways initial. If required additional runways are provisioned.

Well the Zurich based constratium didn't gone with the Yogis plans. Apparently it looks like that.
