Due to lack of job creation as all companies prefer setting up shop in neighbouring cities of Delhi instead of Delhi itself the real estate market of Delhi proper is nothing, so redevelopments hardly remain feasible. These cantonment are only few green spaces in cities. Otherwise government can't even build proper parks for people.What is even the need of an airbase in Agra.

All cantonment areas in several cities should be redeveloped, they are occupying prime land without much use

On top of this you have thousands of half built flats in Noida and nearby areas which were built before RERA. Most developers are either bankrupt or don't have the money. Even GOI doesn't have this kind of money.
Need to somehow invite FDI into this sector. Trillions to be made
