No, Mangalyaan-2 was planned way earlier than Venus mission.The great success of the lunar landing, may have triggered confidence of ISRO to go ahead with another landing- next time on Mars. And hence the Venus mission pushed back.

It comes every 19 months actually. ISRO wants an advanced robotic mission for Shukryaan with aerobots (drones and lander probably) instead of just orbiter hence a long term proposal was adopted and 3 timelines arr estimated to be skipped per missions in between.Shukrayan has been pushed for 2031. Not because of MLM, but because of the launch time management. If we had launched it this year itself, it would have been better. But it was found that the optimal position of Venus comes every 8 years.
Mangalyaan-3 and not Mangalyaan-2 was supposed to have lander per what Somanath said last time. ISRO wanted to send a massive multi tonne orbiter like MAVEN to Mars.If rover is confirmed then it looks like ISRO has gained confidence in landers.
As per news from 2021 mangalyaan 2 is only a orbital mission.

Gaganyaan and sustained human spaceflight (repeated Gaganyaan or space station) is priority over any planetary mission and has pushed timeline of everything ahead.

Even if proposals might have changed, don't expect any Mars lander anytime soon. Mars lander will have to be built entirely different to face friction and heat of Martian atmosphere (which Chandrayaan did not have to worry about). And then, there are Gaganyaan & Chandrayaan-4 and many other priority missions in line.
And yes, landing a rover on Mars is a pinnacle of robotic spacecraft technology. So is sending humans in space.
Maintaining manned space stations, rendezvous docking with superior environment control & safety and more advanced robotics landing rovers on Mars & Jupiter/Saturn moons, imagine the mind boggling combination and cost of these two things, landing humans on Mars.sending humans to space is the real pinnacle of space exploration....you can afford to loose a robot, but not a human life.... generally people don't understand this

On the surface its very unlikely, we have to drill to find hydrogen in general & water in particular, but there's a way to do it, retract the ChaSTE payload, then send the rover under it(if possible), then use the LIBS payloadHoping it finds hydrogen

Shukrayaan I will be an orbiter mission. Its scientific payloads currently include a high-resolution synthetic aperture radar and a ground-penetrating radar. The mission is expected to study Venusโs geological and volcanic activity, emissions on the ground, wind speed, cloud cover, and other planetary characteristics from an elliptical orbit.
