Unfortunately the politics in defense procurement and National defense Industry is proving heavy on this little branch ..

India Signs Contract for Ukrainian Anti-Aircraft Artillery | Defense | RIA Novosti

MOSCOW, February 10 (RIA Novosti) – An Indian company has signed a contract with a Ukraine weapons exporter to buy up to 138 anti-aircraft vehicles, the Ukrainian defense conglomerate Ukroboronprom said on its website Monday.
According to the statement, one anti-aircraft gun and one command vehicle will be sent to India's Larsen & Toubro for evaluation, and the company will then have the right to purchase up to 138 of the systems under the contract.
The vehicles, which were not named, would be produced by three Ukrainian firms, according to the statement.
Ukraine has earlier produced an upgraded version of the Soviet Shilka self-propelled anti-aircraft gun, which can engage low-flying targets with radar-guided rapid-fire cannons.
The ZSU-23-4 Shilka, which resembles a tank with four short cannons in place of a long gun, has seen combat in numerous conflicts, including in the Soviet war in Afghanistan and the ongoing civil war in Syria, where it has been used in an improvised fashion against elevated ground targets.



SFTE SPECTECHNOEXPORT SIGNED THE CONTRACT FOR DEVELOPMENT OF AIR DEFENSE MISSILE SYSTEM IN THE FRAMEWORK OF THE TENDER OF MINISTRY OF DEFENSE OF INDIA
The representatives of SFTE Spectechnoexport and the State Corporation Larsen&Toubro ltd. (India) signed the contact for development of air defense missile system within the tender for supply of 138 ADMS for the Ministry of Defense of this country. It was informed by Andriy Stefanyshyn, 1st Deputy Director General of the State Concern "Ukroboronprom".
The Indian Corporation is a recipient of tender documentation and has got the right to participate in the tender. One fire machine and one command machine should be shipped to India. The command machine will by manufactured by the Kharkiv Automobile Plant, fire machine – by the State Kyiv Design Bureau "Luch", the gun – by Design Bureau "Artillery Armament" member enterprises of the Ukroboronprom.
Upon successful testing, the equipment will be supplied to the Ministry of Defense of India.

138 systems for AAA ..why not we can simply Research and Induct Land Based AK630 Since we have Authorization of license production

Yeah, but what will L&T do with AAA? Guard their factories from low flying bombers?

I think evaluation will done by L&T according to the requirement of Indian Army and on the approval of Indian army, L&T will start working on 138 ADMS along with Spectechnoexport Ukraine. The final word will be of Indian army.

Was there an IA/IAF tender? Then why are the users not evaluating? Private companies do not have authority to evaluate anything under DPP.
Is this a joint development for a future tender?
Is this FDI for any possible requirement?

If there is a requirement for AAA, better to go for the SkyShield/Mantis gun on the TATA truch. It would be AAA+C-RAM.



If the requirement is of a tracked platform, then mount the same turret on a Arjun hull.

These systems are being purchased by some other foreign company ( ) but the name is given of L&T ..

L&T probably will offer an upgraded ZU-23-4, As we know that there is a tender already for AAA ..

Shilka are consider obsolete, Unless their radar so doe gun and the platform and electronics is upgrade and modified to me new challenges ..

Bel is providing an upgraded with new radar and ir tracker ..

Some thing Ukrainians did with there ZU-23-4s, This can be done also ..

ZU-23-4 turret mounted on a modified T-80 chassis, Radar was upgraded and ammo was doubled so does addition of SAMs ..

We can do similar thing with Arjun chassis ..

I do agree with you that the statement issued on the Ukrainian weapons exporter website even have not gave the whole info . May be its for joint development for future tender and Larsen&Toubro ltd. (India) is having contracts to supply even to other countries.
