Every army counts brasses outside the NATO sphere. Even the eastern one, be it singapore, thailand, japan etc. The way South Korea puts restriction is something else, its a cultural thing for them along with the mixture of majority conscript army.
Have you ever heard Fishing Strollers messing with the Naval Ships when there is a Joint Exercise is going on? Have you ever heard Joint Exercise being stopped for some petty reason. Much of it is unique to them. I know we are fked up alot. But the Koreans are something else they are just to unique to be compared with anyone else in the regard.
Also us being pushed into regular combat probably helps too, if they would have been actively involved like Indonesia and Philippines maybe it would have been different for them.
