these are knee pads mate, they slide down eventually.. plus its very uncomfortable thing to wear on a joint, hence they tend to strap them just below the knees so that when you get down on one leg it will ride up with the pant and nestle back in position... sometimes that doesn't happen. Therefore, sane dudes everywhere came up with the integrated kneepads... but since IA nibbas are descendants of Rambo, they opted to ignore that piece of equipment for their new BDU.

Just going by the statement , it's hard to know what exactly happened as the outcome of COI won't be public.
Also very highly unlikely that para would do something like this deliberately targetting civilian.

Or it may be like a situation in what happened in operation Red wings by seals , these civilians discovered the ambush and they didn't want to abandon the mission. Nibba conspiracy theory 🥲
