It is. Timeline hasn't.

Those are different missions, strictly proposals for now. Exoworlds from ISRO and rest from institutions.
AFAIK all these proposals were the responses for Astrosat-2's Announcement of Opportunity

Last was heard, there are two PSLV launches before year end, one with a RISAT, the other with an Oceansat.

If unamanned comes in 2023, nanned Gaganyaan seems to be slipping beyond 2025 at best.
India’s first solar mission, which was pushed from early 2020 due to the Covid-19 pandemic, is likely to be launched in the third quarter of 2022, when the country’s second space observatory Xposat, aimed at helping astronomers study cosmic sources such as pulsars and supernova, will also be launched, senior officials from the Indian Space Research Organisation (ISRO) said.
Xposat will be the other purely scientific mission that the space agency will undertake next year. It will be launched aboard a small satellite launch vehicle, which is currently in the development phase. The new launch vehicle is likely to have its first development flight by December this year. ISRO qualifies a launch vehicle to be mission-ready after two successful development flights.
Before the pandemic, the space agency had planned for 20 launches in the financial year 2020-21, including the first unmanned flight under the Gaganyaan mission. The Gaganyaan mission is also likely to be undertaken by the end of 2022 or in early 2023.

Safely assumable tentative schedule for now. Very likely unless glitches are there.

RISAT-1A uses a C-band SAR which is not very much useful for Military Applications, but only for civilian applications. Hence we have RISAT-2 series sats with X-band SAR for dedicated military applications

RISAT program was approved in 2003 and the main role of the satellite was civilian applications while the secondary role was military applications.Hence it was decided that the satellite will be using an indigenous C-band SAR. The target launch was in 2007,but was significantly delayed because of the complex technologies involved in it and these problems were accompanied by the fact that these kind of technologies were developed 1st time inhouse. Then in 2008, 26/11 happened and this pushed the need for a dedicated ,all weather high resolution satellite. Hence it was decided to use an Israeli X-band SAR based on Israeli TecSAR-1 radar satellite which was launched by PSLV.

Thus RISAT-2 was developed in a short span of time using an Israeli X-band SAR and was launched in 2009.

Later ISRO divided RISAT series into 2 types called RISAT-1 series using a C-band SAR for civilian applications and RISAT-2 using X-band SAR for military applications.Thus RISAT-1 & 2 series of satellites were developed for civilian and dedicated military applications.Again RISAT-2 series was divided into 2 types called RISAT-2A series using an indigenous AESA based X-band SAR and RISAT-2B series using a Radial Rib antenna based X-band SAR similar to that of TecSAR-1 & old RISAT-2. Hence I suspect that RISAT-2A series uses indigenous X-band SAR while RISAT-2B uses an Israeli X-band SAR( Israeli origin is my assumption)
Thus there a 3 types of RISATs .
RISAT-1 series using a C-band SAR for civilian applications . satellites in this series are RISAT-1,1A,1B .

RISAT-2B series using an X-band SAR (probably Israeli radar) with Radial Rib antenna for dedicated military applications . Satellites in this series are RISAT-2B, RISAT-2BR1 & RISAT-2BR2.

G2 will be before Aug 2022 as part of 75th Independence Anniversary. Most probably in July 2022

CY-3/M2 should also be launched either in July /Aug if they want to land on moon in Sept 2022. Sept 2022 is perfect month because only then they can have full duration of 14 day sunlight.

But I don't understand how can they launch 2 GSLV-MK3s that too 2 high profile missions within a month
