Govt approves Rs 25000-crore mega internal security scheme

NEW DELHI: A Rs 25,000-crore mega internal security scheme was approved by the government today to strengthen the country's law and order mechanism, mordernise police forces and effectively fight against terrorism, Home Minister Rajnath Singh said.

The key Cabinet Committee on Security (CCS), headed by Prime Minister Narendra Modi, gave its approval for implementation of the umbrella scheme -- Modernisation of Police Forces (MPF) -- for 2017-18 to 2019-20.
"This is the biggest ever internal security scheme in the country. The financial outlay for the scheme over the three years period is Rs 25,060 crore, out of which the central government share will be Rs 18,636 crore and the states' share will be Rs 6,424 crore," Singh said at a press conference here.

Special provisions have been made under the scheme for internal security, law and order, women security, availability of modern weapons, mobility of police forces, logistical support, hiring of helicopters, upgradation of police wireless, national satellite network, crime and criminal tracking network and systems, e-prison, etc.

The home minister said that under the umbrella scheme, a central budget outlay of Rs 10,132 crore has been earmarked for internal security-related expenditure for Jammu and Kashmir, northeastern states and those affected by the left wing extremism (LWE).

A scheme for special central assistance (SCA) for 35 districts worst hit by LWE has been introduced with an outlay of Rs 3,000 crore to tackle the issue of underdevelopment.

An outlay of Rs 100 crore has been earmarked for police infrastructure upgradation, training institutes, investigation facilities, etc. in the northeastern states.

Singh said the implementation of the scheme would bolster the government's ability to address challenges faced in different theatres such as areas affected by LWE, Jammu and Kashmir and the Northeast effectively.

Besides, the scheme will help undertake development interventions which will catalyse in improving the quality of life in these areas and help combat these challenges effectively at the same time.

The new initiatives are being introduced to provide assistance to states for upgradation of police infrastructure, forensic science laboratories, institutions and the equipment available with them to plug critical gaps in the criminal justice system.

Police stations will be integrated to set up a national data base of crime and criminal records. It will be linked with other pillars of criminal justice system such as prisons, forensic science laboratories and prosecution offices.

The umbrella scheme also provides for setting up of a state-of-the-art forensic science laboratory in Amravati and upgradation of Sardar Patel Global Centre for Security, Counter Terrorism and Anti Insurgency in Jaipur and Gujarat Forensic Science University in Gandhinagar.

"It is expected that the umbrella scheme, 'modernisation of police forces', will go a long way to boost the capability and efficiency of central and state police forces by modernising them," Singh said.

J&K Police to acquire intrusion detection system and electric boom barriers to prevent militants from carrying out suicide attacks on its installations.

"The intrusion detection system has shock sensors which use vibrations or shock waves to trigger an alarm at the monitoring desk. This will give enough time to the security personnel to not only prepare but also counter any intrusion bid by terrorists," the sources said.

For improving day time security and ensuring smooth entry and exit of authorised security personnel to police establishments, the department will install radio frequency identification (RFID) based vehicle access control system at these places.

"The vehicles of authorised personnel, like senior officers of the department, will be fitted with RFID tags that will allow them entry and exit without any manual intervention. This will save a lot of time at the entry and exit points of important police establishments.

"This will ensure that vehicles not fitted with RFID tags will be thoroughly checked before being allowed to enter," they added.

Hand-held ground penetrating radar (GPR) system is another important gadget on the shopping list of police.

"The GPR system is used for effective detection of improvised explosive devices, landmines and other explosives which are buried underground.

"Besides reducing the risk of casualties during sanitisation operations, the GPR system will also help in tracking down the ammunition and explosives hidden by militants under ground," the sources said.

Central Government must give tata kestrel to Jammu and Kashmir police for coin operation. This is best vechile for them since it gives protection against landmines and ieds. Also ballistic protection upto level 3.

Next i want mumbai police to procure 2000 beretta arx 160 rifle for quick response team and force one commandos. And procure huge numbers of insas mk 1c and ghatak rifle for remaining police force.

Body protection Groin with Armour 3.

As 1st respondent during 26/11 Mumbai police personnel were seen with weapons obsolete. They had the courage but not the equipment and training to deal with 26/11 like terror attacks.

Thus it was decided to form a special counter terrorism Force One to guard Mumbai metropolitan area
